Training in policy planning and analysis skills.

The training course took place from October 17th to 19th, 2008, organized by the University of Social Sciences and Humanities. Participants included representatives from the People's Council, People's Committee, and Fatherland Front of Hanoi City, as well as researchers in the field of policy and policy analysis from several institutes and universities in Hanoi.

The training course focused on several key topics, including: policy planning processes, techniques for policy analysis and planning, and methods for policy analysis and planning. In addition, participants heard presentations from several German, British, and Vietnamese scientists on experiences and theoretical issues in the process of policy development, analysis, and planning in Vietnam and other countries around the world.

Specifically, the main topics presented and discussed included:

  • The relationship between the National Assembly and the People's Councils;
  • The role of the People's Council in policy planning and implementation supervision;
  • Policy and the role of policy, comparing policy with strategy, and approaches to policy consideration;
  • Policy analysis: the social impact of policies and social reactions to policies, the types of social institutions involved in policies;
  • Game theory in policy planning;
  • Policy analysis: an economic approach;
  • The UK's policy-making experience.

The training course is part of a policy research project funded by the Rosa Luxemburg Foundation (Federal Republic of Germany) and implemented at the University of Social Sciences and Humanities since 2002. The project's objective is to focus on researching the economic, social, and cultural foundations of the policy-making process, and to conduct training courses to enhance the policy-making capacity of policymakers.
