- This dissertation analyzes and interprets, from a philosophical perspective, the causes and issues arising from the current situation of improving the theoretical thinking capacity of provincial-level leaders and managers in Dak Lak. Based on this, it proposes several viewpoints and solutions that offer valuable advice to government levels to improve the quality and effectiveness of the leadership and management workforce in general, and at the provincial level in Dak Lak in particular.

- The research findings of this dissertation are valuable for advising Party and government levels when formulating guidelines, policies, and laws on building a team of cadres to meet the requirements of accelerating industrialization, modernization, and international integration.
