11. Summary of new results of the thesis:
Firstly, in addition to summarizing a relatively complete theoretical foundation system with scientific value, the Thesis uses demand theories, system theories, top-down policy implementation models, representative theoretical approaches in social policy science, the theories are presented in detail and have high applicability in research and are integrated with theories to explain related issues.
Second, this is a large-scale practical study, set in the specific socio-economic conditions of a particularly difficult economic region such as Lai Chau province. Therefore, the thesis describes the demographic characteristics of ethnic minority high school students in Lai Chau province. At the same time, it points out the characteristics of implementing local education support policies. The research results also contribute to the development of the field of social work, focusing on the field of social policy and social security for ethnic minority children.
Third, the thesis also points out the factors affecting the results of mobilizing ethnic minority high school students to go to school. It emphasizes the external barriers and internal factors in the policy system that reduce the effectiveness of educational support for ethnic minority high school students in Lai Chau province such as: unfavorable natural conditions, socio-economic conditions, level and awareness of ethnic minorities, culture, customs and practices, and internal factors of the policy.
12. Practical applicability: It is possible to apply the top-down policy implementation model emphasizing the factors affecting the implementation of support policies for ethnic minority high school students in chapter 4.

10. Summary of the new findings of the thesis:
Firstly, in addition to concluding a relatively complete theoretical basis system with scientific value, the thesis utilizes demand theory, systems theory, top-down policy implementation model, representative theoretical approach in social policy science, the theories are presented in detail and are highly applicable in research and theoretical integrated to explain related issues.
Secondly, this is a large-scale practical study, placed in the specific socio-economic conditions of an especially difficult economic region such as Lai Chau province. Therefore, the thesis describes the demographic characteristics of high school students in ethnic minority areas in Lai Chau province. At the same time, pointing out the characteristics of the implementation of local education support policies, the research results also contribute to the development of the field of social work, focusing on the field of social policy and social security for children of ethnic minorities.
Finally, the thesis also points out the factors affecting the results of motivating high school students in ethnic minority areas to school. In which, educational it emphasizes the external barriers and internal factors in the policy system that reduce the effectiveness of educational support for high school students in ethnic minority areas in Lai Chau province such as adverse natural conditions, socio-economic factors, level, culture, customs, and intrinsic factors of policy.
11. Practical applicability, if any: The top-down policy implementation model emphasizes the factors affecting the implementation of support policies for high school students in ethnic minority areas in chapter 4 can be applied.
