In the context of the increasingly strong regional and global trends, the development of each nation cannot rely solely on natural resources and geographical location, but must also stem from sound policies and strategic development orientations. The development of each country also depends on the vision, mindset, and management capabilities of its leaders and administrators, its high-quality human resources, skilled experts, and the level of its science and technology, etc.
Throughout human history, management practices have emerged early on. Along with the development of social organizations and the state, the need for organization and management has become an essential issue. Over time, management has become the subject of study for many scientific disciplines, most notably and directly in the fields of...Management science, Policy science.
Management and policy have a close, organic relationship. Policy can be considered a tool for implementing management activities, or in other words, policy is an effective means of management. On the other hand, managers achieve their goals through policies and by planning and enacting policies to achieve their stated objectives.

Nowadays, with science becoming an institution and a social norm, all decisions, especially policy decisions, must be based on objective and accurate scientific arguments. The requirement is that policy planning and implementation must be linked to reality, while simultaneously building trust, providing direction, breaking down barriers, and creating strong momentum for development.
Over the years, scientists, managers, and those involved in policy planning, implementation, analysis, and evaluation have conducted numerous studies in the field of policy and management. However, the establishment of a scientific journal to publish new research findings and serve as a scientific forum for sharing knowledge and experience among managers and researchers in the field of policy and management is a long-awaited aspiration of many professionals.
In response to that request, on November 12, 2014, the Director of Vietnam National University, Hanoi signed Decision No. 4235/QD-VNU on the establishment of the Journal.Policy and Management ResearchAffiliated with the Vietnam National University, Hanoi Journal of Science. On December 3, 2014, the Rector of the University of Social Sciences and Humanities issued Official Letter No. 2845/QD-XHNV-TC to the Institute of Policy and Management to organize and implement the activities of the Special Issue.Research on Policy and Management.Thus far, this journal is the first quarterly publication specializing in policy and management research in Vietnam, and the second multi-part scientific publication of the University.
Specialized journalPolicy and Management ResearchThis journal serves as the official publication of Hanoi National University, the Institute of Policy and Management under the University of Social Sciences and Humanities, and the general professional and research community. The journal will be a forum for domestic and international scientists, leaders, and managers to publish the latest research achievements; to exchange views, information, and scientific issues that have arisen and are currently arising in the field of organization and management. At the same time, the journal's scientific activities aim to link training with research, contributing to the training of high-quality human resources; transferring knowledge and technology; closely combining basic, academic research with applied research; and developing policies while practically serving society, the cause of industrialization, modernization, and international integration of our country.
