1. Purpose of awarding scholarships
- Attract, encourageStudents with academic achievements and research capabilitiesparticipate in doctoral training programs and postdoctoral internships. Vietnam National University, Hanoi (VNU); Contributing to improving the quality of training and scientific research of doctoral students and interns in doctoral training programs and postdoctoral internships, and strengthening the training of high-level scientific human resources to serve socio-economic development and international integration.
- To improve the quality and effectiveness of scientific and technological research activities at Vietnam National University, Hanoi.
2. Eligibility and conditions for applying for doctoral scholarships.
2.1. Eligible applicants
Applicants for the PhD scholarship are candidates who wish to pursue doctoral training or PhD candidates currently enrolled in a doctoral program at a training unit under VNU, who possess strong research capabilities, the potential for international publications, and a commitment to meeting the output standards as stipulated in this Regulation and the current PhD training regulations of VNU.
2.2. Registration requirements
a) Age must not exceed 40 years as of the date of the decision to recognize the doctoral candidate;
b) Applicants with a master's degree must have a minimum GPA of 2.8 or higher (on a 4-point scale) at the undergraduate and master's levels; applicants with a bachelor's degree must have a minimum GPA of 2.8 or higher (on a 4-point scale).

e) In addition to the above conditions, candidates applying for doctoral training must meet the admission requirements according to the current regulations on doctoral training; PhD candidatesThose currently enrolled in a doctoral program must have a minimum of 18 months of study and research remaining, in addition to the standard training period as stipulated, at the time of submitting their scholarship application.
3. Eligibility and conditions for applying for internship scholarships.
3.1. Eligible applicants
Applicants for the TTS scholarship can be domestic or international, from within or outside the Vietnam National University, Hanoi, possess strong research capabilities, have a suitable research proposal, and have a scientist willing to supervise or sponsor their research.
3.2.Registration requirements
a)A clean personal record, not currently serving a criminal sentence or subject to disciplinary action at the level of a warning or higher;
b) Having sufficient health to study and conduct research;
c) Age must not exceed 45 years of age as of the date of application;
d) To be recognized and awarded a doctoral degree within 5 years from the date of the degree recognition decision to the date of application;

4. Financial regime
4.1. NCS students are eligible for scholarships of up to 100 million VND per person per year (12 months).PhD candidates are considered for scholarships based on their academic and research performance during the standard training period, starting from the effective date of the initial scholarship award decision. The training institution may consider waiving tuition fees for PhD candidates.
4.2. Postdoctoral trainees are eligible for scholarships of up to 120 million VND/person/year (12 months). Scholarships are awarded to trainees during their postdoctoral internship at the training institution according to the approved plan.
4.3. Expected scholarship disbursement schedule:
a) The Scholarship Review Board of VNU Hanoi reviews and evaluates scholarship applications for doctoral and postgraduate students periodically in June and December of each year;
b) First time (50 million VND/PhD candidate, 60 million VND/intern): Based on the results of the professional evaluation of the application, research proposal, and conclusions of the specialized subcommittee;
c) Subsequent grants (50 million VND/PhD candidate, 60 million VND/intern or the remaining scholarship amount): Based on the assessment of academic results and research progress. PhD candidates and interns will not be considered for a scholarship if they do not complete their studies and research according to the approved plan. Scholarship consideration and supplementary funding (if achieved) will be reviewed in the next scholarship grant round.
4.4. For ongoing research that has not been completed and published within the standard training period of the doctoral candidate or the planned official research period of the trainee, scholarship consideration will be given for a maximum of 12 months thereafter if the research results are published.
5. Application process and procedures for scholarship awards.
5.1. Scholarship application documents
a) Application documents for the first scholarship application

- A certified copy of your university or master's degree certificate, along with your academic transcript;Certificate of recognition of diploma in the case of diplomas awarded by foreign educational institutions.
- Evidence of expertise; foreign language skills; experience, scientific research achievements and years of service;
- Research outline;
- Letters of recommendation from research sponsors and supervisors;
- Official letter of nomination from the direct management agency in accordance with current regulations on training and professional development of civil servants and public employees (if the applicant is a civil servant or public employee);
- Other relevant documents as required by the training institution.
b) Documents required for subsequent scholarship applications:
- Application for scholarship consideration during study/research period(according to the templateAppendix III);
- Report on learning and research progress and plans for the next 6 monthswith confirmation from the supervisor and research sponsor.;
- A list of published works accompanied by photocopies of the published articles;
- The evaluation report from the specialized unit confirms that the content of the articles is directly related to the research field of the doctoral candidate/intern; identifies the journal's ISI/Scopus index and its ranking.
5.2. Scholarship Awarding Process
Step 1:Applicants can apply for scholarships through the VNU Scholarship Portal at the following address:http://hocbong.vnu.edu.vn.
- Registration period:
+ First round: Starts from the first round of postgraduate application registration until 5:00 PM on May 31st each year.
+ Final application period: Starting from the second round of postgraduate application registration until 5:00 PM on November 30th of each year.
- For the final registration period of 2021, the registration period is as follows: From 8:00 AM on December 1, 2021 to 5:00 PM on January 15, 2022.
Step 2:The training unit will announce the plan and organize the evaluation and assessment of scholarship application dossiers of candidates (Section 6:The process for evaluating initial scholarship applications;Section 7:Consideration for scholarship renewal.
Step 3:The head of the training unit shall send a request letter to the Vietnam National University, Hanoi (via the Training Department) along with a list of doctoral and postgraduate students proposed for scholarship consideration and related documents before June 15th and December 15th of each year. For the final round of 2021, the training unit shall send the request letter to the Vietnam National University, Hanoi before January 20th, 2022.
Step 4:The Scholarship Review Board of Vietnam National University, Hanoi (VNU) reviews applications, assesses candidates' abilities, and decides on scholarship awards for doctoral and postgraduate students. The results are publicly announced on VNU's website and the training unit's website before June 30th and December 30th of each year. For the final round of 2021, VNU will announce the scholarship award results before January 31st, 2022.
Step 5:Vietnam National University, Hanoi (VNU) announces the decision to grant scholarships and transfer scholarship funds to doctoral candidates and trainees through the direct bank accounts of the scholarship recipients.In cases where the PhD candidate or trainee falls under the category of those ineligible for further scholarship consideration as outlined in Section 7.2, VNU will cease granting the scholarship and notify the training unit and the candidate.

6. The process for evaluating initial scholarship applications.
6.1. Application evaluation plan:
- For candidatesNew applicants for the doctoral program are now being registered.Follow the postgraduate admissions plan of VNU Hanoi and the training unit;
- ForNCS is participating in a doctoral training program and the candidate is applying for a postdoctoral internship: According to the training unit's plan.
6.2. The head of the training unit shall establish a specialized subcommittee to evaluate the scholarship application files of the candidates.
6.3. Candidates present their research proposal and plan to the expert subcommittee. Based on the application and interview, the expert subcommittee assesses the feasibility of the research topic, the candidate's academic and research abilities, and English proficiency, and assigns a score. Candidates recommended for the scholarship must achieve a minimum score of 80/100.
6.4. Based on the evaluation results of the application dossiers, research proposals, and conclusions of the specialized subcommittee, the training unit reports and proposes to the Director of VNU Hanoi to consider granting the first scholarship to the doctoral candidates and trainees.
7. Consideration for renewing scholarships
7.1. Published academic and research results and other relevant achievements (if any) will be the basis for VNU to consider granting continuing scholarships to doctoral candidates and trainees.
7.2. NCS and TTS candidates will not be considered for further scholarship consideration if they fall into any of the following categories:
a) Failure to participate in professional activities for more than 6 months, and failure to report on research progress and results as required;
b) Failure to demonstrate the capacity to achieve the output as stipulated in Point c, Section 2.2 of this Notice for PhD candidates or Point d, Section 3.2 of this Notice for trainees after periodic progress checks;
c) Violating the VNU Doctoral Training Regulations, the regulations of the training unit, and the contents of the VNU Scholarship Awarding Regulations.
8. Rights and responsibilities ofgraduate students, interns
8.1.NCS, TTSThey have the following rights:
a) Eligible for a scholarshipVNU Hanoiand of the unit (if any) during the period of study and research at the training unit;
b) YesVNU Hanoiand the training institution facilitates participation in scientific research; allows participation as a member of research groups and participation in carrying out scientific and technological tasks in accordance with regulations.Vietnam National University, Hanoi;
c) YesVNU Hanoiand training institutions will prioritize considering special recruitment under the talent attraction mechanism;
d) To receive financial support from other organizations or individuals during the course of study and research, provided that such financial support is not a full scholarship and there is no conflict between rights and responsibilities.NCS, TTSreceived financial support fromVNU HanoiIn accordance with these Regulations, the rights and responsibilities of those receiving financial assistance are as stipulated by the sponsoring organizations and individuals;
(d) Receive support in connecting with and working at reputable agencies, organizations, and businesses both domestically and internationally that have a need for highly skilled human resources.
8.2. NCS and TTS have the following responsibilities:
a) Use the scholarship strictly according to the purposes and requirements of VNU, the training unit, and the organization or individual providing the scholarship, for personal study, research, and living expenses;
b) Voluntary commitment, high level of consensus, high sense of responsibility, and strong determination in studying and researching to meet the requirements of the VNU scholarship awarding regulations;
c) Commitment to thoroughly understand the learning and research tasks and to strictly adhere to the Regulations ofVNU Hanoi, of the training unit, of the research group, as well as fulfilling all obligations as prescribed by the State and ofVNU HanoiParticipating in research groups, working in laboratories, engaging in professional activities, participating in teaching, assisting in teaching, and supporting training in accordance with the current regulations of Vietnam National University, Hanoi.
d) Provide accurate and transparent information about their academic studies, scientific research, and employment status after graduation, as required by the training institution and the organization or individual granting the scholarship;
d) Be responsible for coordinating with VNU to promote the personal image as well as the brand of VNU through scholarship programs thatNCS, TTSgranted;
e) Publications must include the name of the training institution.VNU HanoiAccording to regulations and notes, the research results are funded by the scholarship fund for PhD and Internship students of VNU as follows: “[Full name of scholarship recipient] thanks the Scholarship Fund of VNU, code [VNU.<năm được xét chọn> .NCS<số thứ tự của NCS> or VNU.<năm được xét chọn> .TTS<số thứ tự của TTS> [Name of sponsor] funded this research.”
