On the morning of September 15, 2011, the Policy Advisory Council held its first meeting for the 2011-2015 term at the University of Social Sciences and Humanities.Attending the meeting were Prof. Dr. Phan Huy Le (Chairman of the Council), former Deputy Prime Minister Vu Khoan, Prof. Dr. Nguyen Van Khanh (Rector, Council Member) and other members of the Council who are scientists and managers inside and outside the University. Speaking at the meeting, Prof. Dr. Nguyen Van Khanh (Rector of the University) stated: Continuing to implement the requirements and tasks in accordance with the guidelines of the 11th Party Congress, the University Board of Directors decided to establish a new policy advisory council for the 2011-2015 term. The Rector emphasized: this meeting aims to focus on discussing and determining the Council's tasks in the 2011-2012 school year, hoping that the Advisory Council will conduct a number of studies and develop specific recommendations related to the following issues: policies for intellectuals, university autonomy, university revenue and expenditure, and policies for the development of social sciences and humanities. Next, the Council members focused on discussing and giving their opinions on the Council's activities during this term.Prof. Dr. Mai Ngoc Chu proposed three main issues that the Council should focus on advising on: the issue of sovereignty over islands and Vietnam's sovereignty; the need for early in-depth research on the Oc Eo cultural site; culture and languages of ethnic groups. Prof. Dr. Ngo Duc Thinh raised issues that the Council should pay attention to and make recommendations in the current strategy for developing social sciences and humanities. He emphasized that investment in basic research is still limited, most of which are pursuing applied research. Prof. Dr. Do Quang Hung said that in order for social sciences to continue to develop today, it is impossible to be consistent with all resolutions of the congress. Research also needs means, there needs to be a connection mechanism, and there should be no separation between training and research. Former Deputy Prime Minister Vu Khoan especially emphasized the functions, tasks, and objects of the Policy Advisory Council. The Council should focus on advising on major, urgent, and comprehensive policies. At the same time, he also made some specific recommendations of the Council this year: education reform, contributing ideas to the development of social science programs. Other opinions of the Council members also proposed specific recommendations related to the Conclusions of the meeting. Prof. Dr. Phan Huy Le summarized and pointed out specific tasks that will be included in the Council's activities during this term. The Council will focus on advising on general issues of strategic importance, with special attention to a number of specific areas: social science development policy, policy towards intellectuals; fundamental and comprehensive education reform; organizing research on the East Sea.... From there, the Council will focus on contributing opinions on specific topics, in which the Council Chairman especially emphasized two issues: Oc Eo culture and the East Sea. It is known that, immediately after the meeting, the Council's leaders directed the establishment of two research groups to advise on these two issues. The remaining issues mentioned will be built into a program and brought to the Council for consensus at the next meeting. Since 2001, the Central Secretariat of the Communist Party of Vietnam has assigned Hanoi National University to be the focal point for researching major policies, plans, projects and other important issues in the fields of science, culture and national education to report and advise directly to Party and State agencies. The University of Social Sciences and Humanities is the unit directly implementing this task through the Policy Advisory Council.
