Prior to the conference, five intensive training courses aimed at capacity building took place on November 28th at the University of Social Sciences and Humanities, covering topics currently being discussed in the scientific community and society: Treatment for victims of school bullying; Application of the Common Declaration for the Development of Ethical Principles; Development of the capacity and influence of the Psychological Association in promoting psychological science; and Methods for publishing papers.

Professor Pham Quang Minh (Rector of the University of Social Sciences and Humanities) delivered a welcoming speech to the international scientists: After 30 years of reform, Vietnam, having emerged from war, has developed into a middle-income country and achieved great success in economic development. However, many social problems remain. Without addressing these human issues, other values become meaningless. Since 1995, as a member of the Association of Southeast Asian Nations, Vietnam has committed and strived to build the ASEAN community, a community for the people, and to work towards a “caring society.” I hope and believe that cooperation between the Vietnamese psychology community and the region and the world will be strengthened and enhanced to build a more stable and prosperous world.

Professor Janel Gauthier (President of the International Association of Applied Psychology) stated at the conference: "When we discussed the next location for the regional psychology conference, we chose Southeast Asia, and ultimately Vietnam. This decision was unanimously agreed upon by all members of the Association's executive board. Over the past few months, we have seen the hard work and dedication of the participating organizations in preparing for the conference. The figures presented by Professor Pham Quang Minh speak for themselves. Not only is the number of participating scientists impressive, but so is the number of countries represented (35 countries). I have never seen a conference with the goal of capacity building that has so many delegates from so many countries. I highly appreciate the efforts of the Organizing Committee under the leadership of Professor Pham Quang Minh. I remember when we first met in February earlier this year, we hoped to make this dream a reality." I have witnessed collaboration and mutual trust between the International Association for Applied Psychology and its Vietnamese colleagues.

Vice Rector of Vietnam National University, Hanoi, Nguyen Hong Son, delivered a welcoming speech at the conference.

Professor Pham Tat Dong - former Deputy Director of the Vietnam Institute of Educational Sciences, former Deputy Head of the Central Committee for Science and Education, and Vice President and General Secretary of the Central Committee of the Vietnam Association for the Promotion of Learning.

The objective of the Conference, as stated by the International Association of Applied Psychology (IAAP) on behalf of the co-organizing units, is to strengthen the connection between research, training, and professional practice in psychology in Southeast Asia in particular, in Asia in general, and in many other regions of the world. This is an opportunity for Southeast Asian and international psychologists to exchange academic knowledge, share experiences, and contribute to the development of psychology in the region and internationally, in accordance with the culture, economy, society, and history of each nation, aiming to make people happier and society more sustainable.

The workshop also helped to enhance the role and increase the contribution of Psychology in social life; improve the capacity of Vietnamese psychologists in particular, and Southeast Asian psychologists in general, through training courses on modern psychological research/practice techniques, methods, and theories, relevant to practical requirements.
