Notice on nominating candidates for the Japan Human Resource Development Scholarship Program JDS

Vietnam National University, Hanoi (VNU) received Notice No. 04/TB-HTQT on enrollment for doctoral studies in Japan under the Vietnam - Japan Human Resource Development Scholarship Program (JDS) for the 2024-2027 academic year (hereinafter referred to as Notice No. 04/TB-HTQT) and Notice No. 05/TB-HTQT on enrollment for master's studies in Japan under the JDS Program for the 2024-2026 academic year (hereinafter referred to as Notice No. 05/TB-HTQT) dated December 22, 2023 from the Department of International Cooperation, Ministry of Education and Training (MOET).
The JDS program is implemented within the framework of cooperation between the Ministry of Education and Training of Vietnam, the Embassy of Japan in Vietnam and the Japan International Cooperation Agency to select candidates to participate in master's and doctoral training programs at leading universities in Japan. Accordingly, VNU requests its member and affiliated training and scientific research units (hereinafter referred to as "units") to carry out the following contents:
1. Disseminate the contents of Notice No. 04/TB-HTQT and Notice No. 05/TB-HTQT to eligible candidates under the management authority of the unit for information; provide guidance on submitting application documents and deploying candidates for recruitment if the unit has a need. The specific JDS program is as follows:
1.1. General information about the JDS Program:
a. Foreign language used in the course:English.
b. Study time:
- Master's degree training program: 02 years (2024-2026)
- Doctoral training program: 03 years (2024-2027)
c. Fields of study:
The training program will equip learners with modern analytical and management skills to be able to perform well in state management tasks in the following areas:
- Strengthening the market economic system (Public economy, Public administration);
- Transport/Urban Development;
- Energy;
- Developing human resources for industrial development;
- Health care/Social security;
- Agriculture and Rural Development;
- Environment;
- Responding to Climate Change and Environmental Disasters;
- Strengthening the legal system;
- Strengthening public administration capacity.
d. Number of receptions:
- Master's degree training program: Expected to accept a maximum of 45 students;
- Doctoral training program: Expected to accept a maximum of 05 researches 1.2. Candidates and conditions for admission
a. Subject:
- Officials and employees who are lecturers, researchers, and specialists working at member and affiliated training and research units of VNU;
- Have at least 12 months of full-time work after graduation (as of the time of application) at the current work unit and have paid social insurance;
- Have good political and moral qualities; not under disciplinary action or under disciplinary review by a competent authority.
b. Admission requirements:
- For candidates for Master's degree training program: Stipulated in Section 2 of Notice No. 05/TB-HTQT;
- For candidates for the Doctoral Training Program: Stipulated in Section 2 of Notice No. 04/TB-HTQT;
- Cases of non-admission:
+ Having been sent by a State agency to study abroad but not completing the course or not reporting graduation as prescribed;
+ Currently working at a domestic agency but does not have a document from the direct management agency agreeing to nominate for recruitment;
+ Have been granted a scholarship to study abroad at university/graduate level, currently have obligations, responsibilities or are subject to reimbursement of training costs.
1.3. Selection criteria
a. For candidates for Master's degree training program: Stipulated in Section 3 of Notice No. 05/TB-HTQT.
b. For candidates for the Doctoral Training Program: Stipulated in Section 3 of Notice No. 04/TB-HTQT.
1.4. Application documents and process
a. General registration process:

b. Registration process for each Program:
- Master's degree training program: Application deadline is before 5:00 p.m. on February 20, 2024 (detailed process in Section 4 of Notice No. 05/TB-HTQT);
- Doctoral training program: Application deadline is 5:00 p.m. on March 11, 2024 (detailed process in Section 4 of Notice No. 04/TB-HTQT).
1.5. Scholarship regime:
- Master's degree training program: Stipulated in Section 5 of Notice No. 05/TB-HTQT.
- Doctoral training program: Stipulated in Section 5 of Notice No. 04/TB-HTQT.
1.6. Expected enrollment progress
- Master's degree training program: Stipulated in Section 6 of Notice No. 05/TB-HTQT.
- Doctoral training program: Stipulated in Section 6 of Notice No. 04/TB-HTQT.
- Units directly submit applications according to the above regulations in Notice No. 04/TB-HTQT and Notice No. 05/TB-HTQT; at the same time, send a report of the list of candidates participating in the unit's admission exam according to the form in the Appendix to VNU (through the Organization and Personnel Department) by Official Dispatch and electronic file to the email address:tccb@vnu.edu.vn before February 17, 2024 for Master's degree training programsandbefore March 9, 2024 for Doctoral training programs.
