

The broadcast of the National Conference on the Implementation of Resolution No. 66 and Resolution No. 68 of the Politburo was organized by the University of Social Sciences and Humanities at the Auditorium on the 8th floor, Building E, with the full and serious participation of all Party members of the Party Committee.
The conference, organized by the Politburo and the Secretariat, was held in a hybrid format, connecting the main venue at the Dien Hong Hall, National Assembly, to various ministries, departments, localities, agencies, and units. The conference was attended by Party and State leaders; leaders of central ministries and departments; and leaders of localities.
At the Conference, Prime Minister Pham Minh Chinh presented the topic "Key and core contents of Resolution No. 68-NQ/TW, dated May 4, 2025, of the Politburo on the development of the private economy and the plan for implementing Resolution No. 68-NQ/TW".

Resolution No. 66-NQ/TW sets the goal that by 2030, Vietnam will have a democratic, fair, synchronous, unified, open, transparent, and feasible legal system with a strict and consistent implementation mechanism, ensuring the legal basis for the normal, continuous, and smooth operation of agencies after organizational restructuring, resolving obstacles arising from practice, paving the way for development, and mobilizing all citizens and businesses to participate in socio-economic development so that by 2030, Vietnam will be a developing country with modern industry and high middle income.
By 2025, the removal of legal bottlenecks will be largely completed. By 2027, the amendment, supplementation, and promulgation of new legal documents will be completed to ensure a synchronized legal basis for the operation of the state apparatus under the three-tiered government model. By 2028, the legal system on investment and business will be perfected, contributing to placing Vietnam's investment environment among the top three ASEAN countries.
The resolution sets out a vision for 2045: Vietnam will have a high-quality, modern legal system that approaches advanced international standards and practices, is consistent with the country's realities, is strictly and consistently implemented, respects, guarantees, and effectively protects human rights and civil rights; the supremacy of the Constitution and laws becomes the standard of conduct for all subjects in society; and modern national governance with a streamlined, efficient, effective, and effective state apparatus meets the requirements of rapid and sustainable national development, becoming a developed, high-income country with a socialist orientation by 2045.
Resolution No. 68 sets the goal that by 2030, the private sector will be the most important driving force of the national economy; a pioneering force in the development of science and technology, innovation and digital transformation, contributing to the successful implementation of the goals of Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo and other policies and guidelines of the Party.
The goal is to have 2 million businesses operating in the economy, with 20 businesses operating per 1,000 people. At least 20 large enterprises and global corporations will participate in global value chains. The average growth rate of the private sector will reach approximately 10-12% per year, higher than the growth rate of the economy; contributing about 55-58% of GDP, about 35-40% of total state budget revenue, and providing employment for about 84-85% of the total workforce; labor productivity will increase by an average of about 8.5-9.5% per year. The level and capacity of technology, innovation, and digital transformation will be among the top 3 ASEAN countries and the top 5 countries in the Asian region. Regarding the vision to 2045, the resolution stipulates that Vietnam's private sector will develop rapidly, strongly, sustainably, and proactively participate in global production and supply chains. to be highly competitive in the region and internationally; striving to have at least 3 million businesses operating in the economy by 2045; contributing approximately over 60% of GDP.
According to the conference program, National Assembly Chairman Tran Thanh Man will present a专题 (special topic) on "The core content of Resolution No. 66-NQ/TW, dated April 30, 2025, of the Politburo on reforming the work of lawmaking and enforcement to meet the requirements of national development in the new era and the plan for implementing Resolution No. 66-NQ/TW".
General Secretary To Lam will deliver an important speech to guide the Conference.
Finally, Head of the Propaganda and Mass Mobilization Department Nguyen Trong Nghia delivered a speech acknowledging the directives of the General Secretary and providing guidance on the dissemination, promotion, and implementation of Resolution No. 66-NQ/TW and Resolution No. 68-NQ/TW of the Politburo.
