- The thesis assesses the strengths and weaknesses of the Party Committee of Ha Tay province in leading mass mobilization work.

- This thesis draws some practical lessons from the mass mobilization work of the Party Committee of Ha Tay province.

Upon completion, this dissertation can be used as a reference document for Party committees in leading mass mobilization work. It can also serve as a reference for studying the history of the Party Committee of Ha Tay province from 1991 to 2008.

10. Summary of the new findings of the thesis:

- Firstly, the thesis explains the important impact factors and some major policies of the Provincial Communist Party Committee about mission in propaganda with people in Ha Tay province.

- Secondly, this thesis demonstrates scientific policies by the Ha Tay Provincial Communist Party Committee as well as the process in practice of the propaganda with people mission during the period 1991 - 2008.

- Thirdly, the thesis also classifies all weaknesses and strength points of the Ha Tay Provincial Communist Party Committee for the time doing propaganda with people.

- All and all, the thesis helps us to demonstrate some experience lessons to contribute to mission of propaganda with people from the Ha Tay province case study.

11. Practical applicability:

After finished, the thesis could be used as reference document providing for Communist Party Committee in provincial level to develop the propaganda with people mission. Besides this, the thesis could also be the material for researches about the history of Ha Tay Communist Party Committee, especially during the period: 1991-2008.

- Figure out Vietnam's Party policy about the propaganda with people mission in Renovation Period (Doi Moi).
