Instructions for issuing certificates to students applying for loans

On October 14, 2021, the Department of Politics and Student Affairs, VNU issued Document No. 3126/VNU-CT&CTHSSV on instructions for issuing confirmation papers to students to apply for loans during the period of social distancing measures to prevent and control the Covid-19 pandemic and online learning.

According to the document, the Ministry of Education and Training requests training institutions to sign the confirmation of credit loan confirmation according to Decision No. 157 for students studying at the school (referred to as the Confirmation) and send it to students in one of the two following methods:

1. Send the Confirmation Letter directly to the student via post to the registered address.

2. Use the school's official email address to send a photo of the original Student Confirmation Letter to the email address of the Social Policy Bank where the loan is made and the student's email address. For sending via email, to ensure accuracy and avoid forgery of the Confirmation Letter, the Social Policy Bank recommends that the school send the Confirmation Letter according to the following specific instructions:

- Where to send: Use the school's email address to send the Confirmation Letter to students.

- Letter title: Student loan confirmation letter: Student's full name, student code).

- Letter content: Clearly state the sender's full name, job title, contact phone number, and attach a PDF file or photo file of the Student Confirmation Letter (with signature and school seal).

- Recipient: Send to the email address of the Social Policy Bank where the student borrows (the email address will be provided by the Social Policy Bank to the student to send to the school); also send to the student's email. The student will be responsible for providing the school with the email of the Social Policy Bank where the student borrows and the student's email.

3. After the end of the social distancing period or the end of the online learning period due to the impact of the Covid-19 pandemic; the school is responsible for returning the original copy of the Confirmation Letter to the student to send to the Social Policy Bank where the loan is provided to complete the loan application according to regulations.
