10. Summary of thesis results:
Autonomy and self-responsibility in public science and technology (S&T) organizations in general and public research institutes in particular have been widely implemented; however, the results achieved are still not as expected. From the practical requirements of successfully converting public research institutes operating under a subsidy mechanism to an autonomous mechanism, management methods, including management of S&T tasks, also need to change.
Results-based management has been applied in many fields at home and abroad. This method has helped improve the effectiveness of management work. Through preliminary surveys, results-based management is a suitable solution for organizations that carry out special, creative tasks such as scientific research activities, meeting the development trends of society; however, it is necessary to study the conditions for its application in public research institutes in the country.
The thesis has pointed out the necessary and sufficient conditions for implementing management solutions based on the results of science and technology tasks at public research institutes, responding to the trend of autonomy:
- Necessary conditions are the State's mechanisms and policies: It is necessary to perfect the legal framework for management according to the results of science and technology tasks at public research institutes.
- The sufficient condition is that the organization, management and implementation of science and technology tasks at public research institutes must be carried out according to the results-based management method.
11. Practical application:
Through the case study of the Institute of Occupational Safety and Hygiene, the thesis has proposed a number of necessary conditions which are the State's mechanisms and policies and sufficient conditions which are the organization and management of the implementation of S&T tasks according to the results at the grassroots level, thereby meeting the trend of autonomy.
These proposed solutions can be applied in public research institutes.

10. Summary of the findings of the thesis:
The autonomy and self-responsibility have been widely deployed at public science and technology organizations in general and public research institutes in particular. However, the effect is still not as expected. From the practical requirement to successfully transform a public research institute operating under the subsidy mechanism to an autonomous one, the management method including the management of scientific and technological tasks also needs to change.
Results-based management has been applied in many fields domestic and abroad. This method has helped to improve the efficiency of management. Through the preliminary survey, results-based management is a suitable solution for organizations performing special and creative tasks such as scientific research activities, meeting the development trend of society. However, it is necessary to study the conditions which are applicable at domestic public research institutes.
The thesis shows necessary and sufficient to deploy management solutions based on the results of scientific and technological tasks at public research institutes, meeting the trend of autonomy conditions:
