“Safe and Girl Friendly Cities” is a global initiative by Plan International to address the growing risks facing adolescent girls in urban areas with the goal of building safe, friendly, and accountable cities for and by girls that take into account their diversity.

In Vietnam, Plan International Vietnam has cooperated with government agencies and domestic non-governmental organizations to implement the project in Hanoi since 2013. At the University of Social Sciences and Humanities, Plan International Vietnam and Iyourt Internet of Things LLC have launched a number of events at the school, including the contest "Producing short films on girls' safety in public places and when traveling on public transport in the city".

CONTEST RULES

I. General introduction

The contest “Produce short films about girls’ safety in public places and when traveling on public transport in the city” is jointly organized by Plan International Vietnam and IYOUR TV to create opportunities to implement creative communication ideas about girls’ safety in public places and when traveling on public transport in the city through the production of short films by groups of young people who are high school students and university students living and studying in Hanoi.

This activity is part of the project "Safe and friendly city for girls" implemented by Plan International Vietnam in Hanoi.

Plan International is an international organization working in the field of children's rights, especially girls, with the aim of eliminating poverty and promoting their comprehensive development. In Vietnam, Plan International began operating in 1993. Up to now, the organization has been supporting and improving the lives of more than 200,000 children, families and communities in 90 communes in 9 provinces and cities across the country. Close cooperation with the community, effective coordination with organizations and government agencies at all levels is the motto of Plan International Vietnam to contribute to building a brighter future for Vietnamese children.

II. Background

According to a survey conducted by Plan International Vietnam in June 2013, 31% of 1,128 girls surveyed had been sexually harassed while riding the bus, and only 13% of girls and 8% of boys said that girls always felt safe in public places. In addition, 62% of government officials, 45% of male passengers and 49% of female passengers surveyed said that sexual harassment was a risk. Meanwhile, 45% of respondents in the survey did nothing when they saw the incident in public places and 20% did not intervene when they saw a girl being harassed on the bus.

“Safe and Friendly Cities for Girls” is a global initiative by Plan International to address the growing risks facing adolescent girls in urban areas with the goal of building safe, friendly, and responsible cities for and by girls, taking into account their diversity. The program is implemented in 5 cities around the world, including (Egypt); Delhi (India); Hanoi (Vietnam); Kampala (Uganda) and Lima (Peru).

In Vietnam, Plan International Vietnam cooperates with government agencies and domestic non-governmental organizations to implement the project in Hanoi city since 2013.

III. Competition

  1. Contest theme and form of performance
  • Contest theme: Short films can beDescribes a common unsafe situation for girls when using public transport.(like bus, motorbike taxi, taxi)or use public space(such as bus shelters, school yards, libraries, parks, recreation areas, roads) andSuggest ways to prevent and handle situations appropriately and safely.Short films may also depict specific situations/actions taken by men or bystanders to protect the safety of girls on public transport or in public places.
  • Form of expression:The film is presented in the form of a situational film, with creative and youthful content and form, attracting the attention of teenagers. In addition, the competition is encouraged to include films with the participation of famous actors (or young people), who have a positive influence on teenagers, students and students - these people have a large following on social networks.

2.Purpose of the contest

  • Create a playground for groups of young people who are high school students and university students living and studying in Hanoi to demonstrate their thinking talent, present the most authentic stories about social life, and also suggest the most reasonable ways to solve problems.
  • Competition“Produce a short film about girls' safety in public places and when traveling on public transport in the city”Not only is the contest a place for young people to showcase their talent in writing scripts and producing films, but more importantly, it is an opportunity for young people to participate in creating change for a safe city for girls and safe for everyone. By participating in the contest, young people have the opportunity to speak up to promote gender equality, prevent acts of gender violence, especially against girls in public places and on public transport. Young people are the ones who express and spread the strong message "A safe city for girls, making dreams come true".

3. Contestants

  • Are individuals, groups of young people aged 18 to 25, living, studying and working in Hanoi.

4. Competition roadmap

  1. Preliminary Round – Choosing the Best Screenplay:
  • Time: From October 18, 2017 to November 24, 2017.
  • The Preliminary Round Award Ceremony and technical support for the finalists will take place on: November 30, 2017.

Location: 4th Floor, Vietcom Building, 18 Nguyen Chi Thanh, Ba Dinh, Hanoi.

  3. Step 2: Submit your script:Groups of high school and university students create and submit their media film scripts to the Girls' Safety Section created specifically on Social Media:http://www.unews.vn.

Contest scripts can be presented in the form of: (i) written scripts, (ii) rough video clips, (iii) illustrated stories. The scripts must clearly show unsafe situations for girls in public places or when using public transport in the city, suggest solutions/ways to prevent and respond to those situations; actions of men and witnesses to stop harassment and abuse of girls and convey messages about the safety of girls in public places and when using public transport in the city.

Note:Contest groups are not allowed to copy content or ideas available on social networks or from other sources.

  1. Step 3: Choose the 20 best movie scripts:The jury, which is made up of prestigious experts in the fields of Gender - Gender Equality and Media, will evaluate and select up to 20 best screenplays to participate in the Final Round.
  2. Step 4: Announcement of 20 scripts that entered the Final round:The 20 best screenplays will be announced and awarded a portion of the funding to complete the script and make it into a short film to compete in the Final Round.
  1. Final Round – Choosing the best short media film
  • Time: December 1, 2017 to February 11, 2018
  • Steps and content:

Step 1: Complete the script:Based on the selected film script, the Organizing Committee will discuss with the participating groups to further perfect the script that can be made into a short film.

Step 2: Technical support for film production:The Organizing Committee will guide the film production for the groups; at the same time, provide technical support to the groups during the film making process and product completion.

Step 3: Submit short films to the contest:Groups of authors submit their final short films to the Organizing Committee by uploading them on the website:http://www.unews.vn.

  • Film production deadline: February 11, 2018

Step 4: Choose a short film:Short films are scored and selected based on a final total score that combines the scores given by the Jury and the scores voted by the Audience.

  • A jury of experts in the fields of Gender – Gender Equality and Media will work together to select the best films to be awarded.
  • The organizers will post 20 short films on the website:http://www.unews.vn, Facebook:http://www.facebook.com/planinternationalvietnamandhttps://www.facebook.com/unews.vn, Youtube and forums, newspapers. The films will be voted by the audience through views, likes and daily awards in the corresponding categories. Contestants will start calling for votes via social networks from February 12, 2018 - February 25, 2018.

Step 5: Premiere and honor ceremony:The winning films will be shown in theaters and on mass media and social networks. The winners will be awarded certificates, souvenir trophies and cash prizes.

  1. Final Film Premiere Night – Award Ceremony: March 2, 2018
  2. Film promotion: Award-winning films will be widely published on mass media and social networks.

5. Prize structure

Total prize value up to 138 million VND.

  • Preliminary round

The 20 winning authors/author groups will receive a cash amount of VND 3,000,000 (three million VND), plus technical advice and support, and materials from the Organizing Unit to complete the script and complete their short film.

  • Final round
    • 01 First Prize: 15 million VND
    • 02 Second prizes: 10 million VND each
    • 02 Third prizes: 5 million VND each
    • 10 Consolation prizes: 3 million VND each
    • 01 Audience Choice Award: 3 million VND

  • Scoring rules:
    • The audience will score by logging in via Facebook or creating an account to access the Unews.vn Social Network page of the organizing unit to vote by liking the articles in the SAFETY FOR GIRLS section. Each like corresponds to 1 point.
    • 5 Judges will take turns scoring on a 100 point scale.
    • The total score of the works is equal to the total score of the Audience and 5 Judges.

7. Products and final product requirements

  • Products to be submitted: short film, information about team members.
  • Product requirements: MP4 file format, 2 - 3 minutes long, minimum quality 720p.
  • The film must clearly state the situation, suggest solutions, include specific actions of men and bystanders, and the film's message must promote the girl's speaking up and the intervention/protection of men and bystanders.
  • Media film, performed by students. The organizers do not accept reportage or documentary films.
  • Unlimited number of actors.
  • The work must be unpublished in any form. Contestants must prove their copyright to the work. The work must not be owned by any agency or organization other than the participating group.
  • The short film does not infringe upon the copyright, privacy or any other rights of a third party; does not contain defamatory, obscene or otherwise objectionable content.

8. Rights of individuals and groups participating in the contest

  • Received a certificate from Plan International Vietnam for participating in the Safe City project with my sister.
  • Honored in award ceremonies and competitions.
  • Provided/equipped with knowledge and information on Gender Equality, Gender-Based Violence and basic knowledge on script writing and short film production (finalists).
  • Receive cash prizes and copyright recognition when products are premiered/used within the framework of the project program.

9. Other regulations

  • The prize will be awarded at the company's office (will be announced on the official fanpage of Unews.vn and Plan International Viet Nam). When the contestant comes to receive the prize, he/she is required to bring full personal documents (ID card, passport, student card...).
  • After 10 days from the award date, if the contestant does not come to receive the prize, the Organizing Committee will handle the prize in accordance with the laws of the Department of Industry and Trade.
  • Prize winners must pay full personal income tax (10%) according to state regulations.
  • Contestants must ensure the copyright of the contest clip, which must be their own or authorized by the author/group of authors.
  • If there is a complaint or denunciation about the contest, it will be resolved according to the regulations of the Organizing Committee. If a contestant commits fraud, or if a complaint or denunciation is sent to the contest, the Organizing Committee has the right to remove that contestant's entry without notice.
  • Candidates are allowed to use their own tools, or can request the Organizing Committee to help prepare specialized tools within their capabilities.
  • Candidates selected for the Final Round who voluntarily withdraw without reason will have to compensate for damages and expenses incurred. Cases with special reasons must be notified to the Organizing Committee at least 48 hours before the competition date for consideration.
  • During the contest, contestants must comply with all rules and regulations of the contest. If a contestant violates, the Organizing Committee has the right to make the final decision. The Organizing Committee has the right to use the contestant's work for communication purposes.
  • The prize will be forfeited if the winner does not contact and complete all procedures to receive the prize within the specified time.
  • The contest organizers will have full rights to use the products of the participating films in communication and promotion of the contest.
