10. Summary of the thesis results:
This thesis has summarized and clarified the theoretical aspects of drought and saltwater intrusion response in the press and television, based on a systematization of basic concepts related to the topic. Through this, it affirms that television consistently performs three functions: propaganda and guidance; monitoring and critical analysis; and encouragement and motivation regarding drought and saltwater intrusion response. Furthermore, the thesis has developed a table of evaluation criteria, content, and form to serve as a basis for comparison and assessment of the quality of television works. The author surveyed 489 works on drought and saltwater intrusion response in the Mekong Delta from June 2020 to June 2021 on three television channels: VTV1, VTV9, and VNews. These television works, diverse in subject matter and content, presented in various genres and forms, provided the most basic knowledge about drought and saltwater intrusion and had a certain impact on the awareness of the target audience. The focus was on four main areas: disseminating information about the Party's guidelines and policies, and the State's laws and regulations; providing basic information and updates on the drought and saltwater intrusion situation in the Mekong Delta; advising, disseminating knowledge and experience, and offering recommendations and guidance for effective drought and saltwater intrusion response; and introducing and commending successful and effective drought and saltwater intrusion response models. However, the articles still have some limitations in content, such as not reflecting the situation comprehensively. There is also a lack of works that disseminate knowledge and offer strong critical analysis.
The format of the works has undergone some innovations and improvements, becoming more relatable and lively. The use of on-location reporters combined with graphics and charts, as well as the creation of thematic threads, perspectives, and focal points, has made a good impression on the public. However, some news articles still suffer from excessive description, lengthy commentary, and confusing, dry data.
Based on the strengths and weaknesses of television programs, the author boldly proposed solutions for the future. These include raising awareness and strengthening the guidance of the Party, State, central and local ministries and agencies, and the press regarding information activities on drought and saltwater intrusion response. Strengthening linkages and coordination between press agencies and relevant agencies is also crucial. Television channels should continue to innovate the content and format of information on drought and saltwater intrusion response in the Mekong Delta. It is essential to develop special programs and sections on climate change, drought, and saltwater intrusion. In particular, press agencies need to build a team of journalists with solid professional knowledge and skills, dedication, and understanding of this field. Furthermore, television channels can adjust the number, duration, and frequency of broadcasts of programs on drought and saltwater intrusion response in the Mekong Delta to suit the circumstances.
