Conclusions from the July 2025 briefing session

On July 7, 2025, the University of Social Sciences and Humanities held its annual meeting. Rector Hoang Anh Tuan chaired the meeting, which was attended by the Party Secretary, the Vice-Chairman of the University Council, the Vice-Rectors, the Secretaries and Deputy Secretaries of the Party branches, the Heads and Deputy Heads of the units, the Chief Accountant, the Editor-in-Chief of the Journal, and the leaders of the various mass organizations.
After listening to the exchange and discussion at the briefing conference on the following contents: (1) Report on the implementation of work in June 2025 and the work plan for July 2025; (2) Report on the implementation of the Rector's conclusions at the June 2025 work briefing conference; (3) Exchange and discussion of units and functional departments; (4) Opinions of the Vice-Rectors; the Rector concluded:
1. Organizational work - Party group:Continue to finalize the procedures for reorganizing and restructuring level 2 units, and cease operations of level 3 units (departments) to implement a suitable and effective professional community model, facilitating the development of high-quality human resources and the completion of academic titles/degrees for teaching staff.
Principal Hoang Anh Tuan presented a bouquet of flowers to express gratitude for the contributions of Secretary Bui Thanh Nam after more than 9 years in the position of Head of the Training Department.
Dr. Dinh Tien Hieu received the appointment decision for the position of Head of Training Department - Faculty of Social Sciences and Humanities, Vietnam National University, Hanoi.
Associate Professor Dr. Nguyen Thu Hien received the appointment decision to the position of Head of the Faculty of Literature, University of Social Sciences and Humanities, Vietnam National University, Hanoi.
Dr. Nguyen Van Anh received the appointment decision to the position of Director of the Museum of History and Culture, Faculty of Social Sciences and Humanities, Vietnam National University, Hanoi.
2. Admissions and Training Activities:
- Regular university admissions: Closely follow the roadmap of the Ministry of Education and Training and Vietnam National University, Hanoi to ensure regulations, progress, and the quantity and quality of admitted students.
- Adjust 28 bachelor's degree programs to be completed by August 2025, finalize the issuance procedures, and ensure training can begin in September 2025.
- Regulations on common learning outcomes have been established. Relevant units are requested to coordinate with the Training Department to implement and balance the knowledge areas for their respective majors/specializations for acceptance in July 2025 and submit the dossiers to VNU in August 2025.
- The school has unanimously approved the specialized fields of study and requested relevant departments to review and develop appropriate courses within each major/specialization to provide timely support for the enrollment process.
- Assign the Training Department as the focal point to advise the Board of Directors on developing and opening 1-2 additional joint training programs with English language institutions in the first half of July 2025. Continue to accelerate the implementation of joint training activities with Chinese language training institutions according to the plan.
- Organize Master's and Doctoral training programs according to schedule and ensure quality. Heads of units should pay attention to managing the quality of professional work (theses, dissertations), especially regarding the Ministry of Education and Training's trend of tightening doctoral training standards.
- The school has approved over 51 short-term training programs. Relevant departments are requested to finalize the necessary procedures and technical aspects to facilitate widespread communication and promotion to learners. The school will discuss and agree on assigning a focal point/department to support units in carrying out administrative procedures related to bidding and settlement.
- The Training Department is finalizing regulations on organizing Vietnamese language certification exams outside the 6-level framework with partners for issuance in the first week of July 2025.
- Continue to be proactive and creative in communication work, promoting the implementation of communication content about the 80th anniversary of the school's tradition and the 30th anniversary of its founding.
3. Quality Assurance work:Continue to implement and complete the program evaluation procedures as planned. Assign the Quality Assurance Department as the focal point, and the High School for Social Sciences and Humanities will proactively coordinate with the Hanoi Department of Education and Training to ensure the accreditation process for the High School for Social Sciences and Humanities proceeds as scheduled.
- The school's leadership will work with the leadership and parent committee of the Specialized High School to exchange information about the school's activities, including calculating options to increase resources for the Specialized High School in the context of current budget cuts and tuition fee waivers.
4. Student Affairs:Continue to thoroughly innovate student affairs, from paperwork and documentation to providing maximum student support. Assign the Student Affairs Department to develop a proactive scholarship development plan and alumni relations plan to strengthen connections, mobilize resources, and report to the Board of Directors before July 15, 2025.
- Develop and advise on the plan/method for organizing the graduation ceremony in a solemn yet modern manner, innovating the program to enhance the image of the school.
5. Inspection work:The Inspectorate will coordinate with the Personnel and Organization Department and the General Administration Department to implement the monitoring of labor discipline for administrative staff throughout the University (implementation in July, operational from August 1, 2025, officially and strictly applied from September 1, 2025).
- Assign the Inspection Department to develop a plan for internal inspection and monitoring of the activities in several areas of work to support process improvement and avoid prolonged errors.
6. Scientific work:
- The Library and Textbook Project: Accelerate progress while ensuring quality and effectiveness.
- Workshops/Conferences: Follow the plan, paying particular attention to key/priority workshops in the coming period.
- Review the system of management documents to finalize necessary documents in July 2025 and issue them in August 2025 to ensure strict regulations when implementing tasks (curriculums; funding for science...).
- The Research Management Department will work with relevant units to receive proposals that can be integrated with the 8 science and technology programs of VNU and the science and technology policies of the Ministry of Science and Technology in accordance with the new spirit, and complete the key science and technology project, submitting it to the Board of Directors for approval and signing before July 18, 2025.
7. Foreign Relations:Continue to promote the attraction and increase of the number of foreign students and experts.
8. Administrative and Infrastructure Work:
- Promote the System Management Software Project, ensuring it is operational before September 15, 2025.
- Complete the infrastructure renovation in July and the first half of August 2025, ensuring synchronized operation from August 15, 2025, and stability for many years to come.
- The logo and visual identity system, after a thorough consultation and adjustment process, have been officially released. We request that all units use them in accordance with regulations, ensuring consistency and uniformity, while also promoting widespread dissemination and enhancing the school's image.
9. Financial matters:Complete the economic and technical innovation programs and finalize and issue tuition fee decisions for implementation; continue calculating financial options for the autonomy roadmap.
10. Other tasks:Follow the plan that has been issued.
We request that the Board of Directors regularly monitor and direct all aspects of work, strengthen inspection work, and report to the Principal on the progress of implementing the plan and tasks within their respective areas of responsibility. We request that functional departments proactively implement and ensure timely completion, especially for key activities.
Heads of units are requested to widely disseminate and implement the Rector's conclusions from the monthly briefing sessions seriously, fully, and on schedule.
The Administrative and General Affairs Department respectfully announces the conclusions of the Rector at the July 2025 work review meeting for the information and implementation of all functional departments and units.
