The project to enhance digital skills for students, a collaboration between Meta Company and the University of Social Sciences and Humanities, has been proposed for expansion to the entire Vietnam National University, Hanoi.

This idea was put forward by the Vice Rector of Vietnam National University, Hanoi, Pham Bao Son, during a meeting with Mr. Ruici Tio, Policy Program Manager – Asia Pacific Region of Meta Company, after observing the results of the Digital Capacity Building Project for Students, which the University of Social Sciences and Humanities, Vietnam National University, Hanoi, and Meta Company (formerly Facebook) jointly implemented.

The Digital Empowerment Project for High School and University Students targets young people who are passionate, creative, and interested in digital technology, with the goal of building a safe, healthy, and positive digital environment. Beyond this competition, Meta is working closely with the University of Social Sciences and Humanities in developing the first comprehensive Digital Competency Framework in Vietnam for students. This includes a handbook on developing digital competencies for young people, a digital competency course in the Information Management program, and the organization of scientific conferences on digital competency development and digital citizenship. The University of Social Sciences and Humanities and Meta are moving towards deeper cooperation in the field of developing digital competencies for young people in Vietnam.

Based on that, at the meeting with Mr. Ruici Tio on March 9, 2022, Vice Director Pham Bao Son stated that Vietnam National University, Hanoi (VNU) is a multidisciplinary higher education center with highly interconnected and collaborative training programs. Therefore, he expressed hope that the project could be expanded to more units within VNU through the existing LMS system. The Faculty of Information and Library Science, University of Social Sciences and Humanities, could digitize these courses and upload them to the VNU's shared system.

The Policy Program Manager – Asia Pacific Region of Meta Ruici Tio expressed enthusiasm for the idea presented by Deputy Director Pham Bao Son, and actively discussed ways in which both sides could expand the project in the future, building on the successful implementation of the Digital Capacity Building Project for Students that Meta is currently collaborating on with the University of Social Sciences and Humanities.

Professor Pham Quang Minh, Senior Advisor of the Project, suggested that both sides could fully utilize Meta's Facebook platform to educate young people on appropriate behavior in the digital space. This is a pressing issue that Vietnam National University, Hanoi could pioneer in addressing.

Previously, on January 16, 2022, the University of Social Sciences and Humanities held the final round of the "#MESSAGE4DIGIGEN - MESSAGE FOR THE DIGITAL GENERATION" competition, with the participation of 170 teams and over 400 contestants from 31 universities and high schools nationwide. The competition was part of the Digital Capacity Building Project for Students that the University and Meta are implementing.

Prior to 2021, Vietnam did not have a specific digital competency framework for any particular target group. However, in reality, three digital competency frameworks developed by international businesses/organizations and applied domestically already existed: the International Computer Drivers Licence (ICDL), Certiport Internet and Computing Core Certification (IC³), and Microsoft Digital Literacy Standard Curriculum. Facebook's Digital Thinking program offers short courses to develop digital competencies for high school students. The DKAP project has also conducted preliminary research on assessing the ICT competencies of Vietnamese high school students.

The University of Social Sciences and Humanities aims to build a digital competency framework that inherits the results from competency frameworks and programs/projects already implemented worldwide, based on a comparison of the two competency frameworks of the European Commission, UNESCO and CAUL, while also referencing Facebook's approach in the We Think Digital courses, applying the content of the Introduction to Information Competency course currently taught by the Faculty of Information and Library Science, and based on research assessing the digital competency of USSH students. The project is expected to include the following phases:

ButPhase 1:Integrate several modules of the digital competency framework into the Information Literacy course (currently taught throughout the school).

ButPhase 2: 2021

• Develop an Advanced Digital Competency module for Information Management students.

• Develop a digital skills handbook for students.

Organize workshops on digital skills.

• Establish digital humanities clubs and digital humanities competitions nationwide.

ButPhase 3: 2022

Integrating digital competencies into USSH's training programs.

o Continue proposing collaboration with Facebook to develop a set of criteria for evaluating digital skills for students.

ButPhase 4:Since 2022

o Proposal for the development and use of the NLS Framework in Vietnam National University, Hanoi.

Seeking opportunities to expand to universities across the country.
