Center for Policy Research and Analysis
Established in 2007, the Center for Policy Research and Analysis is a research and training unit under the Faculty of Social Sciences and Humanities, Vietnam National University, Hanoi. The Center is a legally recognized organization with its own seal. It operates on a self-financing basis, is financially managed by the Faculty of Social Sciences and Humanities, and conducts activities in accordance with the principles of R&D organizations within universities.

In addition, the Center has a team of full-time and part-time researchers from within and outside the University. These are experts with skills, experience, and long tenure in the field of policy research and analysis, coming from the Institute of Sociology, the Vietnam Academy of Science and Technology, the Academy of Social Sciences, and the Institutes for Strategic and Policy Research of various ministries…

Functions and responsibilities

The center has research, training, and consulting functions on issues related to policy and policy analysis, including:
  • Research on theoretical and practical issues in policy science and policy decision preparation, analytical techniques, and policy planning across different spans of control.
  • Conduct empirical research on analytical and policy planning methods in collaboration with Institutes, Centers, and other relevant organizations.
  • Information and advice on issues related to policy analysis and planning.
  • Designing and developing thematic workshops at home and internationally, expanding the network of consultants and collaborators in policy analysis and roadmap planning.
  • Organize or co-organize professional training courses and short-term workshops on policy analysis and policy decision preparation.
  • Translate and publish research papers on policy or programs, strategies, management models, and experiences in policy planning and implementation at all levels and in all types of organizations.
  • Design short-term training programs for government officials, managers in private organizations, and individuals who need to develop organizational skills through policy decision-making.

Operating method

The center's activities are carried out through the following forms:
  • Tasks assigned by superiors or ordered by government organizations.
  • Contracts with domestic or foreign partners
  • The Center's annual research and training plan.

Collaborative activities

In the current trend of global integration and diversification of cooperation networks, the center's development strategy focuses on promoting and expanding sustainable forms of collaboration and coordination in research and policy analysis. The center has cooperative relationships with research and training organizations, governmental and non-governmental organizations both domestically and internationally. The center establishes bilateral or multilateral relationships in research and training activities. Simultaneously, the center maintains expert relationships with foreign partners and implements collaborative training programs with overseas institutions, such as exchanges of interns, postgraduate students, and doctoral candidates.

Development orientation

  • Strengthening internal capacity in research and policy analysis, with a particular focus on science and technology and education and training.
  • Based on the results of research and policy analysis, the Center aims to become a reliable policy advisory center for domestic and international organizations on policy planning roadmaps and experiences at all levels of management.
  • Continue conducting short-term training courses for organizations and individuals who need to expand and develop policy capacity, improve decision-making skills, and enhance the adaptability of policies in the era of globalization…
  • Promoting the design and development of long-term training programs, transforming the Center into a training unit/institution that meets societal needs in refining strategies, development programs, and operational policies of organizations from micro to macro levels.
  • Continuously expanding our network of connections with domestic and international partners to exchange experiences and share knowledge in the field of policy science from a perspective specific to Vietnam.

Some activities have been carried out.

Within its scope of activities, the Center organizes collaborative training, professional development, and knowledge enhancement activities on policy-related issues, such as organizing training courses, short-term workshops, and sandwich courses on policy analysis, policy planning skills, policy research, etc.International conferences have been held.

  2. The workshop "Cultural Aspects of Policy Planning" was held in Hanoi in 2003.
  3. The seminar "Socialist Values ​​in Science and Education Policy" was held in Hanoi in 2004.
  4. Seminar “Science and Education Policy in Vietnam during the Renovation Period”, Hanoi, December 2004.
  5. The workshop "Training and Research Policies in Vietnam's Transition Period" was held in Hanoi in December 2005.

Policy training courses
  1. Organized a training course on "Policy Planning and Analysis Skills" for grassroots-level policy-making officials in Tam Dao in May 2007 (within the framework of cooperation between the Center for Research and Development of Policy and the Institute for Science and Technology Strategy and Policy).
  2. Participated in lecturing at a training course on Policy Analysis Skills for members of the Pleiku Provincial People's Council in September 2007.
  3. Organized a training course on Policy Analysis Skills for lecturers, researchers, and policy research institutes in Hue City in September 2007.
  4. Organized a training course on scientific research skills for lecturers at Hue University of Agriculture and Forestry in November 2007.
  5. Implemented a training program on policy analysis and planning skills for officials of the People's Committee, People's Council, and Party Committee of Phu Tho province in September 2008.
  6. Organized a training course on policy analysis and planning skills for Hanoi's state administrative officials in October 2008.
Several international cooperation activities are currently underway.The Center maintains close bilateral and collaborative relationships with several international organizations, such as the Rosa Luxemburg Institute (Germany) and the Australia-Korea Research Centre (Australia), on policy issues. It collaborates with these organizations to conduct research and implement projects related to policy research and analysis across various sectors, contributing to the development, analysis, and planning of specific policies by different levels and sectors, serving the nation-building and development endeavors.
  • Implementing the results of the Rosa Luxemburg Project on policy research, funded by the Federal Republic of Germany since 2002;
  • Collaborating on the project “Government Systems: A Comparative Study of the Government Systems of South Korea and Major Southeast Asian Countries,” funded by the Korea-Australia Research Centre (KAREC), Australia.
  • Collaborating with the Department of Operations Management at Copenhagen Business University (Prof. Jan Annerstedt) to develop a joint training program for research specialists.
  • Other activities include:
    • In coordination with and in support of the Ho Chi Minh Communist Youth Union of the University of Social Sciences and Humanities, Hanoi, we organized a seminar on "Logic in Scientific Research and Experiences in Producing an Internationally Recognized Publication" for young staff members of the University of Social Sciences and Humanities, VNU Hanoi in November 2007.
    • Support for students of the Faculty of Management Science to organize 02 Student Scientific Conferences: (1) Summer Symposium of Student: Managers August 2007 (2) Winter Symposium of Student: Managers December 2007
    • Support for the Young Managers Club of the Faculty of Management Science in organizing the Management Book Exhibition in November-December 2007.
    • We supported the book exhibition showcasing research on Policy Science and Policy Analysis in Science and Technology, and education policy in Vietnam by Assoc. Prof. Dr. Vu Cao Dam.
    • Compile and translate documents on management science, policy science, decision-making skills, etc.
