This thesis analyzes the factors influencing Vietnam's efforts to secure Soviet assistance in the field of education and training.
Based on historical documents, this thesis reconstructs the Party's policy and process of seeking Soviet assistance in education and training during two periods: 1954-1964; and 1965-1975.
The thesis concludes with observations on the advantages: The Party correctly recognized and successfully leveraged Soviet assistance in education and training to formulate policies and strategies for educational development suitable to Vietnam's reality. It synthesizes and analyzes the Party's achievements in leveraging Soviet support. Soviet support helped Vietnam build a new workforce – a crucial factor for a young nation in the resistance war against the US. This support fostered the strengthening and steady development of relations between the two countries. Vietnam effectively utilized Soviet support to develop its internal strength. Based on this planning experience, the Party intensified its guidance and organization to transform external strength (through Soviet support in education and training) into internal strength, leading to the victory in the resistance war against the US imperialist invasion. The thesis draws lessons learned from leveraging Soviet assistance for application and development in the current period.
