1. Purpose and research objects of the thesis

Firstly, the research purpose of the thesis is to clarify the US cultural diplomacy policy and the implementation process of this policy during the period 2001-2016, in order to draw experiences for Vietnam in cultural diplomacy as well as in relations with the US.

To achieve that research purpose, the thesis has carried out the following tasks:

  1. Analyze the theoretical basis, historical basis and main factors affecting US cultural diplomacy in the period 2001-2016;
  2. Analyze the views, goals and implementation methods of US cultural diplomacy during the terms of President GWBush (2001-2008) and Barack Obama (2009-2016);
  3. Comment on the characteristics of American cultural diplomacy; Point out the achievements and some remaining problems in implementing American cultural diplomacy;
  4. In addition, the thesis also studies the cultural diplomacy activities of the US with Vietnam and the main impacts on the relationship between the two countries, thereby giving some recommendations on cultural diplomacy for Vietnam.

2. Research methods used

The study of American cultural diplomacy is related to international and regional issues, taking place in a certain period, so international relations research methods are the main methods used in the thesis. The international relations research methods used in the thesis are: policy analysis method, system-structure method, power analysis method, etc.

In addition, the thesis also uses other scientific research methods such as observation method, historical method, logical method, historical comparison method, statistical method, ... Historical descriptive research method, chronological and synchronic methods to help recreate the overall picture and development process of US cultural diplomacy policy through the periods. Logical method, historical comparison are used to explain the phenomena that occur, analyze the causes that govern the movement, compare the changes in scale, quality of implementation, and deployment of US cultural diplomacy policy. Systemic method is used to place US cultural diplomacy policy in relation to the world, regional context and in US foreign relations in particular. Thereby, the factors influencing the US cultural diplomacy policy in the early 21st century are also clarified. Meanwhile, the power analysis method helps to recognize the role and position of cultural diplomacy in the soft power of the country. The statistical method aims to collect and systematize information and data for evidence.

In short, due to the interdisciplinary and multidisciplinary nature of social sciences in general and international relations research in particular, the above research methods will be combined and applied flexibly in the thesis. Combining research methods will help the researcher examine the US cultural diplomacy policy in a complete structure consisting of many interacting factors, moving along the time axis with many fluctuations in the global and regional context. At the same time, applying such methods also helps to identify the characteristics, achievements and some remaining problems in the US cultural diplomacy activities.

3. Main results and conclusions

Entering the 21st century, US cultural diplomacy has entered a new period with new developments under the two Presidents GWBush and Barack Obama. Under the influence of exogenous and endogenous factors in the period 2001-2016, US cultural diplomacy has had many changes in goals, institutions, content and implementation methods. US cultural diplomacy has had such changes thanks to a solid foundation and inheriting the achievements of previous periods. In general, US cultural diplomacy in this period has continued to develop, although not necessarily evenly. However, the US cultural diplomacy under President GWBush and Barack Obama has some notable points such as: activities associated with public diplomacy, organized at two levels: state and non-state with the participation of non-governmental entities but maintaining the leading role of the state, utilizing and combining with businesses to take advantage of economic channels to spread cultural values, being steadfast with the goals of national foreign policy, linking cultural diplomacy with the goal of developing soft power, flexibly adjusting or changing the organizational structure depending on the reality of each period with a focus on specialized agencies under the Ministry of Foreign Affairs, regularly innovating and diversifying forms or methods of operation... These characteristics can help us draw experiences for the development of our country's cultural diplomacy.

In general, American cultural diplomacy has made significant contributions to the United States, such as improving the image of the United States in the world, helping to increase cultural influence on a global scale, contributing to increasing the overall strength of the United States, etc. Therefore, cultural diplomacy is increasingly interested in and valued by the United States and is considered an important component of the soft power of the United States. However, the biggest difficulty for the United States is still improving the country's image in the Muslim world, the turning away of Latin American countries, or the reputation of the United States in Western countries has not fully recovered as before. The main reason is that the GWBush administration's foreign policy has had a heavy impact, leaving serious consequences. Changes in foreign policy, including cultural diplomacy under President Barack Obama, have gradually brought more positive signals to the United States. Lessons from failures and shortcomings in cultural diplomacy will motivate the US to continue to strengthen its cultural foreign policy and people-to-people diplomacy in addition to the efforts of state diplomacy. Currently, all countries attach importance to national interests when implementing foreign policies. However, in the cultural field, each country has a different identity, so Vietnam still needs to choose its own path. In conclusion, the researcher believes that if all countries just spent more money on cultural diplomacy and less on the budget spent on purchasing and using conventional and nuclear weapons, the world we live in would certainly be very different.
