The 7th Congress of the Party Committee of VNU, term 2025-2030: Innovation - National responsibility - Breakthrough development

With this motto, the Party Committee of VNU affirms its high determination, great efforts, taking advantage of opportunities and advantages, mobilizing and effectively using all resources to improve the quality and efficiency of all activities, increasing the quantity and quality of training products, science and technology and innovation, thereby being the pioneering nucleus leading VNU to develop into an innovative university, among the world's leading universities, making important contributions to the country's development in the new era.

The official session of the Congress took place on July 18 with the participation of comrade Nguyen Doan Toan - Member of the Standing Committee, Head of the Propaganda and Mass Mobilization Commission of the Hanoi Party Committee, Head of Working Group No. 6. On the side of the Central agencies, Ministries, Departments, Branches and localities, there were comrade Nguyen Hong Son - Deputy Head of the Central Strategy and Policy Commission; comrade Do Thi Nghia - Deputy Head of Department V, Central Organization Commission; comrade Le Huy Hoang - Deputy Head of the Education Department, Central Propaganda Commission; comrade Ngo Vu Thang - Vice Chairman of the People's Committee of Ca Mau province.

On the side of the Party Committee of VNU, there was comrade Le Quan, Party Committee Secretary and President of VNU. Also attending the Congress were comrades who led VNU through the periods; comrades in the Party Committee, the Standing Committee of the Party Committee and the Board of Directors of VNU, together with 294 official delegates, representing nearly 4,000 party members of 29 grassroots party organizations under the Party Committee of VNU.

In his opening speech, Secretary of the Party Committee and President of VNU Le Quan said that the 7th Congress of the Party Committee of VNU took place at a time when the whole nation was undergoing a strong transformation to develop. In that context, all cadres, party members, students and pupils of VNU expressed their deep belief in the leadership of the Party; striving to build and develop VNU into a world-leading innovative university.
The Congress respects and highly appreciates the valuable comments contributed to the Political Report of the 7th Congress of Delegates - a product crystallized from the intelligence and solidarity of the entire Party Committee of VNU.
The 7th Congress of Delegates has the task of comprehensively and objectively reviewing the implementation of the Resolution of the 6th Congress and the leadership and direction of the Party Executive Committee; analyzing and evaluating the 5-year renovation process; drawing necessary lessons to decide on the direction, goals and tasks for the development of VNU in the period of 2025-2030; electing the Delegation to attend the 18th Congress of Delegates of the Hanoi Party Committee; and especially electing the 7th VNU Party Executive Committee that is truly exemplary in political qualities, with enough intelligence, courage and capacity to lead VNU in the new era.
Comrade Le Quan emphasized that the 7th Congress of the Party Committee of VNU upholds the spirit of innovation - national responsibility - breakthrough development. The entire Party Committee will make every effort, promote the strength of the system to seize opportunities, overcome challenges, create a breakthrough development to turn VNU into a leading innovative university, effectively and directly contributing to the development of the country, successfully fulfilling the glorious mission assigned by the Party and State to train high-quality, highly qualified human resources, foster talents, play a pivotal role and spearhead innovation in the Vietnamese higher education system.
Marking a development journey
The political report presented to the Congress stated that over the past 5 years, under the close leadership and direction of the Party Committee, the Party Committee Standing Committee, and the efforts of the entire system, VNU has achieved many important achievements, creating the premise for breakthrough development in the coming period. The position of VNU continues to be enhanced both domestically and internationally; the connection, interconnection, and linkage within the system are increasingly strengthened; the pivotal and leading role in the comprehensive and fundamental innovation of education and training is affirmed.
One of the highlights of the past term of the Party Committee of VNU is solidarity, unity, building a democratic and cooperative working environment, creating a foundation for sustainable development, and best promoting the leadership role of Party committees at all levels.
Modern university governance methods are thoroughly implemented at VNU. Decentralization and delegation of authority are implemented synchronously. VNU grants high autonomy, linked with accountability to units. VNU focuses on strategic and quality management; strengthens inspection, supervision, coordination, and linkage between units and directly implements major tasks that are interdisciplinary, inter-disciplinary, and have far-reaching influence. Member units and affiliated units are autonomous in organization and operation to promote their own professional advantages while still ensuring the mechanism of interconnection, linkage, and use of common resources of the entire VNU for development.Digital transformation, application of digital technology associated with innovation in advanced university management has clearly changed compared to the previous period. Information technology infrastructure, databases, and management software in the fields of operation have been gradually standardized, upgraded, modernized, synchronized, and connected throughout the inner city area and Hoa Lac campus.
Internationalization is a strategic pillar in training, VNU is comprehensively restructuring the curriculum, teaching methods and organizational model according to international standards. One of the important highlights is to shorten the training time for bachelors in key science majors to 3 years, applying a 3-semester/year system, helping students proactively plan their path and quickly enter the labor market.
VNU's science and technology activities have achieved remarkable results, initially applying the computerization process, building and putting into operation a system of software for managing science and technology activities, significantly shortening administrative procedures. Financial resources invested and invested for the next term in the field of science and technology have increased dramatically, estimated at more than 3,520 billion.
Building the VNU Urban Area in Hoa Lac and officially moving the headquarters to Hoa Lac is a major task and is identified as a breakthrough of the VNU Party Committee in the past term. Up to now, the VNU Agency and most of its member units and affiliated units have officially moved their headquarters and presence in Hoa Lac. According to the plan, by the end of 2025, the VNU Urban Area will reach over 480,000m2 of construction floor, with nearly 20,000 full-time students studying regularly and about 2,000 students studying national defense and security periodically, marking the transformation of VNU towards a new development space in terms of facilities, academic life and university administration.
Term 2025-2030: Breakthrough development, firmly stepping with the country into a new era
The country is preparing the mindset, resources and necessary conditions to enter the Era of Rising Up. The accelerated implementation of the resolutions of the Central Committee and the Politburo, especially Resolution No. 57-NQ/TW, is both a requirement and a driving force and an opportunity for VNU to develop.
VNU has identified the strategic goal of building a strong and comprehensive VNU Party Committee, which is the pioneering nucleus leading VNU to develop into an innovative university, among the world's leading universities, making important contributions to the country's development in the new era.
VNU identifies 5 groups of cross-cutting development perspectives including:
Firstly, Continue to perfect the multi-disciplinary and multi-field model. Consistently implement the building of a strong VNU Party Committee with the motto One VNU; promote decentralization (academics, training management, staff organization, development cooperation, finance, facilities); promote system strength (Brand management; VNU Urban Area in Hoa Lac; Science and Technology Infrastructure and digital transformation); ensure connectivity (human resources, A+B training model). VNU focuses on strategic management, quality control, resource development and promoting innovation indicators.
Second, focus on building a team of excellent lecturers and scientists. Promote policies on using, training, attracting and rewarding talents, create a good working environment to promote creativity; train and develop the next generation of cadres.
Third, strongly internationalize VNU's activities, focusing on internationalization and improving training quality; deploying solutions to fundamentally innovate education and training associated with international integration.
Fourth, focus on building VNU into a center for basic science research and innovation; a leading unit in implementing Resolution No. 57-NQ/TW.
Fifth, Promote digital transformation in all activities of VNU towards digital university. Speaking at the Congress, Comrade Nguyen Doan Toan said that the City Party Committee highly appreciated the multidisciplinary and multi-field innovative university model with an autonomous mechanism and modern university governance methods of VNU, in which the VNU Party Committee is the core leader, gathering solidarity and promoting the combined strength; impressed with the remarkable development of many important indicators in the fields of science and technology, training, domestic and international cooperation; recognized the role and important contributions of the VNU scientists in research, policy consulting, accompanying ministries, branches and localities in planning development and training, fostering cadres at all levels. The City Party Committee commended the pioneering spirit of innovation of VNU through many effective and meaningful policies and pilot programs in the past term; especially appreciated the vision, courage and determination of the entire Party Committee in transforming and successfully building the VNU urban area in Hoa Lac.
In the coming term, the country and the capital Hanoi will enter a new development phase, the "Era of national development" with very high requirements for the quality of human resources, science and technology development, and digital transformation. Tuesday,Focus on comprehensive digital transformation, especially in university governance and training management. VNU must be a pioneer and model of autonomy, innovation, and digital transformation in higher education in our country, affirming its role as a locomotive for innovation, effectively implementing key tasks in Resolution No. 57-NQ/TW, and developing VNU into a leading center of science, technology, and innovation in the region.
Wednesday,Promote scientific research and innovation; prioritize research in basic science, interdisciplinary science, and cutting-edge science and technology. Enhance the transfer of research results into production and business practices, serving the socio-economic development of the capital and the country; develop a startup ecosystem within universities, closely connect with businesses and localities, especially Hanoi, contributing to the formation of a new growth pole in the West of the capital.
Thursday,Focus on building a team of scientists and lecturers with strong political qualities, deep professional qualifications, and the capacity to participate in regional and international scientific and educational activities. This is a key factor to realize the mission of building VNU into a leading research university in the region.
In the process of deploying and implementing Directive No. 45 of the Politburo (13th tenure), Plan No. 329 of the Hanoi Party Committee on organizing party congresses at all levels, the Party Executive Committee of VNU always received the attention and profound direction of the Standing Committee, Office, Inspection Commission and Party Committees of the Hanoi Party Committee, as well as the special attention of a large number of cadres and party members participating in contributing to the drafting of documents of the Congress.
With a spirit of democracy and high responsibility, at the Congress, delegates presented their opinions to contribute to the documents of the Congresses at all levels: Comrade Le Thanh Son - President of the University of Natural Sciences presented a speech on the topic: "Developing basic science and training talents in the context of university autonomy"; Comrade Le Ngoc Thanh, President of the University of Medicine and Pharmacy presented a speech on the content: "Affirming the position of VNU in the field of health sciences: breakthrough achievements and strategic orientations"; Comrade Chu Duc Trinh, President of the University of Technology presented a speech on the content: "University autonomy and digital university governance in the era of national development"; Comrade Nguyen Truc Le, Party Secretary, Chairman of the Council of the University of Economics presented a speech on the content: "Promoting the policy advisory role of VNU for the socio-economic development of the country and localities"; Comrade Hoang Anh Tuan, Rector of the University of Social Sciences and Humanities, presented a speech on the topic: "From humanistic thinking to digital citizenship: a strategic direction for higher education in the context of digital transformation"; Comrade Nguyen Dinh Duc, former Chairman of the Council of the University of Technology, presented a speech on "Experience in building a strong research group at VNU"; Comrade Nghiem Xuan Huy, Director of the Institute of Digital Training and Testing, presented a speech on the topic: "Digital transformation in training at VNU".   The Congress elected the Executive Committee of the Party Committee of VNU, term VII, 2025-2030, consisting of 24 comrades with sufficient moral qualities, courage and capacity to shoulder the responsibility of leading the cause of building and developing VNU in the next 5 years. Comrade Le Quan was re-elected as Secretary of the Party Committee of VNU, term 2025-2030.
The Congress elected a Delegation representing the entire Party members to attend the 18th Congress of the Hanoi City Party Committee, consisting of 05 official delegates and 01 alternate delegate. The Congress also voted with 100% of delegates in favor of passing important targets and the Congress Resolution.
On behalf of the new Executive Committee, Secretary of the Party Committee of VNU Le Quan affirmed that the 7th Congress of VNU was a great success. The success of the Congress will create momentum in the entire Party Committee, helping cadres, party members and students of VNU to be confident, creative and steady on the new path of development. After the Congress, grassroots party organizations must proactively plan to put the Resolution of the Congress into practice through specific action programs. The Congress called on all cadres, party members, students of VNU to unite, join forces and strive to successfully implement the Resolution of the 7th Congress of Delegates, bringing VNU to a new height, contributing to the development of the capital and the country. During the 2020-2025 term, the work of building, consolidating and improving the quality of grassroots party organizations and party members has been focused on, the results of assessment and classification have become more and more substantial, with the average annual rate of party cells "Completing tasks well" reaching over 97%; party members "Completing tasks well" or higher reaching 98%/year. As of June 2025, the entire VNU Party Committee had 1,156 admitted party members, of which 674 were students and 20 were pupils, more than double the target of the 6th Congress.
In the context of implementing Resolution No. 18-NQ/TW of the Central Committee, VNU has reorganized in the direction of streamlining, efficiency, effectiveness, and efficiency, reducing from 36 to 25 focal points, achieving high consensus and maintaining solidarity within the entire Party. At the same time, promoting the autonomous mechanism and restructuring the apparatus in the direction of streamlining associated with upgrading and developing a number of units according to the roadmap to perfect the multi-sectoral and multi-disciplinary structure, in which special attention is paid to developing innovation capacity.
The system of sharing, integration and data warehouse is standardized and synchronized throughout VNU, complying with the Digital University Architecture. By the end of 2024, 95% of learning materials will be digitized; 100% of staff and student data will be digitized; 20% of subjects in each program will apply online teaching, completing the target of the 6th Congress.
The current scale of university training at VNU is more than 60,000 students, exceeding the target by 26.5%. Training programs are flexibly adjusted to meet the requirements of providing high-quality human resources for socio-economic development. In particular, the structure of industries and fields is adjusted towards increasing the number of engineering and technology, health sciences and digital creative arts (reaching 30% of the total training scale). The 2024-2025 school year will reach 40%, from 2026, aiming for 65%.
The number of scientific staff continues to increase, out of a total of 5,291 staff, there are 2,878 scientific staff; the proportion of lecturers with doctoral degrees reaches 67.3%; the proportion of lecturers with the title of professor or associate professor reaches 21%. During the 2020-2025 term, the total number of scientific articles published in the ISI/SCOPUS system is 9,751, 2.7 times more than the previous term, the rate of scientific publications in groups Q1 and Q2 reaches 64%, exceeding the target of the 6th Congress by 14%; the number of applications for utility solutions and patents accepted as valid is estimated at 357 records.
VNU's science, technology and innovation network has been restructured with 15 research programs; 08 priority technology fields (Semiconductor Chip Technology, Artificial Intelligence and Digital Technology, Bio-Medical Technology and Agriculture, Environment, Robotics and Automation, Energy and Advanced Materials, Quantum Technology); 46 strong research groups; the laboratory system has been invested and modernized, including 09 key laboratories and 01 national key laboratory. The High-Tech and Innovation Park is associated with the development of applied research and transfer units (reorganizing member research institutes, implementing the establishment of the Institute of Semiconductors and Advanced Materials, the Institute for Research on the Application of Artificial Intelligence in Sustainable Development, the Institute of Quantum Technology, VNU Investment and Development Joint Stock Company, the Science and Technology Business Incubator, science and technology development funds, etc.).
VNU continues to affirm and promote its role and academic prestige in carrying out national tasks: Participating in summarizing practices, researching theories, especially resolutions of the Central Committee and the Politburo with many research works providing scientific bases and arguments for policy advice to the Party and State; deeply participating in consulting, criticizing, and giving comments on the National Master Plan, the Capital and localities for the period 2021-2030, with a vision to 2050. Strengthening applied research, with high academic prestige and strong science and technology potential, VNU continues to be assigned to preside over the implementation of many major national scientific tasks with dozens of science and technology products put into application and implementation in practice.
The advantages of the organizational model and the role of Vietnam's leading university have allowed VNU to cooperate with major universities around the world. Along with maintaining hundreds of traditional international partners, in recent times, VNU has expanded cooperation with prestigious universities around the world such as: Tsinghua University, Peking University, Seoul National University, National University of Singapore, Nanyang Technological University, University of Tokyo, Paris-Saclay University, RMIT University, University College Dublin, and many leading universities in Russia, France, Korea... Through international cooperation, VNU has pioneered in promoting international student and lecturer exchange activities. VNU has always been the destination of world-famous universities, educational and scientific organizations, scholars, politicians and social activists.
VNU's university rankings are constantly improving. According to the QS rankings, VNU is currently ranked 761-770 among the world's best universities, continuously increasing by more than 100 places per year in the past 3 years. In the Times Higher Education Impact Rankings, which takes into account the 17 sustainable development goals of the United Nations, VNU is ranked 70th in the world in terms of Quality Education. In the QS World University Rankings on Sustainable Development 2025, VNU is ranked 325th in the world, 51st in Asia and number 1 in Vietnam. Many important indicators, majors/fields are in the top 500 universities in the world.
Most recently, the Government issued Decree No. 201/2025/ND-CP dated July 11, 2025, stipulating the functions, tasks and powers of national universities (VNUs), replacing Decree No. 186/2013/ND-CP dated November 17, 2013 of the Government. This is a historic turning point, affirming that VNUs are not only the core of Vietnam's higher education system but also creating a new mechanism to fully promote the potential to carry out new missions of the rising era. With the attention of the Party and State leaders and the support and creation of ministries and branches, along with the strong internal strength of the team of lecturers, scientists and students, VNU is on a journey of breakthrough development to become a symbol of innovation, making practical contributions to the sustainable development of the country.
