Opening the Conference, comrade Nguyen Van Kim (Secretary of the School Party Committee) reviewed the outstanding results that the School Party Committee has achieved in the past half term based on comparison with the specific targets approved in the Resolution of the 27th School Party Congress.
As soon as the 27th Party Congress ended (April 9-10, 2015), the Party Committee of the School urgently built the Party Committee's action program and concretized the key tasks by issuing a number of important resolutions and programs such as: ResolutionOrientation and solutions for building research universities(April 2016); Action program to implement the Resolution of the 4th Conference of the 12th Central Committee (May 2017) and conclusions:Improve leadership capacity of party cells(October 2015),Personnel organization work in the orientation of building a research university(October 2016),Promoting scientific research products at the University of Social Sciences and Humanities in the context of building a research university(November 2016),Promoting regional and international integration in education and training in the context of globalization(September 2017);Some solutions to promote training activities towards university autonomy by 2020(November 2017). The intelligence and determination of the School's Party Committee are clearly demonstrated through the above action programs, at the same time bringing positive and specific results in all aspects of the School's activities.
Regarding the work of organizing staff, the School has established and organized new units such as the Faculty of Anthropology, Journal of Social Sciences and Humanities, Center for Sea and Islands, Department of Religious Studies under the School, Department of Public Policy under the Faculty of Management Sciences, Center for Applied Research and Development of Social Work under the Faculty of Sociology. The School also merged and strengthened the functions and tasks of the Training Department, the Development Cooperation Department; completed the Board of Directors, appointed leaders of some units... Important indicators of the work of organizing staff such as the rate of lecturers with doctoral degrees and lecturers with the title of Professor and Associate Professor have almost been completed according to the targets.
Training has made great efforts to "cover" the curriculum and lectures in almost all undergraduate and postgraduate training programs; put the assessment and evaluation into practice; promote the spirit of "real learning" and the initiative and creativity of students and lecturers. Regarding quality assessment, the University has implemented AUN assessment for 05 programs and peer assessment of a number of other training programs.
Regarding the development of training programs and training management organization, the School has tried to complete and build new training programs, socialize some training programs in the direction of application, expand the amplitude of high-quality training programs and follow the direction of socialization. In the past time, the Training Department and the Development Cooperation Department have coordinated to build many effective practical programs at home and abroad for students.
Admissions work has many innovations and always meets the targets. The indicators evaluating job opportunities for students of the University of Social Sciences and Humanities are quite positive.
Regarding scientific research, the Party Committee of the University thoroughly grasps the spirit: to build a research university, it is necessary to improve the quality and quantity of scientific research. The University demonstrates a proactive and dynamic spirit in closely following the major research programs of the Party and the State to develop topics and projects with the participation of many research groups and leading experts. The University's staff are the main force participating in the National History series of national stature. The target of developing State topics has been completed even though the deadline has not expired. In scientific research activities, the University is also proactive and actively cooperates with ministries, departments, branches and localities, especially having close and good relations with many provinces and cities: Tay Nguyen, Quang Ninh, Hai Phong, Nghe An, Quang Nam...
The school signed 56 new international cooperation documents, promoted the construction of two Vietnamese research centers abroad, and built a long-term cooperation process with many international funds.
In addition to the above remarkable achievements, comrade Nguyen Van Kim also frankly mentioned the remaining problems in the fields of activities: students graduating on time have not met the target, there are not many English-taught programs, there are not really effective solutions to enroll students in difficult-to-recruit majors, more efforts are needed to deepen credit training, long-term research programs have not been built, there are not many international publications in journals with ISI and Scopus indexes, research projects have not been effectively promoted towards commercialization, difficulties in connecting basic research and applied research in some units, the effectiveness of international cooperation programs has not been as expected...
Regarding solutions for the tasks in the coming time, Party Secretary Nguyen Van Kim emphasized: The Party Committee of the University needs to prepare the mindset to build new documents related to the university autonomy mechanism, in which a new development future for the University of Social Sciences and Humanities is outlined. As the Party Committee of a large university, the Party Committee of the University needs to promote the spirit of exemplary, proactive, and creative implementation of documents and policies of the Party and State, further enhancing the sense of responsibility and Party discipline.
Comrade Nguyen Van Kim also affirmed: the position and brand of a university depends on the role and status of a team of good experts, those who are capable of international integration, international teaching, and are ready to undertake major tasks and research topics in the future. Therefore, the work of developing staff is an extremely important step and needs to be given special attention by the Party Committee of the University.

Next, the Conference listened to Comrade Hoang Anh Tuan (Vice Principal of the School) present a report summarizing the training work in implementing the Resolution of the School Party Committee. The speech clearly stated: this is a difficult time in university training when universities are under a lot of pressure on university autonomy, improving training quality to meet new requirements and integrating more deeply with the international community.
Faced with the new requirements in the doctoral training regulations of the Ministry of Education and Training and of VNU, the Party Committee of the University and its branches need to unify methods to continue to maintain the number of students and the quality of postgraduate training, further promoting the role of the Faculty and Department in this activity. Regarding university admissions, although the admissions work still meets the set standards, there needs to be more drastic solutions to attract students, especially in some difficult-to-recruit majors.
Finally, Vice Principal Hoang Anh Tuan said: the short-term training activities of the School need to be re-evaluated for their important role, to be standardized and unified. Training programs need to be more flexible and approach the market better on the basis of proactive cooperation with organizations in need.
Comrade Vu Van Quan, on behalf of the Party Committee's Professional Board, made a speech to concretize the orientations and solutions for building a research university at the University of Social Sciences and Humanities.
Comrade Vu Van Quan, on behalf of the Professional Board of the Party Committee of the School, presented opinions on the orientation and solutions for building a research university of the School. The opinion clearly stated: basic research (NCCB) is the strength and tradition of the School that needs to continue to be promoted, but at the same time, it is necessary to promote applied research (NCUD). NCCB must thoroughly resolve limitations, meet the development requirements of society as well as the general development of higher education and social sciences and humanities.
Some limitations are identified such as: the participation of graduate students and doctoral students in basic research is still limited; basic research programs and projects are not really linked to training programs; research is not linked to application, especially the practical needs for national development have not been clearly identified; the ability to internationalize is still limited and uneven among research fields; large, specific research programs with social investment have not been formed; the speed of formation and operation of strong research groups is still limited; internationalization in research has not met the requirements of the new situation...
The speech also proposed three key tasks to overcome existing limitations and accelerate the pace of building and developing a research university at the University of Social Sciences and Humanities in the coming time. One is to radically change the awareness of units about the need for comprehensive and fundamental innovation in thinking and orientation of scientific research activities, changing the perception of research and development in the field of Social Sciences and Humanities. Two is to form a number of specific research products, specific research fields in basic scientific research that directly serve the needs of sustainable development of the country; determine the direction of applied research, multidisciplinary and interdisciplinary research directions, technology-integrated products with specific humanistic values and seek markets and partners for these products. Three is to further promote the training of scientific staff in the direction of improving research capacity, promoting the formation of strong research groups, diversifying resources and cooperative relationships in research.

Giving comments on the activities of the School Party Committee, Comrade Pham Quang Minh (Deputy Secretary of the Party Committee, Principal of the School) emphasized the importance of: how to promote all resources in the school; connect and cooperate closely among the staff, teachers and scientists of the whole school to unite and join hands to realize common development goals. Regarding the leadership of the Party, there are two issues that need to be determined in the right direction and comprehensively: one is to develop the orientation of an advanced research university and the other is to take the spirit of service as the main one. Only by arousing the pride and creative spirit, proactiveness of students and lecturers of a leading university can the School Party Committee promote its inherent strength and potential. The Party must comprehensively lead all activities but needs the sharing, understanding and joint efforts of members of the School.
