B. Requirements

I. For lecturers

Candidates applying for recruitment must meet the conditions specified in Article 5 of Decree No. 116/2003/ND-CP dated October 10, 2003 of the Government, Circular No. 10/2004/TT-BNV dated February 19, 2004 of the Ministry of Home Affairs.

In addition, candidates must meet the standards stated in the Regulations issued under Decision No. 1955/QD-TCCB dated November 16, 2006 of the Director of Hanoi National University or the standards stated in Official Dispatch No. 1563/TCCB dated April 28, 2008 of Hanoi National University as well as the requirements of the School for each category of civil servants registered for recruitment, specifically as follows:

- Be in good health, not stutter, not lisp, not physically disabled.

- Foreign language: Level C.

- Have a doctorate in relevant field.

- Those who do not have a doctorate degree must meet one of the following conditions:

Have a master's degree (and graduated from a regular university with honors), currently studying for a doctoral degree in a relevant major.
Graduated from a regular university with honors and is studying for a master's degree at Hanoi National University or at one of the other key universities with a suitable major.
Have a master's degree in a relevant major from one of the key universities other than Vietnam National University, Hanoi (and graduated from a regular university with honors) or have a master's degree (and graduated from a regular university with honors) in a relevant major, and are currently studying for a doctorate at one of the above key universities.

- Note:

Candidates with PhD degree, age not over 50;
Candidates with master's degree, age not over 33;
Candidates with bachelor's degree, age not over 28.

- For candidates applying to the Department of Foreign Languages:

Have a master's degree in a relevant field and not over 35 years old.
If you graduate from a regular university, you must meet the following conditions:

II. For specialist positions

Candidates applying for recruitment must meet the conditions specified in Article 5 of Decree No. 116/2003/ND-CP dated October 10, 2003 of the Government, Circular No. 10/2004/TT-BNV dated February 19, 2004 of the Ministry of Home Affairs.

In addition, candidates must meet the following requirements:

University graduate in social sciences and humanities.
Foreign language: Level B.
Computer Science: Proficient in office computer programs and specialized software.
Candidates applying to the Department of Scientific Research Management and Postgraduate Training must have a bachelor's degree in information technology with a good grade or higher.

C. Exam subjects

1. General exams(for both positions: lecturer, specialist)

General theory: Written test in 120 minutes.
Foreign language: Written test within 90 minutes, level C for lecturer, level B for specialist.

Candidates applying to the Foreign Language Department must take the Second Foreign Language exam.

Note: Candidates choose 1 of 5 foreign languages (English, Russian, French, Chinese, German) or a specialized foreign language for the profession they register for the exam. Those who have graduated from university or graduate school abroad, or have graduated from a regular foreign language university are exempted from the foreign language exam.

2. Professional exams

-For lecturers:Teaching ability test (requires a score of good or above - 70/100).

(Candidates prepare lectures on the subject they are applying for and give mock lectures to the Civil Service Examination Council)

-For specialist level:Computer-based office exam and professional oral exam.

CV certified by competent authority (valid within 6 months from the date of application submission).
Copy of Birth Certificate.
Health certificate from a competent health authority (valid for 6 months from the date of application submission).
Certificate of priority (if any).
Diplomas, transcripts of the entire course, certificates of expertise, profession, information technology, foreign languages (those who study abroad must have confirmation and evaluation from the Vietnamese Embassy during their study period in that country, the issued diplomas and certificates must be translated into Vietnamese and notarized).
02 photos 4 x 6 cm (photos taken within 6 months from the date of application submission).

* Candidates trained domestically and applying for the teaching position need to prepare the following additional documents:

For applicants with a bachelor's degree, please submit:

01 transcript (prepared by the candidate) showing the average score of subjects in the basic knowledge block of the industry, major, profession, thesis/graduation exam and bonus points for scientific research achievements; average score of foreign language for the whole course.
Photocopies of scientific research papers.

For applicants with a master's degree, please submit:

01 transcript (prepared by the candidate) showing the average score of subjects in the basic and specialized knowledge block and bonus points for scientific research achievements (or scientific articles); average score of foreign language for the whole course.
Photocopies of scientific research papers.

Time to receive documents: Afternoons (13:30'-16:30') from October 29, 2008 to November 5, 2008 at the Personnel Organization Department (Room 602, 6th floor, Building E, 336 Nguyen Trai - Thanh Xuan - Hanoi).

Exam time: From November 22, 2008 to November 30, 2008.

Application fee: 130,000 VND (one hundred thirty thousand VND).
