University of Social Sciences and Humanities announces recruitment for civil servants

1. Conditions for registration to take the civil service exam

1.1. People who meet the following conditions

- Have Vietnamese nationality and reside in Vietnam;
- Of legal working age;
- Have application form;
- Have clear background;
- Have diplomas and training certificates appropriate to the job position;
- Health enough to perform the job or task;
- Meet other conditions, not contrary to legal regulations as required by the job position.

1.2. The following persons are not allowed to register for civil service recruitment:

- Loss of civil capacity or limited civil capacity;
- Being prosecuted for criminal liability; serving a criminal sentence or decision of the Court; being subject to administrative measures of being sent to a medical facility, educational facility, or reformatory school.

3. Recruitment standards on foreign language proficiency, IT and other job standards

	Foreign language proficiency	Have a foreign language certificate at level B2 according to the European reference framework or equivalent or higher; or have a university or postgraduate degree in foreign languages; or have a university or postgraduate degree abroad; or have a university or postgraduate degree from a foreign language training institution in Vietnam.
	Information technology	Have an IT certificate as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications; or have a diploma from intermediate level in information technology, informatics or mathematics - informatics or higher.
	Other requirements for professional title standards	- For Lecturers: + Have the ability to conduct scientific research: be the sole author or the first author of an article (for journals that do not arrange the author's name in alphabetical order) published in a specialized scientific journal with a standard ISSN code or a textbook chapter or monograph published by a publisher with a standard ISBN code. Commit to having a scientific article published in the proceedings of an international conference or seminar of a foreign publisher with an international standard ISBN code or equivalent or higher before the end of the first working contract. + Have a certificate of training in professional title standards for lecturers (for lecturer positions). - For Researchers: Have an article published in a specialized scientific journal with a standard ISSN code or a book chapter published by a publisher with a standard ISBN code or equivalent or higher. + Commit to having a researcher training certificate (grade III) within 01 year from the date of signing the employment contract.

4. Deadline and location for receiving documents.

4.1. Application documents include:

- Application form for recruitment in the form of receiving civil servants according toSample 01
- The civil servant's CV according to current regulations must be prepared no later than 30 days before the date of submission of the application, with confirmation from the agency, organization or unit where he/she works;
- Notarized copies of diplomas and certificates as required for the job position; Diplomas and certificates issued by foreign educational institutions must be translated into Vietnamese and notarized. Diplomas issued by foreign educational institutions must have a notarized copy of the Diploma Recognition Certificate from the Department of Quality Management, Ministry of Education and Training.
- Scientific background according toModel 02clearly stating the journal ISSN code for articles published in specialized scientific journals; the publisher's ISBN code for published textbook chapters or monographs, with confirmation from the working agency (photocopy of scientific products attached).
- Health certificate issued by a competent health authority no later than 30 days prior to the date of application submission.
- Self-assessment and evaluation of the proposed candidate on political qualities, moral qualities, professional qualifications and competence, and work process, confirmed by the head of the agency, organization, or unit where he/she works.
- Criminal record certificate issued by competent authority: Completed within 30 days from the date of receiving notification of acceptance results.
Note:
Candidates are responsible for the legality of their diplomas and certificates. In case, after the recruitment results are available, the successful candidate does not complete the recruitment application as prescribed or commits fraud in declaring the application form or is discovered to have used an incorrect diploma, certificate or certification to participate in the recruitment, the University of Social Sciences and Humanities shall issue a decision to cancel the recruitment results and not accept the application form for the next recruitment period. The received documents will not be returned.

5. Recruitment form and content:

5.1. Content of reception

a) Check the conditions, standards, degrees and certificates of the proposed candidate according to the requirements of the job position to be recruited.
b) Organize an examination of the general knowledge and professional and technical competence of the proposed candidate in the form of:
- Interview to test the candidate's expertise and professionalism.
- Interview scores are calculated on a 100-point scale.
- Time: 30 minutes for interview;
- Interview content:
+ General knowledge: Relevant regulations according to the requirements of the job position and knowledge about the University of Social Sciences and Humanities, about Vietnam National University, Hanoi.
+ Professional knowledge: assessment of trial lectures for candidates for lecturer positions; interviews for the remaining VTVLs.

5.2. Recruitment sources and ways to access sources:

Candidates with at least 5 years of work experience in a job position requiring a doctorate degree appropriate to the requirements of the job position to be recruited and have paid compulsory social insurance (excluding internship and probationary periods. If there is a period of work with compulsory social insurance payment that is not continuous but has not received a one-time social insurance benefit, it will be accumulated, including the previous working time, if any, in a job position belonging to the subjects specified in Point a, Clause 1, Article 13, Decree 115/2020/ND-CP dated September 25, 2020).
