On May 13, 2010, the Ministry of Education and Training issued Decision No. 1861/QD-BGDDT on promulgating the Regulations of the VTC Cup National Student Football Tournament - 2010.The regulations clearly stipulate the conditions for student participants, units that are allowed to organize teams to participate in the tournament as well as the conditions for special teams and seeds of the tournament. The tournament will be divided into 2 rounds:
Regional Round
- Timeheld from May 20, 2010 to September 30, 2010.
- Locationas determined by the Regional Organizing Committee
Provincial and municipal University and Professional Sports Associations coordinate with the Ho Chi Minh Communist Youth Union and Student Associations of provinces and cities to organize regional competitions.
Final round
- Time: From November 6, 2010 to November 16, 2010
- Location: In Can Tho city (expected)

The Organizing Committee will base on the competition results of the teams in the region (as divided above) to select 12-16 teams to participate in the final round.
