10. Summary of new results of the thesis:
In terms of theory, the thesis defines autonomy and self-responsibility for science and technology; defines research universities, in which autonomy in science and technology is understood as self-determination of research tasks, and self-responsibility for science and technology is understood as self-assessment, self-monitoring of the implementation of science and technology activities, ready to publicize all results of science and technology activities to competent authorities; and research universities are places that focus mainly on scientific research activities, creation and dissemination of knowledge in their key fields. Teaching and training on the basis of research. The thesis has clarified in terms of theory the impact of policies in general and the impact of science and technology policies in particular on science and technology activities in universities such as: Approaches to evaluating science and technology policies; Methods for evaluating the impact of science and technology policies; Develop a theoretical framework for assessing policy impact and provide indicators to assess the impact of science and technology policies on science and technology activities in universities.
In terms of practice, by combining quantitative and qualitative investigation methods, the Thesis has clarified the current status of the impact of two groups of science and technology policies on science and technology activities in universities; assessed the positive impacts; negative impacts of the two groups of policies on science and technology activities in universities and pointed out the limitations and shortcomings of these two groups of science and technology policies themselves. On that basis, the Thesis has proposed four groups of solutions to orient the impact of science and technology policies to improve the scientific research function of universities in order to contribute to promoting the formation of research universities in Vietnam.
