After listening to the exchange and discussion at the briefing conference on the following contents: (1) Report on the implementation of work in May 2026 and the work plan for June 2026; (2) Report on the implementation of the Rector's conclusions at the May 2026 work briefing conference; (3) Exchange and discussion of units and functional departments; (4) Opinions of the Vice-Rectors; the Rector concluded:
1. We generally agree with the opinions expressed by the school's management board and the discussions from the various departments at the conference.Heads of units are requested to continue to thoroughly understand and enhance the responsibility of leaders; proactively develop plans and implement work; actively propose solutions to promote the school's activities, and strengthen coordination in implementing the issued plan.
2. Organizational and administrative work
- On the occasion of the end of the school year, we request that the emulation and reward department review the major activities of the school during the 2025-2026 school year to evaluate, learn from experience, and honor and reward individuals/groups who have made significant contributions.
- Continue reviewing the planning and development of the teaching staff and building a pool of successor personnel; research mechanisms to support lecturers in creating a talent pool, prioritizing time for learning, research, and scientific publication, and fulfilling the requirements for academic degrees. Heads of units should ensure fairness in the assignment of teaching staff and the performance of professional duties.
- We request that all units proactively propose and actively attract experts from both within and outside the country, and effectively utilize the quality of human resources. The university will focus on strong, targeted investment in line with the new spirit. Simultaneously, we will promote the completion of the co-employment mechanism by July 2026, putting it into operation from August 2026 onwards.
- Continue to implement training and professional development programs for professional and administrative staff throughout the University.
- Complete and issue the School's Internal Spending Regulations, ensuring strict principles and a spirit of innovation, creating motivation for staff and employees.
3. Training, learners, and quality assurance.
- Ensure that admissions, graduation examinations, and diploma issuance activities proceed according to plan; Develop and organize the implementation of data collection on alumni.
- Vice Rector Dang Thi Thu Huong is tasked with directing the Science and Training departments to coordinate and discuss plans for scientific conferences for postgraduate students, ensuring the rights of the learners are protected.
- Vice Rector Bui Thanh Nam is assigned to direct the Quality Assurance Department to act as the focal point for working with other units on investment plans for the departments participating in university rankings over the next five years.
4. Scientific and foreign affairs work:
- Focus on building and implementing, ensuring the success of Project 2813 (implemented in accordance with the spirit of Decision No. 2813/QD-TTg of the Prime Minister on approving the Program to enhance the capacity of public research and development organizations in the period 2025-2030), clearly identifying priority areas and key investment solutions.
- The Science Department collaborates with the Information Technology Department to build and refine the scientific data system to serve management and practical use.
- The External Relations Department reviews information on domestic and international partners, paying particular attention to partners with journals so that the University can promote collaborative activities.
- Assign the Editor-in-Chief of the Journal of Construction and completion of the project to develop the Journal of Social Sciences and Humanities with the aim of upgrading to Scopus ranking in the third quarter of 2026.
5. Management of physical facilities and information technology.n
- Continue to ensure the best possible working and learning conditions for the university's staff and students at 336 Nguyen Trai. At the same time, proactively and actively coordinate with higher authorities to continue implementing the Hoa Lac Project.
- The Human Resources Management Department ensures the technical support for the operation, maintenance, repair, and upgrading of the Social Sciences and Humanities Journal's website to ensure continuous, stable, and professional operation; continues to coordinate with relevant parties to standardize the management information system, scientific data, partner data, and alumni data, and promotes communication activities.
6. Financial Management
- Complete tasks related to taxes, accounts payable, tuition fees, and audit requirements as per regulations.
- Enhance the effectiveness of financial management, using resources appropriately, economically, and efficiently.
7. Other activities:Follow the plan that has been issued.
We request that the Board of Directors regularly monitor and direct all aspects of work, strengthen inspection work, and report to the Principal on the progress of implementing the plan and tasks within their respective areas of responsibility. We request that functional departments proactively implement and ensure timely completion, especially for key activities.
Heads of units are requested to widely disseminate and implement the Rector's conclusions from the monthly briefing sessions seriously, fully, and on schedule.
The Department of Organization and Administration respectfully announces the conclusions of the Rector at the June 2026 work review meeting for the information and implementation of all functional departments and units.




The conference received reports and guidance from the leaders of the units and the school's leadership.
