Secondly, the thesis presents the guidelines of the Thai Binh Party Committee on the building of the groundswells political system and the process of directing the implementation of the Party's groundswells political system from 1997 to 2010.

Thirdly, the thesis evaluates the strengths and limitations of the Thai Binh Party's Party leadership in building the grassroots political system from 1997 to 2010.

Finally, the thesis draws on a number of experiences to contribute to building a more effective political system at the groundswell level.
