11. Summary of new results of the Thesis
The thesis analyzes the factors affecting the process of Vietnam seeking assistance from the Soviet Union in the field of education and training.
Based on historical documents, the thesis recreates the Party's policy and process of seeking assistance from the Soviet Union in education and training in two periods: 1954 - 1964; 1965 - 1975.
The thesis draws conclusions on the advantages: The Party correctly perceived and took advantage of the Soviet Union's support in education and training to set out guidelines and policies for developing education and training in accordance with Vietnam's reality, synthesizing and analyzing the Party's achievements in the process of taking advantage of the Soviet Union. The Soviet Union's support helped Vietnam build new human resources - an important factor for a young country in the resistance war against the US. The above support promoted the relationship between the two countries to be consolidated and developed firmly. Vietnam effectively took advantage of the Soviet Union's support to develop internal strength. From experience in planning, the Party has strengthened its direction and organization of implementation to turn external strength (through the Soviet Union's support in education and training) into internal strength and made the victory of the resistance war against the invading US imperialists. The thesis draws lessons learned in the process of taking advantage of the Soviet Union's support to apply and develop in the current period.

The thesis explains the factors affecting the process of Vietnam enlisting the support of the Soviet Union in terms of education and training.
Based on historical documents, the thesis recreates the policy and process of enlisting the Soviet Union's support in education and training of the Party in two periods: 1954 - 1964; 1965 - 1975.
The thesis provides comments on the advantages: Comprehending the right perception, the Party enlisted the help of the Soviet Union in education and training to set out guidelines and policies for the development of education and training in line with reality in Vietnam; synthesize and analyze the achievements of the Party in the process of enlisting the Soviet Union. The support of the Soviet Union helped Vietnam build new human resources - an important factor of a young country in the resistance war against the US. The above support impulsed the relationship between the two countries to be consolidated and solidly developed. Vietnam has effectively utilized the support of the Soviet Union to develop internal strength. From the experience in planning, the Party has strengthened the direction and organization of implementation in order to turn the external strength (through the support of education and training of the Soviet Union) into internal strength and make the victory of the resistance war against American imperialism. The thesis illustrates lessons learned in the process of enlisting the help of the Soviet Union to apply and develop in the current period.
