On the basis of the theory of Marxism-Leninism, Ho Chi Minh thought, documents, resolutions, directives of the Party and State; resolutions, projects, plans of the Thai Binh Provincial Party Committee, the Thai Binh Provincial Military Party Committee, the People's Committee, the Thai Binh Provincial Military Command on building the militia and self-defense force in the period of 2005 - 2015. From the perspective of Party History, the thesis focuses on clarifying issues of influencing factors, systematizing, analyzing and clarifying policies, directions, evaluating and summarizing the main experiences from the process of the Thai Binh Provincial Party Committee leading the building of the militia and self-defense force from 2005 to 2015.
