This is one of the key contents, attracting the attention of many delegates attending the Party Conference held on the morning of May 31, 2014 in Cua Lo Town, Nghe An.

Draft action program: "Fundamental and comprehensive innovation in education and training"

Attending the conference were Prof. Dr. Nguyen Huu Duc, Deputy Secretary of the Party Committee, Vice President of VNU, Prof. Dr. Nguyen Van Khanh, Secretary of the Party Committee, President of the University of Social Sciences and Humanities, along with representatives of Party Cells, Heads of units and Directors of Centers.

Prof. Dr. Nguyen Van Khanh, Party Secretary, Rector of the University of Social Sciences and Humanities, spoke at the conference.

After the report on the Party work in the first 5 months of the year and the dissemination of the Party work guidelines of the School Party Committee by Prof. Dr. Vu Duc Nghieu (Vice Principal of the School), the delegates focused on listening and contributing many opinions to the report on the draft action program of the School Party Committee to implement the Resolution of the 8th Central Committee, Session XI on comprehensive fundamental innovation of education presented by Assoc. Prof. Dr. Nguyen Van Kim (Vice Principal of the School).

Implementing the Resolution of the 8th Conference of the Central Executive Committee of the Party, term XI on "Fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration", the Party Committee of the University of Social Sciences and Humanities, VNU, has deployed the study and dissemination of the content and spirit of the Resolution to cadres, party members, civil servants and students of the whole University. Based on the action plans of the Party cells, the Party Committee of the University has developed a specific action plan.

Associate Professor, Dr. Nguyen Van Kim is presenting the draft action program.

The goal of the action program is to

- Training high-quality human resources, nurturing and attracting talents; comprehensively developing learners' capacity and qualities.

- Promote the improvement of the quality of research, creativity, innovation and policy consulting activities, practically serving the cause of national construction and protection.

- Innovate university management and administration methods in a modern direction, promote deep regional and international integration, create momentum towards building the School into a research university.

Summary of directions and solutions for implementing innovation is

1. On perception, ideology and direction

- Must make all cadres, party members and students clearly understand the purpose, requirements and goals of the action program, on that basis unify awareness and action to comprehensively innovate all aspects of the school's work, creating a new step of development for the school in the coming time.

- Turn awareness of innovation into values ​​of belief and emulation movements in work, teaching, research and good study among all staff and students of the School.

2. Regarding training and quality control: Complete and continue to widely implement the credit-based training model in all levels and training systems, specifically in the following aspects:

- Based on the goals of education and training innovation, continue to clearly define and publicize the goals and output standards of each level of education, subject, program, industry and training major, considering it a commitment to ensure the quality of the entire system, and a basis for monitoring and evaluating the quality of education and training.

- Successfully deploy and implement the School's industry and major planning project for the period 2014-2020.

- Building and developing a learning materials system for the period 2014-2020.

- Innovate teaching and learning methods in a modern direction, promote positivity, proactiveness, creativity, and the ability to apply knowledge and skills of learners.

- Innovate the forms and methods of examinations, testing, and evaluation of educational and training results, ensuring honesty and objectivity.

- Conduct training quality assessment at national and international levels to serve as a basis for developing policies and solutions to improve the training quality of the School. Consider social acceptance of learners as well as scientific products as important criteria for assessing training and research quality.

3. Scientific research work

- Enhance the quality and effectiveness of scientific research and technology transfer, closely linking training and research, between the School and state agencies, organizations and businesses in society.

- Forming strong research groups and excellent research centers/institutes.

- Build support mechanisms and promote domestic and international publications, especially publications in prestigious international scientific journals.

- Develop a plan to develop the School into a research university.

4. Foreign affairs and regional and international integration

- Promote cooperation and mobilizing funding sources for training and research activities between the School and domestic and foreign agencies and organizations, making good use of social resources for the innovation and development of the School.

- Develop an international cooperation strategy focusing on quality, expanding relationships with important and prestigious partners to improve the effectiveness of foreign affairs to strengthen and expand the influence of the School in the region and the world. Promote cooperation, training links, actively propose to participate in scientific research coordination activities with domestic, regional and international partners.

5. University administration, finance, facilities

- Promote autonomy and self-responsibility to innovate management mechanisms, ensure democracy, publicity and transparency.

- Implement a mechanism for learners and partners to participate in evaluating training organization activities.

- Standardize conditions to ensure the quality of training and research processes, focus on output quality, and promote the application of information technology in management.

- Manage and effectively use facilities for training and research.

6. Personnel organization work

- Review the organizational structure, adjust or establish new unit models, suitable for organizing and implementing tasks according to innovation requirements.

- Develop plans, implement training plans, foster and attract highly qualified teachers, scientists, and management leaders to meet the innovation requirements of the School.

- Develop regulations on staff use and evaluate work results according to position requirements and work efficiency, encourage and build a proactive, creative, responsible and integrated working environment.

Constructive suggestions

The draft attracted many comments and shares from comrades at the conference. Prof. Dr. Nguyen Huu Duc said: "VNU very much welcomes the Party Committee of the University of Social Sciences and Humanities, comrades have been very proactive in building this important action program". However, in order for this draft to be put into practice more effectively, the Party Committee of the University needs to identify the fundamental factors in the orientation of fundamental and comprehensive innovation, otherwise it will fall into the old path, old way of thinking and cannot develop quickly. Comrade Nguyen Huu Duc shared some suggestions for the Party Committee of the University:

- We should focus on identifying new keywords, because without them we will not have a foundation and comprehensiveness.

- In the development orientation, development should be oriented according to the area and points. Comrade Nguyen Huu Duc shared: In reality, the current research projects and scientific topics of VNU in general and of the University of Social Sciences and Humanities in particular, mostly still stop at the area, points, bright spots, and big points still have many shortcomings, not yet fully promoted.

- Should focus on the team of highly qualified staff, leading staff, leading staff. Focus on going early, going fast in treating and caring for this team of staff. Because these are the general engineers who create the brand and reputation, bringing the position of the School to a long, far and sustainable level.

Prof. Dr. Nguyen Huu Duc, Deputy Secretary of the Party Committee, Deputy Director of VNU, spoke at the conference.

In addition to the comments and suggestions of the Vice President of VNU, the draft also received many comments from other comrades in the conference. According to Associate Professor, Dr. Doan Duc Phuong, Head of the Faculty of Literature, the draft of this action program should further emphasize political and ideological education, because ideological education currently has a great impact on the development of the country's socio-politics, especially at the present time. We must regularly educate so that lecturers, trainees and students understand the sense of responsibility for the development of the School, of the unit, the sense of responsibility of individuals for the development of society and of the country.

Associate Professor, Dr. Doan Duc Phuong, Head of the Faculty of Literature, contributed comments on the draft action program.

Agreeing with the opinion of comrade Doan Duc Phuong, MSc. Ngo Thi Kieu Oanh (Deputy Head of the Organization and Personnel Department) also shared: Among the goals, we must immediately put the issue of political and ideological work first. Because only when we have a thorough understanding of political and ideological work can other activities be carried out well.

Comrade Ngo Kieu Oanh also shared: The draft of this action program requires us to have a strong and comprehensive change in all areas of the School's activities, so the content of this action program should, on the one hand, closely follow the spirit of the resolution, and at the same time, we also need to closely follow the content areas of the School's work.

On behalf of the conference chair, Prof. Dr. Nguyen Van Khanh, Party Committee Secretary and Principal of the School concluded the conference: Based on the action program of the School Party Committee, the Party Cells will concretize and develop into action programs of the Party Cells, directing the units to implement in the coming time, first in the upcoming school year and then on a longer roadmap, 5 years or 10 years.

To be able to build that specific action program, the Party Cells must answer the following questions:

- What is the goal of educational innovation in general or of training and research activities of your unit?

- What innovation? What new content focus?

- How to innovate? And how to innovate? Focus on solutions to implement innovation.

Based on the outlined roadmap, after each school year we will review and evaluate what we have accomplished? What have we not accomplished? Based on that, we will develop plans for the following school years. Focus on developing a specific action plan, avoiding generalities.

The conference also organized the awarding of certificates of merit from the Party Committee of VNU to collectives and individuals of the Party Committee of the University of Social Sciences and Humanities.
