Instructions for summarizing the 2007-2008 school year and developing a plan for the 2008-2009 school year

On June 19, 2008, the School issued Instruction No. 791/HD-TC guiding the summary of the 2007-2008 school year and the development of a plan for the 2008-2009 school year.

Below are the instructions and accompanying appendices.

I. Summary of the 2007-2008 school year

1. Evaluate the unit's performanceBased on the 2007-2008 school year plan of the unit and the School (clearly stating what has been done and what are the limitations) on the following aspects of work:

• Political and ideological work.
• Organization and training of staff (with specific statistics on staff and civil servants who do not complete training plans, study to improve qualifications; sense of organization and discipline; role of departments/professional groups).
• Training work (including training activities of all systems, compilation of course outlines, textbooks/lectures, application of positive elements of credit-based training methods; compliance with class time, grading...).
• Scientific research and international cooperation (pay attention to the progress and quality of the topic/project).
• Financial and physical facilities (pay attention to implementing financial regulations, equipment use and maintenance).
• Other work.

2. Building directions and main tasks for the 2008-2009 school year

- Basis for construction:

• 6 programs aimed at standardizing and modernizing the school's activities
• Orientation and plan for the 2008-2009 school year in the report of the Board of Directors at the Key Staff Conference (May 2008)

- Content: Develop specific plans in each field of work, suitable to the specific situation of the unit.

- Planassign work to each officer and civil servant in the coming school year.

3. Recommendations and proposals to the school(if any).

4. Declaration of staff's personal history(sample attached)

II. Review of emulation titles and recommendations for rewards

1. Review of emulation titles2007-2008 school year, based on the Emulation and Reward Guidelines issued by the Principal on May 17, 2007.

2. Consideration of reward proposalscollectives and individuals with the following forms: Certificate of Merit from the Principal, Certificate of Merit from the Director of Hanoi National University, Certificate of Merit from the Prime Minister, Medals of all types/ranks.

3. Make a listCollectives and individuals (with attached application form for awarding commemorative medals) with sufficient years of service will be awarded the Commemorative Medal for the Development of Vietnam National University, Hanoi and the Commemorative Medal for the Education Career.

4. Units that plan to celebrate even-year anniversaries(from September 2008 - February 2009) eligible to propose awards at all levels, prepare application for awards at the end of the school year for the Emulation - Awards Council at the corresponding level to consider.

5. Implementation time

- From June 23 to July 10, 2008, units will organize year-end summaries based on individual self-assessments and summaries of departments/professional groups.

- Documents submitted to the school (through the Personnel Department) include:

• Summary report of the 2007-2008 school year and direction and tasks for the 2008-2009 school year;
• Award records and registration for emulation titles for the 2008-2009 school year (with file recorded on floppy disk);
• Self-assessment of the performance of tasks in the 2007-2008 school year and the 2008-2009 work plan of all officers and employees in the unit;
• Minutes of unit meetings, minutes of vote counting (with ballots) to review emulation titles and consider rewards;
• List of proposals for consideration of emulation titles and list of proposals for rewards (according to the form in the document guiding emulation and reward work, attached with the file recorded on a floppy disk);
• List of proposals for awarding the "For the cause of Education" Medal and the "For the cause of development of VNU" Medal (with personal and collective declarations);
• Staff CV.

- Time to submit competition and reward applications:no later than 4:30 p.m. on July 11, 2008. (The school's Emulation and Reward Council is scheduled to meet at 8:00 a.m. on Tuesday, July 15, 2008. Heads of units are requested to arrange their time to attend the meeting).

- The School's Emulation and Reward Council does not consider cases (individuals or groups) that submit late or missing documents.
