Announcement regarding the nomination of candidates for the Japan JDS Human Resource Development Scholarship Program.

Eligible candidates are civil servants and employees who are lecturers, researchers, and specialists working at member and affiliated training and research units of Vietnam National University, Hanoi; have at least 12 months of full-time work experience after graduation (up to the time of application) at their current workplace and have contributed to social insurance.
Vietnam National University, Hanoi (VNU) received Announcement No. 04/TB-HTQT regarding the recruitment of doctoral students in Japan under the Vietnam-Japan Human Resource Development Scholarship Program (JDS) for the academic year 2024-2027 (hereinafter referred to as Announcement No. 04/TB-HTQT) and Announcement No. 05/TB-HTQT regarding the recruitment of master's students in Japan under the JDS Program for the academic year 2024-2026 (hereinafter referred to as Announcement No. 05/TB-HTQT) dated December 22, 2023, from the Department of International Cooperation, Ministry of Education and Training (MOET).
The JDS program is implemented within the framework of cooperation between the Vietnamese Ministry of Education and Training, the Japanese Embassy in Vietnam, and the Japan International Cooperation Agency (JICA) to select candidates for master's and doctoral programs at leading Japanese universities. Accordingly, VNU Hanoi requests its member and affiliated training and research units (hereinafter referred to as "units") to implement the following:
1. Disseminate the content of Notice No. 04/TB-HTQT and Notice No. 05/TB-HTQT to eligible candidates under the unit's management; provide guidance on submitting application documents and nominate candidates for selection if the unit so desires. The specific JDS program is as follows:
1.1. General information about the JDS Program:
a. Foreign languages ​​used in the course:English.
b. Study time:
- Master's degree program: 2 years (2024-2026)
- Doctoral training program: 3 years (2024-2027)
c. Fields of study:
The training program will equip learners with modern analytical and management skills to effectively perform state management tasks in the following areas:
- Strengthening the market economy system (Public economy, Public administration);
- Transportation/Urban Development;
- Energy;
- Developing human resources for industrial development;
- Healthcare/Social security;
- Agriculture and Rural Development;
- Environment;
- Responding to Climate Change and Environmental Disasters;
- Strengthening the legal system;
- Strengthening public administration capacity.
d. Number of recipients:
- Master's degree program: Expected to accept a maximum of 45 students;
- Doctoral training program: Expected to accept a maximum of 5 research students.
1.2. Eligibility and application requirements
a. Subject:
- Officials and employees who are lecturers, researchers, and specialists working at member and affiliated training and research units of Vietnam National University, Hanoi;
- Must have at least 12 months of full-time employment after graduation (up to the time of application) at their current workplace and have been contributing to social insurance;
- Possess good political and moral qualities; not currently under disciplinary action or under investigation by a competent authority.
b. Eligibility requirements:
- For candidates applying for the Master's degree program: Regulations are specified in Section 2 of Announcement No. 05/TB-HTQT;
- For candidates applying for the doctoral training program: Regulations are specified in Section 2 of Announcement No. 04/TB-HTQT;
- Cases not eligible for admission:
+ Having previously been sent abroad for study by a state agency but failing to complete the course or submit a graduation report as required;
+ Currently working at a domestic agency but without written approval from their direct supervisory agency to nominate them for the selection process;
+ Have been awarded a scholarship to study at university/postgraduate level abroad, and currently have obligations, responsibilities, or are subject to reimbursement of training costs.
1.3. Selection criteria
a. For candidates applying for the Master's degree program: As stipulated in Section 3 of Announcement No. 05/TB-HTQT.
b. For candidates applying for the doctoral training program: As stipulated in Section 3 of Announcement No. 04/TB-HTQT.
1.4. Application documents and procedures
a. General registration process:

b. Registration procedures vary for each program:
- Master's degree program: Application deadline is before 5:00 PM on February 20, 2024 (detailed procedure in Section 4 of Announcement No. 05/TB-HTQT);
- Doctoral training program: Application deadline is before 5:00 PM on March 11, 2024 (detailed procedure in Section 4 of Announcement No. 04/TB-HTQT).
1.5. Scholarship Program:
- Master's degree training program: As stipulated in Section 5 of Announcement No. 05/TB-HTQT.
- Doctoral training program: As stipulated in Section 5 of Announcement No. 04/TB-HTQT.
1.6. Expected enrollment schedule
- Master's degree training program: As stipulated in Section 6 of Announcement No. 05/TB-HTQT.
- Doctoral training program: As stipulated in Section 6 of Announcement No. 04/TB-HTQT.
- Units must submit applications directly according to the regulations mentioned above in Notice No. 04/TB-HTQT and Notice No. 05/TB-HTQT; and simultaneously send a report on the list of candidates participating in the selection process from their unit, using the form in the Appendix, to VNU (via the Personnel Organization Department) by official letter and electronic file to the following email address:tccb@vnu.edu.vn before February 17, 2024 for the Master's degree program.andBefore March 9, 2024, for doctoral training programs.
