Attending the conference were Comrade Dinh Van Huong (Standing Committee Member of the Party Committee, Head of the Propaganda Department of the Party Committee of VNU Hanoi), Comrade Nguyen Van Kim (Secretary of the Party Committee, Vice Rector of the University), Comrade Pham Quang Minh (Deputy Secretary of the Party Committee, Rector of the University), along with other members of the Party Committee, the Board of Directors, members of the Party Committee's departments, branch committees, and heads of affiliated units of the University.

Opening the conference, Comrade Nguyen Van Kim (Secretary of the School's Party Committee) reviewed the outstanding achievements that the School's Party Committee had accomplished during the first half of its term, based on a comparison with the specific targets approved in the Resolution of the 27th School Party Congress.
Immediately after the conclusion of the 27th Party Congress (April 9-10, 2015), the Standing Committee of the University Party Committee promptly developed the Party Committee's action program and concretized key tasks by issuing several important resolutions and programs such as: ResolutionOrientation and solutions for building a research university.(April 2016); Action program to implement the Resolution of the Fourth Plenum of the 12th Central Committee (May 2017) and its conclusions:Enhancing the leadership capacity of Party branches.(October 2015)Personnel management in the context of building a research university.(October 2016)Promoting scientific research products at the University of Social Sciences and Humanities in the context of building a research university.(November 2016)Promoting regional and international integration in education and training in the context of globalization.(September 2017);Some solutions to promote training activities towards university autonomy by 2020.(November 2017). The intelligence and determination of the School's Party Committee are clearly demonstrated through the above action programs, and have brought about positive and concrete results in all aspects of the School's activities.

Regarding personnel organization, the University has established and reorganized units such as the Faculty of Anthropology, the Journal of Social Sciences and Humanities, the Center for Marine and Island Studies, the Department of Religious Studies under the University, the Department of Public Policy under the Faculty of Management Sciences, and the Center for Applied Research and Development of Social Work under the Faculty of Sociology. The University has also merged and strengthened the functions and responsibilities of the Training Department and the Cooperation and Development Department; restructured the Board of Directors, and appointed leaders to several units… Important targets in personnel organization, such as the percentage of lecturers with doctoral degrees and lecturers holding the titles of Professor and Associate Professor, have almost been met.
Training efforts have been significant, with comprehensive curriculum coverage across almost all undergraduate and postgraduate programs; a more substantive approach to assessment; and the promotion of practical learning and the initiative and creativity of students and faculty. Regarding quality accreditation, the university has implemented AUN assessments for five programs, along with peer assessments for several other programs.

Regarding curriculum development and training management, the university has strived to improve and develop several new training programs, socialize some programs in an applied direction, and expand the scope of high-quality and socially-oriented training programs. In recent times, the Training Department and the Cooperation and Development Department have collaborated to develop many effective practical programs both domestically and internationally for students.
The admissions process has undergone many innovations and consistently meets targets. The indicators assessing job opportunities for students of the University of Social Sciences and Humanities are quite positive.
Regarding scientific research, the University's Party Committee has emphasized the principle that building a research university requires improving the quality and content of scientific research. The University demonstrates a proactive and dynamic spirit in closely following major research programs of the Party and State to develop research topics and projects with the participation of many research groups and leading experts. University staff are the main force participating in the national-level national history project. The target for developing state-funded research projects has been met even before the deadline. In scientific research activities, the University also proactively and actively cooperates with ministries, departments, and localities, especially maintaining close and good relationships with many provinces and cities: the Central Highlands, Quang Ninh, Hai Phong, Nghe An, Quang Nam…
The university has signed 56 new international cooperation agreements, promoted the establishment of two Vietnamese research centers abroad, and developed long-term cooperation procedures with many international foundations.

In addition to the noteworthy achievements, Comrade Nguyen Van Kim also frankly addressed the remaining issues in various areas of activity: the number of students graduating on time has not met the target, there are not many English-taught programs, there are not truly effective solutions for recruiting students in difficult-to-recruit majors, more effort is needed to deepen credit-based training, long-term research programs have not been established, there are not many international publications in ISI and Scopus-indexed journals, the effectiveness of research projects towards commercialization has not been fully utilized, there are difficulties in connecting basic and applied research in some units, and the effectiveness of international cooperation programs has not met expectations...
Regarding solutions for future tasks, Party Committee Secretary Nguyen Van Kim emphasized: The University's Party Committee needs to prepare itself to develop new documents related to the university autonomy mechanism, outlining a new future development for the University of Social Sciences and Humanities. As the Party Committee of a large university, the University's Party Committee needs to promote exemplary, proactive, and creative spirit in implementing Party and State documents and policies, and further enhance Party responsibility and discipline.
Comrade Nguyen Van Kim also affirmed that the position and brand of a university depend on the role and status of its team of skilled experts, those capable of international integration, international teaching, and ready to undertake major research projects and tasks in the future. Therefore, the development of the staff is an extremely important aspect and needs special attention from the University's Party Committee.

Vice Rector Hoang Anh Tuan assessed the achievements in the school's training activities over the past period.
Next, the Conference heard Comrade Hoang Anh Tuan (Vice Rector of the University) present a preliminary report on training work in implementing the Resolution of the University's Party Committee. His speech clearly stated that this is a difficult time for university education as universities are facing many pressures regarding university autonomy, improving training quality to meet new requirements, and deeper integration with the international community.
In light of the new requirements in the doctoral training regulations of the Ministry of Education and Training and the Vietnam National University, Hanoi, the University's Party Committee and its branches need to unify methods to maintain the number of postgraduate students and the quality of postgraduate training, and further enhance the role of the Faculty and departments in this activity. Regarding undergraduate admissions, although the admissions process still meets the set standards, more decisive solutions are needed to attract students, especially in some difficult-to-recruit fields.
Finally, Vice Rector Hoang Anh Tuan stated that the short-term training activities of the University need to have their important role re-evaluated, standardized, and streamlined. Training programs need to be more flexible and better aligned with the market, based on proactive cooperation with organizations and agencies that have needs.

Comrade Vu Van Quan, on behalf of the Party Committee's chuyên môn (specialized) committee, delivered a speech detailing the orientations and solutions for building a research university at the University of Social Sciences and Humanities.
Comrade Vu Van Quan, on behalf of the Party Committee's Professional Board, presented opinions on the orientation and solutions for building a research university. The opinions clearly stated that basic research is a strength and tradition of the university that needs to be further developed, but alongside it, applied research should be promoted. Basic research must thoroughly address limitations and meet the development requirements of society as well as the overall development of higher education and social sciences and humanities.
Several limitations have been identified, including: limited participation of postgraduate students and doctoral candidates in research projects; research programs and projects not being truly linked to training programs; research not being closely linked to applications, particularly failing to clearly identify the practical needs of national development; limited and uneven internationalization across research fields; the lack of large-scale, specialized research programs with significant social investment; the slow pace of formation and operation of strong research groups; and research internationalization not meeting the demands of the new situation...
The speech also proposed three key tasks to overcome existing limitations and accelerate the construction and development of a research university at the University of Social Sciences and Humanities in the coming period. Firstly, there is a need for a radical change in the perception of units regarding the need for comprehensive and fundamental innovation in thinking and orientation of scientific research activities, and a change in the perception of applied research in the field of social sciences and humanities. Secondly, it is necessary to develop a number of specific research products and specialized research areas in basic scientific research that directly serve the needs of sustainable national development; to identify directions for applied research, multidisciplinary and interdisciplinary research, and integrated technology products with unique humanistic values, and to seek markets and partners for these products. Thirdly, it is necessary to further promote the training of scientific staff towards enhancing research capacity, promoting the formation of strong research groups, diversifying resources and collaborative relationships in research.

Comrade Pham Quang Minh delivered a speech at the Conference.
Commenting on the activities of the University's Party Committee, Comrade Pham Quang Minh (Deputy Secretary of the Party Committee, Rector of the University) emphasized the importance of: how to utilize all resources within the university; and how to connect and cooperate closely among the entire staff, faculty, and scientists to work together towards achieving common development goals. Regarding the Party's leadership, two issues need to be correctly and comprehensively addressed: firstly, developing an advanced research-oriented university, and secondly, prioritizing a spirit of service. Only by fostering pride and the creative, proactive spirit of students and faculty at a leading university can the University's Party Committee unleash its inherent strength and potential. The Party must comprehensively lead all activities, but it also requires the sharing, understanding, and joint efforts of all members of the University.

With its potential, strengths, and position, the University's Party Committee plays a core role within the Party Committee of Vietnam National University, Hanoi.
Comrade Dinh Van Huong also shared information reflecting new developments in the activities of Vietnam National University, Hanoi (VNU) in the coming time, such as: promulgating new regulations on doctoral training, draft amendments and supplements to the Law on Education and the Law on Higher Education, the Hoa Lac construction project which the Prime Minister recently decided to transfer the role of investor to VNU, the construction of a specialized secondary school within VNU, and promoting university autonomy... These new points will bring new opportunities for VNU and the University of Social Sciences and Humanities, therefore the Party Committee of the University needs to thoroughly understand and strive harder in action to make greater contributions to VNU and society in the coming period.
