On the morning of September 15, 2011, the Policy Advisory Council held its first meeting of the 2011-2015 term at the University of Social Sciences and Humanities.Attending the meeting were Professor Phan Huy Le (Chairman of the Council), former Deputy Prime Minister Vu Khoan, Professor Nguyen Van Khanh (Rector, Council Member), and other members of the Council, including scientists and administrators from within and outside the University. Speaking at the meeting, Professor Nguyen Van Khanh (Rector of the University) stated: Continuing to implement the requirements and tasks in line with the Party's 11th Congress guidelines, the University's Board of Directors decided to establish a new Policy Advisory Council for the 2011-2015 term. The Rector emphasized that this meeting aimed to focus on discussing and defining the Council's tasks for the 2011-2012 academic year, and hoped that the Advisory Council would conduct research and develop specific recommendations related to issues such as: policies for intellectuals, university autonomy, university revenue and expenditure, and policies for the development of social sciences and humanities. Following this, the Council members gathered to discuss and offer suggestions for the Council's activities during this term.Professor Mai Ngoc Chu proposed three main issues that the Council should focus on advising on: the issue of maritime sovereignty and Vietnam's sovereignty; the need for in-depth research on the Oc Eo cultural site; and the culture and languages of ethnic groups. Professor Ngo Duc Thinh raised issues that the Council should pay attention to and recommend in the current strategy for the development of social sciences and humanities. He emphasized that investment in basic research is limited, with most research focusing on applied research. Professor Do Quang Hung argued that for social sciences to continue developing, it is impossible to equate them with all the resolutions of the congress; research also needs resources and a mechanism for interconnectedness, and there should not be a separation between training and research. Former Deputy Prime Minister Vu Khoan particularly emphasized the function, tasks, and target of the Policy Advisory Council. The Council should focus on advising on major, pressing, and comprehensive policies. He also presented some specific proposals from the Council for this year: educational reform and contributions to the development of the social science curriculum. Other members of the Council also offered specific recommendations related to the meeting's conclusions. Professor Phan Huy Le summarized and outlined the specific tasks to be implemented by the Council during this term. The Council will focus on advising on general issues of strategic importance, with particular emphasis on several specific areas: social science development policy, policy towards intellectuals; fundamental and comprehensive educational reform; and organizing research on the East Sea... From there, the Council will focus on contributing opinions on specific topics, with the Chairman of the Council especially emphasizing two issues: the Oc Eo culture and the East Sea. It is known that immediately after the meeting, the Council leadership directed the establishment of two research groups to advise on these two issues. The remaining issues raised will be developed into a program and presented to the Council for consensus at the next meeting. Since 2001, the Secretariat of the Central Committee of the Communist Party of Vietnam has assigned the Vietnam National University, Hanoi, as the focal point for researching major policies, projects, and other important issues in the fields of national science, culture, and education, in order to report and provide direct advice to Party and State agencies. The University of Social Sciences and Humanities is the unit directly implementing this task through its Policy Advisory Council.
