On October 25, 2021, Vietnam National University, Hanoi (VNU) issued Decision No. 3273/QD-VNU on guiding the development and preferential treatment of strong research groups at VNU.
This includes information about the preferential treatment for strong research groups as follows:
1. Leaders of strong research groups at Vietnam National University, Hanoi are given priority in converting working hours from science and technology activities to substitute for training activities.
2. Priority will be given to investing in equipment and research facilities through development investment projects and research capacity building projects of VNU or its units to implement one priority science and technology product line.
3. Priority access to shared facilities and equipment of Vietnam National University, Hanoi.
4. Research funding is provided through a commissioned and assigned research method by Vietnam National University, Hanoi.
5. Research groups are funded to organize their annual activities in accordance with Government Decree No. 99/2014/ND-CP dated October 25, 2014, which regulates investment in developing potential and encouraging scientific and technological activities in higher education institutions.
6. Recommended for commendation at the unit and VNU Hanoi.
7. Priority will be given to funding for participation in international conferences if the submitted work is published in ISI/Scopus indexed journals or if the participant is invited to chair the conference or is a keynote speaker in the plenary session. Funding will be sourced from VNU and its affiliated units.
Accordingly, the Departments/Divisions will implement the following:
1. Offices and functional departments.
- The Science and Technology Committee is the focal point for organizing the review and recognition of strong research groups at the Vietnam National University, Hanoi, and allocating budget from the science and technology budget to prioritize assigning tasks to research groups according to Clauses 2, 3, 4, 6, and 7 of Article 6.
- The Personnel and Organization Department is the focal point for implementing Clause 1 of Article 6.
- The Political and Student Affairs Committee is the focal point for considering awards as stipulated in Clause 6 of Article 6.
- The Planning and Finance Department is the focal point for allocating financial resources for investment and development in strong research groups at the VNU level through development investment projects and educational and training resources as stipulated in Clause 2 of Article 6.
- The Cooperation and Development Board is the focal point for organizing and supporting strong research groups at the VNU level, as stipulated in Clause 7 of Article 6.
- The Inspection and Legal Affairs Department is the focal point for organizing and implementing inspection activities and resolving complaints and denunciations related to the organization and operation of strong research groups at VNU.
2. Strong research team
- Strong research groups will have their performance evaluated according to the criteria in Article 5 and report to the unit before December 1st of each year to be eligible for incentives under Article 6.
- After a three-year period following recognition by VNU, the strong research group will report to the evaluation unit and propose that VNU continue to recognize the strong research group for the next period.
- Groups that are not recognized as strong research groups at the Vietnam National University, Hanoi will not be eligible for the preferential treatment outlined in Article 6 of this guideline.
3. Units
- Heads of units shall organize and utilize the unit's resources to support research groups in accordance with Clauses 1, 3, 5, 6, and 7 of Article 6.
- Before March 31st of each year, the unit submits the Explanation for Recognition of Strong Research Groups to VNU (Example Explanation attached) through the Science and Technology Committee to organize the evaluation and recognition of strong research groups at VNU level on the occasion of Vietnam Science and Technology Day, May 18th.
- Units shall compile reports on the activities of strong research groups and submit them to VNU before December 25th of each year.
4. Effective date
- This guideline takes effect from the date of signing and replaces guideline No. 1409/HD-KHCN dated May 8, 2013, of the Director of VNU Hanoi on the development of key research programs and strong research groups at VNU Hanoi.
- The Chief of the Office of VNU, the Heads of functional departments, and the Heads of units are responsible for organizing the implementation of this Guideline. The Science and Technology Department is the focal point for monitoring implementation and will periodically report to the Director of VNU.
- During the implementation of these Guidelines, if any problems arise, the units should contact the relevant departments.The relevant agency should report to the Vietnam National University, Hanoi (via the Science and Technology Committee) for research and consideration of appropriate amendments and additions.
