Guidelines for development and preferential treatment of strong research groups at VNU

On October 25, 2021, VNU issued Decision No. 3273/QD-VNU of the President of Vietnam National University, Hanoi on guidelines for the development and preferential treatment of strong research groups at VNU.
Including the following content about the preferential treatment of strong research groups:
1. Strong research group leaders at VNU level are given priority to convert working hours of science and technology activities to replace training activities.
2. Priority is given to investment in equipment and research conditions through development investment projects and research capacity enhancement projects of VNU or of the unit to implement 01 priority S&T product line.
3. Priority in using facilities and shared equipment of VNU.
4. Invested in research funds according to the method ordered and assigned by VNU.
5. Research groups are funded to organize annual activities according to Decree No. 99/2014/ND-CP dated October 25, 2014 of the Government regulating investment in developing potential and encouraging scientific and technological activities in higher education institutions.
6. Proposed for awards at the unit and VNU.
7. Priority is given to financial support to attend international conferences if the work participating in the conference is published in journals in the ISI/Scopus system or if the conference is a guest chair or a guest in the plenary session as a keynote speaker. Funding is used from sources at VNU and the unit.

Accordingly, the Organizing Departments/Boards shall perform as follows:
1. Office and functional departments.
- The Department of Science and Technology is the focal point for organizing the review and recognition of strong research groups at VNU level, and allocating budget resources from the science and technology career fund to prioritize tasks for research groups according to Clauses 2, 3, 4, 6, and 7 of Article 6.
- The Personnel Organization Department is the focal point for implementing Clause 1 of Article 6.
- The Political and Student Affairs Committee is the focal point for considering rewards according to Clause 6 of Article 6.
- The Financial Planning Department is the focal point for arranging financial resources for development investment for strong research groups at VNU through development investment projects and Education - Training career resources according to Clause 2 of Article 6.
- The Cooperation and Development Department is the focal point for organizing support for strong research groups at VNU level according to Clause 7 of Article 6.
- The Inspection and Legal Department is the focal point for organizing and implementing inspection activities, resolving complaints and denunciations related to the organization and activities of strong research groups at VNU.

2. Strong research team
- Strong research groups evaluate the group's performance according to the criteria in Article 5 and report to the unit before December 1 every year to be organized to implement incentives according to Article 6.
- After a period of 03 years from the date of recognition by VNU, the strong research group reports to the evaluation unit and proposes for VNU to continue to recognize the strong research group in the following period.
- Groups that are not recognized as strong research groups at VNU level will not be eligible for the preferential policies stated in Article 6 of this guideline.

3. Units
- Heads of units organize the use of unit resources to support research groups according to clauses 1, 3, 5, 6, 7 of Article 6.
- Before March 31 every year, the unit sends the Explanation of recognition of strong research groups to VNU (Explaination form attached) through the Science and Technology Department to organize the assessment of recognition of strong research groups at VNU level on the occasion of the anniversary of Vietnam Science and Technology Day on May 18.
- Units synthesize the performance of strong research groups and report to VNU before December 25 every year.

4. Effective date
- This instruction takes effect from the date of signing and replaces instruction No. 1409/HD-KHCN dated May 8, 2013 of the Director of VNU on building and developing key research programs and strong research groups at VNU.
- The Chief of Office of VNU, Heads of functional departments and Heads of units are responsible for organizing the implementation of this Guide. The Department of Science and Technology is the focal point for monitoring the implementation and periodically reporting to the President of VNU.
- During the implementation of this Guide, if there are any problems, the unitsRelevant units report to VNU (through the Department of Science and Technology) for research, consideration, and appropriate amendments and supplements./
