10. Tóm tắt các kết quả mới của luận án:

- Luận án làm rõ bối cảnh lịch sử chi phối đến quá trình lãnh đạo xây dựng tổ chức cơ sở đảng của Đảng bộ tỉnh Hà Nam từ năm 1997 đến năm 2010: Đảng đã ban hành nhiều nghị quyết, các quy định, đồng thời chỉ đạo thường xuyên để xây dựng tổ chức cơ sở đảng về chính trị, tư tưởng và tổ chức. Ngày 01/01/1997, tỉnh Hà Nam tái lập, Đảng bộ tỉnh được tái lập trong bối cảnh điều kiện chính trị, kinh tế - xã hội của tỉnh có nhiều khó khăn, xáo trộn lớn do tách lập, các tổ chức cơ sở đảng đang kiện toàn và xác định nhiệm vụ mới.

- Luận án phân tích, luận giải quá trình Đảng bộ tỉnh Hà Nam lãnh đạo xây dựng tổ chức cơ sở đảng từ năm 1997 đến năm 2010 vượt qua bối cảnh khó khăn đặc thù, chủ động vận dụng và có những điểm sáng tạo các chủ trương của Đảng vào thực tiễn của Hà Nam: Đảng bộ tỉnh tập trung lãnh đạo tổ chức cơ sở đảng về tư tưởng và tổ chức (1997 - 2005); Đảng bộ tỉnh chuyển hướng tập trung lãnh đạo xây dựng tổ chức cơ sở đảng về chính trị, nâng cao bản lĩnh chính trị và năng lực lãnh đạo chính trị của tổ chức cơ sở đảng trước những nhiệm vụ mới (2006 - 2010); đồng thời, Đảng bộ tỉnh rất chú trọng đổi mới phương thức lãnh đạo đối với tổ chức cơ sở đảng.

- Tuy nhiên, quá trình lãnh đạo xây dựng tổ chức cơ sở đảng của Đảng bộ tỉnh Hà Nam từ năm 1997 đến năm 2010 còn một số hạn chế như: chưa có nhiều chủ trương mạnh mẽ mang tính bước ngoặt trong lãnh đạo tổ chức cơ sở đảng thực hiện nhiệm vụ chính trị; nhận thức về tổ chức cơ sở đảng và nhiệm vụ lãnh đạo xây dựng tổ chức cơ sở đảng của cấp uỷ các cấp chưa đồng đều; thực tiễn chỉ đạo thực hiện chưa đạt được hiệu quả như yêu cầu, vẫn mang tính hình thức; việc lãnh đạo tổ chức cơ sở đảng thực hiện các nguyên tắc tổ chức và hoạt động còn hạn chế…

- Luận án rút ra một số kinh nghiệm quý đối với Đảng bộ tỉnh Hà Nam trong lãnh đạo xây dựng tổ chức cơ sở đảng từ năm 1997 đến năm 2010: Luôn coi trọng lãnh đạo tổ chức cơ sở đảng xây dựng nghị quyết đúng đắn, phù hợp với địa phương; Phát huy dân chủ thực chất trong xây dựng tổ chức cơ sở đảng; Xây dựng, củng cố khối đoàn kết, thống nhất trong tổ chức cơ sở đảng là cơ sở để xây dựng sự đoàn kết thống nhất trong hệ thống chính trị cơ sở và nhân dân; Luôn chú trọng lãnh đạo xây dựng đội ngũ cán bộ, đảng viên, nhất là đội ngũ cán bộ chủ chốt cấp cơ sở; Dựa vào dân, phát huy vai trò của nhân dân để xây dựng tổ chức cơ sở đảng.

11. Khả năng ứng dụng trong thực tiễn:

Luận án đúc kết một số kinh nghiệm về lãnh đạo xây dựng tổ chức cơ sở đảng của Đảng bộ tỉnh Hà Nam từ năm 1997 đến năm 2010 có thể vận dụng tại địa phương và các địa phương khác hiện nay.

Các tư liệu và kết luận trong luận án có thể dùng làm tài liệu tham khảo để biên soạn lịch sử Đảng bộ tỉnh và lịch sử tỉnh Hà Nam hoặc nghiên cứu, giảng dạy các môn khoa học có liên quan.

10. Summary of the new findings of the thesis:

- Based on the selective overview, the thesis has clearly demonstrated the impact of historical situation to the leading process of Ha Nam Provincial Communist Party Committee in building grassroots organizations from 1997 to 2010. From this research focus, the Communist Party has released many resolutions, regulations, and instructions to establish the Party cell in all aspects: politic, ideology and organization. On January 1^st, 1997, Ha Nam province was re-founded meanwhile the Provincial Communist Party Committee had to work in the situation which was both politic and socio-economic factor carried many problems and mixtures; as well as the Party cells during that time also began to complete and define new tasks

- From this point, the thesis has analyzed and interpreted the process while Ha Nam Provincial Communist Party Committee produce policies to build up the grassroots organizations from 1997 to 2010. The thesis has highlighted when the Party Committee overcomes the specific difficult situation, actively applying and having the creative points of the Party in the reality of Ha Nam: In other words, the provincial Party Committee focused on organizing the party cells about ideology and organization ( 1997 - 2005); The provincial Party Committee also has shifted its focus to building the Party's political foundation, enhancing the political capacity, and political leadership of the grassroots Party Organization in term of facing new tasks (2006-2010). At the same time, the provincial Party Committee has paid much attention to renovating the leadership method for Party grassroots organizations.

- However, the thesis has demonstrated the process of building Party-based organization process by the Party Committee of Ha Nam province from 1997 to 2010 still has some limitations such as: the lack of a strong policy which could create the turning point Party organizational leadership carry out political tasks at grassroot level; The perception and the task of leadership of building Party cells by the Party committees at all levels is uneven; Practical implementation guidelines have not been as effective as required, they are still formal; The leadership of the grassroots party organization in implementing the principles of organization and operation is limited.

- In conclude, the thesis has drawn some precious experiences for the Ha Nam Party Committee in the leadership of building party organizations from 1997 to 2010: Always appreciate the role of leaders of party organizations to build correct resolutions , consistent with the local; Promote democracy in the building of grassroots party organizations; Building and consolidate solidarity - unity in grassroots party organizations as a basis for building unity between the grassroots political system and the people; Always attach importance to build up the contingent of cadres and party members, especially, the grassroots cadres; Relying on the people, promoting the role of the people to build grassroots party organizations. 

11. Practical applicability: 

The thesis summarizes some experiences of the leadership in building grassroots party organizations of Ha Nam province from 1997 to 2010. This experiences also can be applied in local and other localities.

The materials and conclusions in this thesis can be used as a reference to compile the history of the provincial Party and the history of Ha Nam province or to study and teach related subjects.
