Based on the systematization of theoretical and practical issues related to the topic, the author concludes: "Communicating poverty reduction policies on district-level radio is the process of conveying, disseminating, and informing about regulations, decisions, and solutions of the State aimed at implementing poverty reduction activities; through district-level radio broadcasts and radio journalism; with the aim of influencing officials, the people, especially the poor."
Through surveys of messages, listener feedback from district radio stations, and in-depth interviews with leaders of the People's Committee, leaders and reporters of district radio stations in Ca Mau province, the following successes and limitations of poverty reduction policy communication on district-level radio stations can be concluded:
Regarding success: the public has begun to show interest in district-level radio content, with 72% of listeners being regular or very frequent listeners. Surveyed residents all indicated trust and strong confidence in the information broadcast on district radio stations, and felt they could apply what they learned.
Regarding limitations: the quality of information is still poor, still largely focused on performance reports, highlighting what we have done without much real-life information, reflecting the realities of life from the grassroots level, information is formulaic, and the strengths of sound in radio programs are not fully exploited; the number of radio listeners is still very small; the information is boring and unappealing, with 10% finding the content difficult to understand…
Based on an analysis of the causes of success and limitations, the author also proposes several recommended solutions to contribute to improving the quality of communication on poverty reduction policies in particular, and policies in general, on district-level radio stations.
The first and most important issue is the need to innovate the content and format of communication. Regarding content, we should focus more on the voices from the grassroots; provide information that people need rather than simply reporting on the results and achievements of various sectors; enhance information sharing and exchange, and equip people with life skills; highlight valuable details that have a significant impact on many people; and communicate policies in a concrete way through specific stories, not just verbatim statements. Regarding format, we should make good use of the advantages of audio in radio broadcasting; increase the production of thematic programs; record more opinions and exchanges from the grassroots, citizens, and businesses; sentences and news articles should be more concise, written in the active voice, with rounded figures and the use of verbs; and change the program format, with broadcasters presenting in a conversational style with listeners instead of reading aloud.
Secondly, there needs to be a change in leadership mindset and communication methods, towards a direction where different sectors should not interfere with the content of the district radio station's broadcasts.
Thirdly, it involves training and developing the skills of reporters, editors, and broadcasters.
Fourth, it is necessary to increase funding, infrastructure, and equipment to encourage creativity and innovation in information content, as well as to spread radio broadcasts widely among the people in order to improve communication effectiveness.
Fifth, it is necessary to make good use of social media to gather and disseminate information more widely.
Stories about poverty reduction need to be approached gently, presented through simple and ordinary situations, cases, and stories from everyday life. This will make district radio broadcasts more relatable to listeners. Furthermore, to attract listeners, the broadcasts must be novel, fresh, engaging, and not follow a boring, formulaic pattern. This is the challenge and also the aspiration of those undertaking this project.
11. Practical applications:
This topic is quite relevant to the practical operations of district-level radio stations in Ca Mau province, and will therefore be helpful to these units in their implementation process, aiming to change the content and format of information, contributing to attracting the public; helping to make policy communication in general, and poverty reduction policies in particular, more in-depth and effective; and contributing to making district-level radio stations more accessible and a companion to the people in carrying out activities at the grassroots level.
12. Future research directions:
Through the practical application at my unit, I will continue to research and explore in order to find solutions to further improve the quality of poverty reduction policy communication on district-level radio stations in the province.

10. Summary of the findings of the thesis :
On the basis of the systematization of theoretical and practical issues in connection to the thesis, the author is aware that: "The communication of poverty reduction policy on the district level radio is a popular process including news on about regulations, decisions and also solutions of the State in order to perform the poverty reduction operation; through district level radio wave and by the type of broadcast media, with a view to harvest influence towards government officials and people, especially the poor aiming at contributing to sustainable poverty reduction."
Through the survey of messages, with a number of listeners to the district radio along with a wide and deep interview given by leaders of the People's Committee, managers and reporters of radio stations in Ca Mau province, it is shown that: the media diffusion of poverty reduction policy on the district radio has really obtained some success but with still limited as follows:
For success : the public has begun to get an interest in district level radio content, with a frequent listening rate and very frequently extracted for 72%. The people through the survey believe that they have confidence and can trust to apply and to follow the information on the district radio waves.
In terms of limitations: the quality of information is not yet high, still loyal to the achievement reports, state the story has been done but there is little information to bring breath of life, less reflection of the real life from local places, information by the way of trails, lack of exploitation of sound strengths in the radio works; the audience quantity is still small ; boring information lacks appeal, 10% believe that the broadcasting content is still confusing...
On the basis of analysis on reasons leading to success and limitations, the author also offers a number of recommended solutions aimed at enhancing the quality of the communication of poverty reduction policy in particular, the policy in general on district level radio broadcasts.
The first and very important issue is to change the content and form of communication. About the content it should exploit more voices from the locals. It should provide information from people rather than the report of results, achievements performed by branches and sectors; strengthen information towards sharing orientation, exchanging and equipped with skills in life; exploiting valuable details in the direction of value able to affect many people; policy communications must be specific through real stories in a flexible manner... in terms of form, it is advised to promote good sound advantages in radio; enhancing production of thematic programs; featured much more the opinion of the exchange from the locals, people, enterprises; punctuation, news articles need to be shorter, write proactively, round figures, use words and verbs; changing the format of the program, broadcaster should show the communication style with listeners instead of reading news to listeners.
Second recommendation is to change leadership thought, sectors should not interfere with the information content of the district radio.
The third is training and fostering advanced skills for reporters, editors, broadcasters.
Fourth is to strengthen the expenditure, equipment facilities to encourage creativity, innovative information content as well as spreading radio waves widely in people to improve communication efficiency.
Fifth is to make good use of the social network advantage to exploit information and convey information to be more widely.
Stories about poverty reduction need to be approached gently through situations, cases, simple stories of life will be the way for the district radio to be closer to listeners. In addition, to attract listeners, broadcasting radio will be strange, new, attractive and does not follow the path in a boring way. It is the problem put forward and also the wish of the person implementing the theme.
11. Practical application capabilities:
This subject is quite close to the practical activities of district level radio stations in Ca Mau Province which so more or less would help the units in the implementation process to change content and form of information, contribute to public attraction; this is helpful to policy communication in general, and in particular the policy of poverty reduction going into depth and achieving more effectiveness; contributing to the district radio transmission which will become close and be a companion of the people in the implementation of the operations at the groundswells levels.
12. Further research directions:
Through the process of applying in the practice at the own unit, the author himself will continue to research and seek to find out solutions to further improve the quality of the communication poverty reduction policy in district level radio communication in the province.
