- Regarding the theoretical basis: Having studied numerous scientific works both domestically and internationally, and compiled and developed them, the doctoral candidate presents the concept of strategy as follows: "Strategy is the art of using special measures to maximize resources in order to achieve goals," and the perspective on technical means in the People's Public Security sector as follows: "Public technical means: Used openly, known to everyone, with supervision, and whose results directly serve the work of detecting, combating, preventing, suppressing, and neutralizing the activities of hostile organizations and individuals that infringe upon and undermine national security and social order; Secret operational technical means: Used with completely secret operational methods, only specialized agencies and officers are authorized to apply them, in order to inspect, supervise, prevent, collect information and documents as evidence for investigation, detection, combating, preventing, suppressing, and neutralizing the activities of various types of crimes that violate the law, contributing to ensuring order." social safety."
- The doctoral candidate surveyed and evaluated the results of the implementation of the Science and Technology Development Strategy for the period 2004-2015, analyzing data on the number of research projects, research fields, participating research units, and funding sources. A thorough analysis of the science and technology activities of the General Department of Security, Police, Intelligence, and Logistics - Technical Services was conducted, drawing lessons learned.
- Regarding the strategic planning perspective: Based on the analysiscontextSecurity, regional, global, and domestic order; major trends; opportunities, challenges, and forecasts for the development of science and technology impacting the science and technology development strategy within the People's Public Security Force, from the perspective of the Party and State, and the Ministry of Public Security's orientation on science and technology. The doctoral candidate's orientation for the development of science and technology within the People's Public Security Force in the new phase is: "Long-term operational orientation (10-20 years), gaining an advantage in a volatile environment by leveraging resources to achieve objectives."
- Regarding strategic planning solutions: The author studies several strategic planning experiences of countries around the world. Based on this, seven groups of solutions are proposed for strategic planning of science, technology, and engineering development in the Vietnamese People's Public Security Force in the new phase, as follows: Innovating strategic vision and thinking; Innovating approaches and goal setting; Identifying key technologies and priority tasks; Building a strategic map for science, technology, and engineering development in the People's Public Security Force; Selecting optimal planning methods; Strengthening all resources in strategic planning; and Collaborating in strategic planning for science, technology, and engineering development in the People's Public Security Force.
The thesis made recommendations to the government to define specific goals regarding national security and social order in the national science and technology development strategy until 2020; recommended that the Ministry of Science and Technology cooperate, coordinate, and support the Ministry of Public Security in the strategic planning process; recommended that the Ministry of National Defense delineate responsibilities to avoid overlapping directions in science and technology development; and recommended that the Ministry of Public Security establish a Steering Committee and Subcommittees to assist in planning, focusing on appropriate approaches.
The doctoral candidate has completed one research project at the ministerial level and has seven scientific research papers published in the Journal of Science, Technology and Environment - Ministry of Public Security.

Contributing theoretical and practical foundations as reference material for the planning of the next phase of the People's Public Security's science, technology, and engineering strategy.

I am currently the principal investigator of a state-level independent research project titled "Research, design, and fabrication of a day/night observation system using InGaAs CMOS receivers in the near-infrared region".

- About theoretical basis: To have been researched and referred to some related scientific topics of experts domestically and internationally as well as developing them, the author shows his viewpoint about the concept of strategy: Strategy is the art in using the special measures enable to highest promote most of resources to reach into certain target, and his point of view about the public technical means in the People's Public Security Force: The public technical means: to be used publicly, most of people know having supervision, its results to serve directly for detecting, fighting, preventing and suppressing also neutralizing all ilegal activities of particular or organization harming to national security, social order and safety", or "Secret technical means: to be used completely secretive, just only competent agencies and police officials can be applied it for purpose inspecting, supervising, preventing or collecting related information and documents which are as important evidences to serve for investigation, detecting, fighting, preventing, suppressing and invalidating activities of crimes aimed to contribute to ensuring social order and safety".
- PhD student has taken a survey and judged the implemented result about development strategies of science, technique and technology in period of 2004-2015 as well as data analyzing a number of researches, field of research, organizations or agencies participating in research and funds provided for input. In addition, the author has analyzed deeply the scientific and technological operations of general departments under Ministry of Public Security such as General Department of Security, General Department of Police, General Department of Intelligence or General Department of Logistics and Engineering to draw related experience.
- A viewpoint of strategic planning orientation: Based on analyzing about the security context in Vietnam, the Asia Pacific region and the world, the general trend, chances and challenges, forecast the progress of science and technology impacting to the strategies of scientific, technical and technological development of the People's Public Security, the oriented opinion of communist party and State, Ministry of Public Security about Science and Technology, researcher has brought out his opinion about the scientific and technical direction of the People's Public Security in new stage: “Make an orientation in long term (10 to 20 years), take advantage of opportunities in a fluctuating environment by strongly promoting resources aim to get general target.”
- Solution of strategic planning: Author has studied experience in strategic planning of some countries in the world. So he proposed 7 groups of solutions to plan the development strategy of science and technology of the People's Public Security in new stage is: Innovating the thought of strategic vision; changing the way to approach and determine target; defining key technology and focused task; building up a map of development strategy about science and technology in the People's Public Security; choosing some optimal planning methods; strengthen all resources for strategic planning; Cooperating in strategic planning to develop science and technology in the People's Public Security.
Thesis has demonstrated many recommendations to government as well as suggest them to define concrete goals about national security, social order and safety in the strategy of scientific, technical development of Vietnam to 2020; request to the Ministry of National Defense in clearly determine responsibilities aim to reduce overlap in the orientation of science, technical development, suggestion to Ministry of Public Security to establish The steering committee, The assistant subcommittee to focus in the approaching appropriate methods.
Author has conducted a scientific research (ministry level) and 7 publications on the journal of Science, Technology and Environment under The Ministry of Public security.
