Established in 2007, the Center for Policy Research and Analysis is a research and training unit under the University of Social Sciences and Humanities, Vietnam National University, Hanoi. The Center is a legal entity with its own seal. The Center operates on the principle of self-financing, is under the financial management of the University of Social Sciences and Humanities, and organizes activities in accordance with the principles of R&D organizations in universities.

Functions and tasks
The Center has research, training and consulting functions on issues related to policy and policy analysis, including:
- Research on theoretical and practical issues in policy science and policy decision preparation, policy analysis and planning techniques at different management levels.
- Conduct empirical research on policy analysis and planning methods in coordination with Institutes, Centers and other relevant organizations.
- Information and advice on issues of policy analysis and planning.
- Design and develop national and international seminar programs, expand consulting and cooperation networks in policy analysis and roadmap planning.
- Organize or co-organize professional training courses, short-term training courses on policy analysis and policy decision preparation.
- Translate and publish publications on policy research or programs, strategies, management models, policy planning and operation experiences at all levels and types of organizations.
- Design short-term training programs for state management officials, managers in private organizations, and those who need to develop organizational capacity through policy decisions.

Collaborative activities
In the current trend of global integration and diversification of cooperation networks, the development strategy of the center focuses on promoting and expanding forms of sustainable cooperation and coordination of activities in research and policy analysis. The center has cooperative relationships with research and training organizations, governmental and non-governmental organizations at home and abroad. The center establishes bilateral or multilateral relationships in research and training activities. At the same time, the center has expert relationships with foreign partners, implementing training cooperation with foreign countries such as exchanging interns, graduate students, and researchers.
Development orientation
- Promote the development of internal capacity in policy research and analysis, with a particular focus on the fields of Science and Technology, and Education and Training.
- Based on the results of research and policy analysis, the Center aims to become a trusted policy consulting address for domestic and foreign organizations on roadmaps or policy planning experience at all management levels.
- Continue to conduct short-term training courses for organizations and individuals who need to expand and develop policy capacity, improve decision-making skills, and promote policy adaptability in the globalization period...
- Promote the design and development of long-term training programs, making the Center a training unit/institution that meets social needs in perfecting strategies, development programs, and operating policies of organizations from micro to macro.
- Continuously expanding the network of connections with domestic and foreign partners to exchange experiences and share knowledge in the field of Policy Science from the specific perspective of Vietnam.

Within the scope of its activities, the Center organizes training coordination activities, professional training and knowledge development on policy-related issues such as organizing training courses, short-term training courses, sandwich courses on policy analysis, policy planning skills, policy research, etc.

Policy training courses
- Organized 01 training course on "Policy Planning and Analysis Skills" for grassroots policy makers in Tam Dao in May 2007 (Within the framework of cooperation between the Center for Research and Development of Policy and Strategy and the Institute of Science and Technology Policy and Strategy)

- Participated in teaching a training course on Policy Analysis Skills for members of the People's Council of Pleiku province in September 2007.
- Organized 01 training course on Policy Analysis Skills for lecturers, researchers, and policy research institutes in Hue City in September 2007.
- Organized 01 training course on Scientific Research Skills for lecturers of Hue University of Agriculture and Forestry in November 2007.
- Implemented 01 training program on Policy analysis and planning skills for officials of the People's Committee, People's Council, and Party Committee of Phu Tho province in September 2008.

- Organized 01 training course on Policy analysis and planning skills for Hanoi's state administrative experts in October 2008.
Some international cooperation activities are being implementedThe Center has bilateral relations and close cooperation with a number of international organizations such as the Rosa Luxemburg Institute (Germany), the Australia-Korea Research Center (Australia) on policy issues, and coordinates with these organizations to conduct research and implement projects related to policy research and analysis on many different aspects, contributing to the sectors and levels in building, analyzing and planning their specific policies, serving the cause of national construction and development.
Implementing the results of the Rosa Luxemburg Project on policy research funded by the Federal Republic of Germany since 2002;
Co-implementation of the Project “Government System: Comparative Study of the Government System of Korea with Major Southeast Asian Countries” funded by the Korea-Australia Research Centre (KAREC), Australia.
Cooperating with the Department of Operations Management of Copenhagen Business University (Prof. Jan Annerstedt) in the orientation of building a cooperation program to train research specialists.Some other activities:
- Coordinated and supported the Ho Chi Minh Communist Youth Union of the University of Social Sciences and Humanities to organize a seminar on "Logic in scientific research and experience to have an international publication" for young staff of the University of Social Sciences and Humanities, VNU, November 2007.
- Support for students of the Faculty of Management Science to organize 02 Student Science Conferences: (1) Summer Symposium of Student: Managers August 2007 (2) Winter Symposium of Student: Managers December 2007
- Support for the Young Managers Club of the Faculty of Management Science to organize the Management Book Exhibition in November-December 2007
- Support the book exhibition introducing research on Policy Science and Analysis of Science and Technology Policy, and Vietnam's Education Policy by Associate Professor, Dr. Vu Cao Dam.
- Deploying the compilation and translation of documents on Management Science, Policy Science, Decision-making Skills, etc.
