B. Requirements

I. For lecturer positions

Applicants must meet the eligibility requirements stipulated in Article 5 of Government Decree No. 116/2003/ND-CP dated October 10, 2003, and Circular No. 10/2004/TT-BNV dated February 19, 2004, of the Ministry of Interior.

In addition, candidates must meet the standards set forth in the Regulations issued under Decision No. 1955/QD-TCCB dated November 16, 2006, by the Director of Hanoi National University, or the standards stated in Official Letter No. 1563/TCCB dated April 28, 2008, of Hanoi National University, as well as the requirements of the University for each civil servant category they are applying for, specifically as follows:

- Must be in good health, have no speech impediments (stuttering, lisping), and no physical disabilities.

- Foreign language: Level C.

- Holds a doctoral degree in a relevant field.

- Those who do not yet have a doctoral degree must meet one of the following conditions:

Holds a master's degree (and graduated with honors from a regular university program), and is currently pursuing doctoral studies in a relevant field.
Graduated with honors from a regular university program and currently pursuing a master's degree at Hanoi National University or at one of the other key higher education institutions with a relevant major.
Applicants must possess a master's degree in a relevant field from one of the key higher education institutions outside of Hanoi National University (and have graduated with honors from a regular university program) or possess a master's degree (and have graduated with honors from a regular university program) in a relevant field and be currently pursuing doctoral studies at one of the aforementioned key higher education institutions.

- Note:

Candidates must hold a doctoral degree and be no older than 50 years of age.
Applicants must hold a master's degree and be no older than 33 years of age.
Applicants must have a bachelor's degree and be no older than 28 years of age.

- Specifically for candidates applying to the Foreign Language Department:

Must have a master's degree in a relevant field and be no older than 35 years old.
If you have a regular university degree, you need to meet the following conditions:

2	scientific research			Students who have won student research awards at the university, faculty, or higher level, or who have published (full text) articles in scientific journals, conference proceedings (with peer review) at the institutional, national, or international level, or who have a graduation thesis with a score of 9.5 or higher.	Students must have won a student research award at the university, faculty, or higher level, or have published a full article in a scientific journal or conference proceedings (with peer review) at the institutional, national, or international level, or have a graduation thesis that received a perfect score of 10.

II. For the specialist category

Applicants must meet the eligibility requirements stipulated in Article 5 of Government Decree No. 116/2003/ND-CP dated October 10, 2003, and Circular No. 10/2004/TT-BNV dated February 19, 2004, of the Ministry of Interior.

In addition, candidates must meet the following requirements:

Graduated from university with a degree in social sciences and humanities.
Foreign language: Level B.
Computer skills: Proficient in using office software and specialized software.
Candidates applying for positions in the Department of Scientific Research Management and Postgraduate Training must hold a computer engineering degree with a GPA of "good" or higher.

C. Examination Subjects

1. Common examination subjects(For both categories: lecturers and specialists)

General theoryThe written exam will last 120 minutes.
Foreign Languages: Written exam lasting 90 minutes, level C for lecturers, level B for specialists.

Candidates applying to the Foreign Language Department must take a second foreign language exam.

NoteCandidates choose one of five foreign languages (English, Russian, French, Chinese, German) or a specialized foreign language relevant to their chosen field of study. Those who have graduated from a university or postgraduate program abroad, or who have graduated from a regular foreign language university program, are exempt from the foreign language exam.

2. Specialized subject examinations

ButFor lecturer positions: Assessment of teaching ability (a score of "good" or higher is required - 70/100).

(Candidates prepare a lecture on their chosen subject area and give a trial lecture in front of the recruitment examination board.)

ButFor specialist positions: Computer-based office skills test and professional oral examination.

A resume certified by a competent authority (valid for 6 months from the date of application).
A copy of the birth certificate.
A health certificate issued by a competent health authority (valid for 6 months from the date of application).
Certificate of priority status (if applicable).
Diplomas, transcripts for the entire course of study, professional and vocational certificates, computer skills certificates, foreign language certificates (those who studied abroad need confirmation and evaluation from the Vietnamese Embassy during their time studying in that country; all diplomas and certificates must be translated into Vietnamese and notarized).
Two 4 x 6 cm photos (taken within 6 months of the application submission date).

* Candidates who have received domestic training and are applying for a lecturer position need to prepare the following additional documents:

For applicants with a bachelor's degree, please submit the following:

One transcript (prepared by the candidate) showing the average grade for all subjects in the foundational knowledge block of the major, specialization, professional field, thesis/graduation exam, and bonus points for scientific research achievements; and the overall average foreign language grade throughout the course.
Photocopies of documents proving the completion of scientific research projects.

For applicants with a master's degree, please submit the following:

One transcript (prepared by the candidate) showing the average GPA of all subjects in the foundational and specialized knowledge areas, bonus points for scientific research achievements (or scientific publications); and the overall average foreign language score for the entire course.
Photocopies of documents proving the completion of scientific research projects.
