Firstly, the thesis has systematized quite a lot of documents directly related to the process of human resource development leadership in Dong Nai province.
Second, it describes and reconstructs relatively fully the leadership of the Dong Nai Provincial Party Committee on human resource development through the two periods of 1996-2005 and 2006-2015. In particular, it shows the development of the period 2006-2015 compared to the period 1996-2005.
Third, the thesis has evaluated 3 advantages, 3 limitations and explained the causes in line with local reality. From there, the thesis has also drawn 3 valuable lessons for reference in the leadership and implementation of human resource development of the Dong Nai Provincial Party Committee from 1996 to 2015.

- The thesis provides readers with a relatively complete and systematic volume of reference documents on the process of Dong Nai Provincial Party Committee leading human resource development from 1996 to 2015.

Secondly, the thesis has described and restored the leadership of the Dong Nai Provincial Party Committee on human resource development through the two periods 1996-2005 and 2006-2015 relatively fully. In particular, the period of 2006-2015 is more developed than that of 1996-2005.
Thirdly, the thesis has evaluated 3 advantages, 3 limitations and explained the reasons associated with local practice. Since then, the thesis has also drawn 3 valuable lessons for reference in the leadership of human resource development of the Party Committee of Dong Nai province from 1996 to 2015.
