Instructions on issuing certificates to students applying for loans.

On October 14, 2021, the Political and Student Affairs Department of Vietnam National University, Hanoi (VNU) issued document No. 3126/VNU-CT&CTHSSV providing guidance on issuing confirmation certificates to students applying for loans during the period of social distancing measures to prevent and control the Covid-19 pandemic and online learning.

According to the document, the Ministry of Education and Training requests that educational institutions sign and confirm the Credit Loan Confirmation Certificate under Decision No. 157 for students currently studying at the school (hereinafter referred to as the Confirmation Certificate) and send it to students using one of the following two methods:

1. Send the Confirmation Certificate directly to the student via postal mail to the registered address.

2. Use the school's official email address to send a scanned copy of the original Student Confirmation Certificate to the email address of the Social Policy Bank branch providing the loan and the student's email address. To ensure accuracy and prevent forgery of the Confirmation Certificate when sending it via email, the Social Policy Bank requests that the school send the Confirmation Certificate according to the following specific instructions:

- Sending location: Use the school's email address to send the Confirmation Certificate to students.

- Subject line: Student Loan Confirmation Letter (Student's full name, student ID number).

- Content of the letter: Clearly state the sender's full name, job title, contact phone number, and attach a PDF or image file of the Student Confirmation Certificate (with the school's signature and seal).

- Recipient: Send to the email address of the Social Policy Bank branch that provided the loan to the student (the email address will be provided by the Social Policy Bank to the student for forwarding to the school); also send to the student's email address. The student will be responsible for providing the school with the email address of the Social Policy Bank branch that provided the loan and their own email address.

3. After the social distancing period or the online learning period due to the Covid-19 pandemic ends, the school is responsible for returning the original confirmation letter to the student to submit to the Social Policy Bank where the loan is granted, to complete the loan application file as required.
