On May 13, 2010, the Ministry of Education and Training issued Decision No. 1861/QD-BGDĐT promulgating the Regulations for the VTC Cup - 2010 National Student Football Tournament.The regulations clearly state the eligibility requirements for participating students, the units allowed to organize teams to participate in the tournament, as well as the conditions for wildcard and seeded teams. The tournament will be divided into two rounds:
Regional Circle

Provincial and city-level university and professional sports associations, in coordination with the Ho Chi Minh Communist Youth Union and student associations of provinces and cities, organize regional competitions.

- Area 1Organized by the Thai Nguyen University and Professional Sports Association, the event includes schools from the provinces of Thai Nguyen, Bac Kan, Cao Bang, Phu Tho, Ha Giang, Lao Cai, Yen Bai, Tuyen Quang, Hoa Binh, Lai Chau, Dien Bien, and Son La. - Area 2:Organized by the Hanoi University and Professional Sports Association, the event includes: Schools located in Hanoi, Bac Ninh, and Vinh Phuc provinces. Selected participants include:03The team qualified for the final round.
- Area 3Organized by the Hai Phong University and Professional Sports Association, the event includes schools located in Hai Phong city and the provinces of Hai Duong, Hung Yen, Quang Ninh, Bac Giang, and Lang Son. Participants are selected.02The team qualified for the final round.
- Area 4:Organized by the Southern Northern Delta University and Professional Sports Association, the event includes schools from the provinces of Thai Binh, Nam Dinh, Ninh Binh, Ha Nam, Ha Tinh, Nghe An, and Thanh Hoa. Selected participants include:01The team qualified for the final round.
- Area 5:Organized by the Thua Thien Hue University and Professional Sports Association, the event includes schools located in the provinces of Thua Thien Hue, Quang Tri, and Quang Binh. Selected participants include:01The team qualified for the final round.
- Area 6:Organized by the University and Professional Sports Association of Da Nang University: includes schools located in Da Nang city, Quang Nam, and Quang Ngai provinces. Selected participants.01The team qualified for the final round.
- Area 7:Organized by the South Central and Central Highlands University and Professional Sports Association: includes schools from the provinces of Khanh Hoa, Phu Yen, Binh Dinh, Ninh Thuan, Gia Lai, Kon Tum, Dak Lak, Binh Thuan, and Lam Dong. - Area 8:Organized by the Ho Chi Minh City University and Professional Sports Association: includes teams from Ho Chi Minh City and the provinces of Dong Nai, Binh Duong, Tay Ninh, Ba Ria - Vung Tau, and Binh Phuoc. Selected teams will participate.03The team qualified for the final round.
- Area 9:Organized by the Cuu Long Giang University and Professional Sports Association, the tournament includes teams from Can Tho City and the provinces of Long An, Ca Mau, Soc Trang, Kien Giang, Vinh Long, Tien Giang, Hau Giang, An Giang, Dong Thap, Tra Vinh, Ben Tre, and Bac Lieu. Teams are selected.02The team qualified for the final round.
Based on the results of the regional competitions (as divided above), the Organizing Committee will select 12-16 teams to participate in the final round.
