The University of Social Sciences and Humanities announces recruitment for civil servant positions.

In accordance with the 2021-2022 academic year plan; based on Official Letter No. 1773/ĐHQGHN-TCCB dated May 26, 2022, from the Vietnam National University, Hanoi, approving the recruitment plan for staff of the University of Social Sciences and Humanities, the University of Social Sciences and Humanities announces the recruitment of staff for the year 2022, specifically as follows:

1. Conditions for applying for civil servant positions

1.1. Individuals who meet the following conditions

- Must be a Vietnamese citizen and reside in Vietnam;
- Within the legally prescribed working age;
- I have an application form;
- Has a clean record;
- Possess diplomas and certificates of training that are relevant to the job position;
- Having sufficient health to perform the job or task;
- Meeting other conditions that do not contradict legal regulations as required by the job position.

1.2. The following individuals are not eligible to apply for civil servant positions:

- Loss of or limitation of civil capacity;
- Currently under criminal investigation; serving a sentence or complying with a criminal judgment or decision of the Court; or subject to administrative measures such as placement in a treatment facility, educational institution, or reformatory.

9. Lecturer in the Department of Cultural and Educational Sociology, Faculty of Sociology 01 Applicants must possess a PhD in a field relevant to VTVL and have at least 5 years of relevant work experience.  
10. Lecturer in the Social Work Department, Faculty of Sociology 02 Applicants must possess a PhD in a field relevant to VTVL and have at least 5 years of relevant work experience.  
11. Lecturer in the Department of Marxist-Leninist Philosophy, Faculty of Philosophy 01 Applicants must possess a PhD in a field relevant to VTVL and have at least 5 years of relevant work experience.  
12. Lecturer in the Department of Logic, Faculty of Philosophy 01 Applicants must possess a PhD in a field relevant to VTVL and have at least 5 years of relevant work experience.  
13. Lecturer in the Department of History of Philosophy, Faculty of Philosophy 01 Applicants must possess a PhD in a field relevant to VTVL and have at least 5 years of relevant work experience.  
14. Lecturer in the Department of Journalism and Media Management at the Institute of Journalism and Media Training. 02 Applicants must possess a PhD in a field relevant to VTVL and have at least 5 years of relevant work experience.  
15. Lecturer in the Department of Political Science, Faculty of Political Science 01 Applicants must possess a PhD in a field relevant to VTVL and have at least 5 years of relevant work experience.  
II. Researcher
1. Researcher at the Center for Chinese Studies 01 Applicants must possess a PhD in a field relevant to VTVL and have at least 5 years of relevant work experience.  
 

3. Recruitment standards regarding foreign language proficiency, computer skills, and other job requirements.

TT Standard Application requirements for lecturer and researcher positions.
  1.  
Foreign language proficiency Applicants must possess a foreign language certificate at level B2 or higher according to the European Framework of Reference; or a university or postgraduate degree in a foreign language; or a university or postgraduate degree from abroad; or a university or postgraduate degree from a training institution in Vietnam that uses a foreign language as the medium of instruction.

Information technology Applicants must possess a computer literacy certificate as stipulated in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, of the Ministry of Information and Communications; or have a diploma from a vocational college specializing in information technology, computer science, or mathematics-computer science or higher.

Other requirements regarding professional title standards - For Lecturers:
+ Research capability: being the sole author or the first author (for journals that do not list authors alphabetically) of an article published in a specialized scientific journal with a standard ISSN, or a chapter in a textbook or monograph published by a publisher with a standard ISBN. Commitment to having a scientific paper published in the proceedings of an international conference or workshop by a foreign publisher with an international standard ISBN or equivalent before the end of the first employment contract.
+ Possess a certificate of professional development meeting the standards for lecturer positions (for lecturer job positions).
- For researchers: Must have published articles in specialized scientific journals with standard ISSN numbers or book chapters published by publishers with standard ISBN numbers or equivalent.
+ Commitment to obtaining a Researcher Training Certificate (Grade III) within one year of signing the employment contract.

4. Deadline and location for receiving applications.

4.1. The application dossier includes:

- Application form for recruitment of civil servants through the recruitment process.Form 01
- The employee's resume, in accordance with current regulations, must be prepared no later than 30 days before the application submission date and must be certified by the agency, organization, or unit where they work;
- Certified copies of diplomas and certificates required for the job position being recruited; Diplomas and certificates issued by foreign educational institutions must be translated into Vietnamese and notarized. Diplomas issued by foreign educational institutions must include a notarized copy of the Diploma Recognition Certificate from the Department of Quality Management, Ministry of Education and Training.
- Scientific profile according toTemplate 02The journal's ISSN is clearly stated for articles published in specialized scientific journals; the publisher's ISBN is stated for textbook chapters or monographs published, with confirmation from the employing institution (photocopies of scientific publications are attached as proof).
- A health certificate issued by a competent health authority no later than 30 days before the application submission date.
- A self-assessment report by the candidate regarding their political qualities, moral character, professional qualifications and skills, and work experience, certified by the head of the agency, organization, or unit where they work.
- Criminal record certificate issued by the competent authority: To be completed within 30 days from the date of receiving notification of the application results.
Note:
Applicants are responsible for the legal validity of their diplomas and certificates. If, after the recruitment results are announced, a successful candidate fails to complete the required application documents, engages in fraudulent behavior in filling out the application form, or is found to have used invalid diplomas, certificates, or certifications to participate in the recruitment process, the University of Social Sciences and Humanities will cancel the successful candidate's application and will not accept their application in the next recruitment period. Submitted documents will not be returned.

4.2. Time and location for receiving applications:

- Time:From June 22, 2022 to July 5, 2022(Working days from Monday to Friday), Morning from 08:30 to 11:30; Afternoon from 14:00 to 16:30.

4.3. Application fee:500,000 VND per applicant (Five hundred thousand Vietnamese Dong).

5. Recruitment format and content:

5.1. Content received

a) Verify the qualifications, standards, diplomas, and certificates of the candidate recommended for recruitment in accordance with the requirements of the job position to be filled.
b) Conduct an assessment of the general knowledge and professional skills of the person proposed for recruitment in the following form:
- Interviews are conducted to assess the professional skills and expertise of the applicants.
- Interview scores are calculated on a 100-point scale.
- Time: 30 minutes for the interview format;
- Interview content:
+ General knowledge: Relevant regulations as required by the job position being recruited for, and knowledge of the University of Social Sciences and Humanities, and Vietnam National University, Hanoi.
+ Professional knowledge: evaluation of trial teaching for candidates applying for lecturer positions; interviews for other positions.

5.2. Recruitment sources and methods of accessing them:

Candidates must have at least 5 years of work experience in a position requiring a doctoral degree relevant to the job requirements and have paid mandatory social insurance contributions (excluding probationary or trial periods; if there is discontinuous work experience with mandatory social insurance contributions that has not yet received a lump-sum social insurance benefit, it will be added together, including any previous work experience in positions falling under the categories specified in Point a, Clause 1, Article 13, Decree 115/2020/ND-CP dated September 25, 2020).
