Launching the book "Science and Technology Enterprises: From Theory to Practice"

Since the mid-20th century, humanity has witnessed enormous and extremely profound changes in all areas of social life. These enormous changes have completely changed the landscape of political, economic and social life on a global scale. In fact, human society has witnessed an extremely great turning point to move into a qualitatively new era, which is the era of knowledge, the driving force of which is the new scientific and technological revolution. Unlike previous revolutions, in this new scientific and technological revolution, the strengths of traditional production factors such as natural resources and cheap labor are no longer decisive. In the process of social development, industries with high knowledge content and extremely great competitiveness have moved gray matter, intelligence and scientific and technological potential to the forefront.

The Vietnamese government has issued a series of new policies and mechanisms, creating conditions for science and technology to innovate strongly and effectively for national economic development. The Prime Minister has issued a synchronous strategy, planning, plans, and national science and technology development programs until 2020, linking the goals of science and technology development with the socio-economic development goals of sectors, fields, localities, and the whole economy. The innovative mechanism for managing the organization and operation of science and technology has initially unleashed the creativity of the community of researchers and science and technology enterprises, hoping to create many outstanding research results, promote the application of science and technology results in sectors and fields serving socio-economic development, ensuring national defense, security, and improving the quality of people's lives.

Despite many difficulties, in 2014 Vietnam ranked 132/143 in the world in terms of economic potential GDP per capita, but Vietnam was ranked 71/143 countries by the World Intellectual Property Organization WIPO in terms of innovation level, and ranked 5/35 countries with low average income. Science and technology potential has developed rapidly. In recent years, public science and technology organizations have been transferred to an autonomous and self-responsible mechanism. Financial resources for science and technology are regulated by the Law on Science and Technology 2014 at 2% of total state budget expenditure, and total investment of the whole society for science and technology in 2014 reached about 1.3% of GDP, more than 20 provinces, cities and hundreds of large enterprises have established science and technology development funds, especially some enterprises spend up to 20% of after-tax profits on science and technology activities. The system of high-tech zones has also been invested in and developed, with 3 national high-tech zones, 8 concentrated software parks, and 12 high-tech agricultural zones in localities.

In recent years, the market for technology and science and technology services has begun to take shape, promising great potential. Intellectual property rights, technology trading and trading rights are protected by the State. Every year, over 100 Vietnamese inventions are established, tens of thousands of Vietnamese trademarks are protected. Consulting, appraisal, and valuation services for intellectual property and product quality management have been enhanced. Techmart technology and equipment markets, demonstration activities, and technology supply and demand connections between enterprises in general and science and technology enterprises in particular have been deployed, and creative activities have received attention from the whole society.

In addition, the authors have analyzed the experiences of many countries in the world in the formation and development of science and technology enterprises. In particular, the book has objectively described the reality in Vietnam in both aspects: supporting institutions, creating conditions for the formation and development of this type of enterprise before and after the Government issued the Decree on science and technology enterprises (Decree No. 80/2007/ND-CP dated May 19, 2007), as well as a number of measures and policies proposed for the development of this specific type of enterprise in Vietnam in the coming time.

It can be said that this is the first book in Vietnam that synthesizes and analyzes quite comprehensively many different aspects, both theoretical and practical, related to science and technology enterprises. The authors have been very meticulous, referencing and updating many works and research documents, gathering a lot of practical data and systematically structuring the book chapters, going from basic theoretical content to specific practical issues and proposed feasible solutions.

The book is the result of nearly 10 years of practical implementation of policies to form science and technology enterprises in Vietnam, truly useful for policy makers, science, technology and innovation managers, researchers, technologists, inventors and entrepreneurs with a scientific spirit, bringing an innovative perspective to the important force that creates wealth for society, which is science and technology enterprises.
