Mr. Chen Ba Xi said that the Vietnamese community in Taiwan was quite large and had become the fourth largest of all. In addition, the increase of economic exchanges between the two countries helped to promote the understanding of Vietnamese culture and language in Taiwan. Universities in Taiwan are increasingly interested in developing research programs to Vietnam. But although there have been many exchanges between Vietnam's and Taiwan's universities, specific programs have not been implemented adequately. Consequently, representatives of the Taipei Economic and Cultural Office proposed promoting relations more specifically and practically, especially with an emphasis on increasing exchanges of cultural and language teachers between USSH and Taiwan's universities.
Agreeing with this point of view, Dr. Pham Quang Minh affirmed the interest of USSH in developing cooperation with the universities of Taiwan and remarked that the Taipei Economic and Cultural Office will be an important bridge facilitating effective partnerships. Dr. Pham Quang Minh also said these partnerships should be consistent, centralized and legalized by an official memorandum.
At the meeting, representatives of USSH make a specific proposal that the Taipei Economic and Cultural Office act as a hub connecting USSH with universities in Taiwan through student and lecturer exchanges; conducting joint research programs with universities and institutes of Taiwan related to the two countries' economic and social issues; and providing scholarships for Vietnamese students to study at Taiwan universities.
