After listening to the exchange and discussion at the briefing conference on the following contents: (1) Report on the implementation of work in June 2026 and the work plan for July 2026; (2) Report on the implementation of the Rector's conclusions at the June 2026 work briefing conference; (3) Exchange and discussion of units and functional departments; (4) Opinions of the Vice-Rectors; the Rector concluded:
1. We generally agree with the opinions expressed by the school's management board and the discussions from the various departments at the conference.Heads of units are requested to continue to thoroughly understand and enhance the responsibility of leaders; proactively develop plans and implement work; actively propose solutions to promote the school's activities, and strengthen coordination in implementing the issued plan.
2. Party work and organizational work
- It is requested that the Party Secretaries and Party Committees of the branches regularly update the Party's regulations and rules, continue to thoroughly understand and strictly implement the Party's regulations; enhance the responsibility of the Party committees; review and complete records and documents; assign specific tasks to each member of the Party committee; and complete the personnel planning work at the units to implement the planning at the University level in accordance with regulations.
- Vice Rector Dang Hong Son is tasked with directing relevant departments to develop a new development philosophy that reflects the university's national contribution and social responsibility, in line with the new context of higher education development. This philosophy will be submitted to the Party Committee for consideration and will serve as a basis for guiding training, scientific research, and university administration activities.
- The Department of Organization and Administration is tasked with reviewing and finalizing the system of management documents regarding organizational structure and personnel after restructuring, to support the management and evaluation of the School on a cyclical basis.
- The Department of Organization and Administration will act as the focal point, coordinating with other units to organize a review of the work for the first six months of 2026, in conjunction with the summary of the 2025-2026 school year; review the progress of implementing key targets and tasks; and promptly commend and reward collectives and individuals who have made significant achievements and contributions to the school.
3. Personnel management and human resource development
- Continue to strengthen the development of scientific personnel, ensuring a comprehensive approach from identification - training - utilization - remuneration and retention of high-quality scientific staff; Heads of units should prioritize building a favorable working environment for staff to develop their professional capabilities and integrate internationally.
- Review mechanisms and policies to adjust the operational methods and support for faculty members under the talent development program; research and propose solutions to create conditions for young staff to focus on improving their qualifications, completing doctoral training programs, increasing scientific publications, and developing foreign language and technological skills. Complete the draft policy on support for faculty members under the talent development program by July 2026 for issuance and implementation in the 2026-2027 academic year.
- Units should proactively review and categorize their staff according to their capabilities, strengths, and development orientations (groups strong in international publications, groups strong in policy consulting, networking/cooperation with localities, and groups performing research and teaching tasks) to develop appropriate solutions for utilization, training, and recruitment; while ensuring transparency in the assignment of professional tasks. Units should report the results in writing to the University, through the Organization & Administration Department, in July 2026.
- The Department of Organization and Administration, in coordination with the Department of Training and Human Resources, shall finalize and finalize regulations on full-time staff; prioritizing the attraction of reputable professors, associate professors, and experts to enhance the quality of training, research, and the academic standing of the University.


4. Training and Learners
- Continue researching and adjusting the philosophy, objectives, and content of training programs (duration, credits, program structure) in a modern direction, focusing on core competencies, strengthening interdisciplinary connections, meeting the requirements of society, and aligning with the trend of higher education reform.
- Training units should proactively review current curricula; research and develop a major-minor field model, expand specialized fields, and strengthen interdisciplinary courses, applied courses, and courses taught in English.
- Continue to refine the doctoral training management process to be synchronized with master's training; accelerate digital transformation in training management and complete the system's operational launch by August 2026.
- Implement comprehensive solutions to ensure the quality and effectiveness of the 2026 admissions process; conduct a review of the admissions process for specialized high schools to determine a plan for 2027 that aligns with the restructuring direction of the high school system of Vietnam National University, Hanoi.
- To expedite the completion of the proposed mechanism for supporting basic science disciplines in the context of educational finance policy reform by August 2026.
- Review the international student management process, ensuring compliance with directives regarding unified management and reporting to the Board of Directors in July 2026.
5. Scientific and Foreign Affairs
- Continue to focus on implementing and ensuring the success of Project 2813 and the University's key scientific tasks; clearly identify priority areas, build strong research groups, and improve the effectiveness of scientific activities.
- Complete the scientific information management system by July 2026 and put it into operation from August 2026; organize regular updates; and provide quarterly reports on the research activities of the staff to serve the management, evaluation, and development of the university's scientific database.
- The Department of Science and Technology Development, in coordination with the Department of Training and Research, shall exchange, agree upon, and finalize the mechanism for implementing scientific research projects for doctoral students; ensuring uniformity throughout the University and creating favorable conditions for units to organize and implement them.
- Review and restructure the network of domestic and international partners, prioritizing reputable educational institutions, research institutes, and organizations to improve the quality of cooperation and support university accreditation and ranking (to be completed by July 2026).
- Vice Rector Dang Thi Thu Huong is tasked with directing the development of a unified partner database system throughout the University, to be completed by July 2026; to be put into operation from August 2026; and to enhance the effective utilization of international cooperation resources to serve training, scientific research, and staff development.
6. Quality assurance work
- Continue to promote the accreditation and ranking of universities.
- Review and finalize public disclosure reports in accordance with regulations, ensuring accuracy, consistency, and professionalism.
- Finalize regulations on academic integrity by July 2026, promulgate and implement them from the 2026-2027 academic year; coordinate to accelerate the deployment of academic integrity software for training, scientific research, and quality assurance from the 2026-2027 academic year.
- Conduct inspections as required.
7. Resource management
- Urgently finalize the processes and procedures related to the Academic Integrity software and hand it over to the Quality Assurance Department for use starting from the 2026-2027 academic year.
- Update the University's information and digital management platforms on the website system, paying attention to equipment copyright issues, ensuring stable and secure operation, and meeting the requirements of digital transformation in university management (to be completed by July 2026).
- Expedite the plan for repairing facilities during the summer; ensure all necessary conditions are in place for the new school year.
- Strengthen communication efforts in student recruitment, brand communication, and communication of the school's key activities, following the principle of "one point of contact - multiple connections," ensuring professionalism and effectiveness.
8. Financial matters
- Proactively research and develop plans to adapt to the roadmap for reforming the financial mechanism for postgraduate training; and at the same time continue to improve policies to support learners and develop basic science disciplines.
- Carry out procedures and disburse scholarships to students of the Specialized High School for Social Sciences and Humanities according to regulations.
10. Other tasks:Follow the plan that has been issued.
We request that the Board of Directors regularly monitor and direct all aspects of work, strengthen inspection work, and report to the Principal on the progress of implementing the plan and tasks within their respective areas of responsibility. We request that all units proactively implement tasks, ensuring timeliness and quality, especially for key activities.
Heads of units are requested to widely disseminate the Principal's conclusions from the monthly briefing sessions in a serious and complete manner.
