10. Summary of thesis results:
Firstly, the thesis focused on studying basic theoretical issues to develop the content; studying necessary concepts related to the topic such as the concept of policy, public policy, public policy implementation, factors affecting public policy; public health policy, goals, and roles of public health policy; concepts of barriers and overcoming barriers in implementing public health policy;
Second, the thesis focused on studying the current status of implementing the public health policy, analyzing the current status of implementing the public health policy in Hanoi city. From the overview of the implementation of the public health policy and some results of implementing the public health policy, the author of the thesis has outlined the barriers in implementing the public health policy in Hanoi city, including barriers in facilities, equipment, barriers in financial resources for public health investment, barriers in human resources of the public health service, barriers in people's trust in the public health service. In particular, in Chapter II, the author of the thesis pointed out some causes of barriers in implementing the public health policy and the impact of barriers in implementing the public health policy, thereby making assessments of the barriers in implementing the public health policy;
Third, from analyzing the current status of implementing the YTCS policy to the barriers in implementing the policy, the thesis has proposed some basic solutions to overcome those barriers, contributing to improving the effectiveness of implementing the YTCS policy in Hanoi in particular and the whole country in general.

Firstly, the thesis has focused on researching the basic issues of theoretical nature to deploy the contents; learn the necessary concepts related to the topic such as the concept of policy, public policy, public policy implementation, factors affecting public policy; the public health policy, objectives and roles of the public health policy; the concepts of barriers, overcoming barriers in the implementation of the public health policy;
Secondly, the thesis has focused on researching the actual situation of implementing the public health policy, analyzing the actual situation of implementing the public health policy in Hanoi city. From the overview of the implementation of the public health policy and some results of the implementation of the public health policy, the author of the thesis has outlined the barriers in the implementation of the public health policy in Hanoi city, including physical barriers, infrastructure, equipment, financial resources to invest in public health care, human resources of public health, and people's confidence in public healthcare. Especially in Chapter II, the author of the thesis points out some causes of barriers in the implementation of the public health policy and the impact of barriers in the implementation of the public health policy, thus resulting in discussions regarding barriers in the implementation of the public health policy;
