Vietnam National University, Hanoi will organize an aptitude test for high school students.

On December 16, 2020, Vietnam National University, Hanoi (VNU) held a conference to summarize the 2020 undergraduate and postgraduate admissions work and the 2021 admissions methods.
 
Director Nguyen Kim Son, Deputy Director Nguyen Hoang Hai, and Head of Training Nguyen Dinh Duc co-chaired the conference.
Also attending were representatives of the leadership and admissions officers of member and affiliated training units, as well as representatives of the leadership of the Office and functional departments of VNU Hanoi.
Head of Training Department Nguyen Dinh Duc presented a report summarizing the 2020 regular university admissions work and the admissions plan for 2021.
 
At the conference, delegates listened to and discussed reports summarizing the work of regular university and postgraduate admissions in 2020 and the direction of admissions in 2021; and a report on the draft plan for the high school competency assessment exam for the period 2021-2025.
In 2020, Vietnam National University, Hanoi (VNU) continued to use the results of the high school graduation exam to select students for regular undergraduate programs. The 2020 university admissions process was implemented with a focus on diversifying admission methods and aligning with international standards. To date, VNU has completed its undergraduate admissions process, enrolling 11,833 students in 133 undergraduate majors/programs; achieving the goal of recruiting high-quality students; strengthening the autonomy and responsibility of training units; and professionalizing the admissions process at VNU. All admission methods of Vietnam National University, Hanoi (VNU) have seen applicants register, be admitted, and enroll, especially the combined admission method (international foreign language certificates combined with scores from two subjects in the admission combination of the major/program – mainly candidates with IELTS certificates with a minimum score of 5.5 or higher) and achieved encouraging results (508 candidates were admitted and enrolled through this method – accounting for 5% of the total quota), raising the rate of direct admission and combined admission in 2020 to 15%.
 

The principles and methods of admission in 2020 created many opportunities and advantages for candidates. Candidates were allowed to choose an unlimited number of admission preferences and change their preferences once after knowing the results of the high school graduation exam, giving them the opportunity to study their favorite majors that suit their abilities. High-quality training programs achieved the highest enrollment results ever, accounting for 41% of the total enrollment in 2020.
The application of information technology in online exam registration, admission application, and enrollment confirmation helps candidates and their families reduce travel, avoid lost documents, and save time and costs for admissions committees.
 
 
For the 2021 undergraduate admissions process, Vietnam National University, Hanoi (VNU) continues to maintain stability and use the results of the high school graduation exam for admission, as well as other admission methods (direct admission according to the regulations of the Ministry of Education and Training and the specific regulations of VNU, admission based on international standardized test results such as SAT, ACT, A-Level, international foreign language certificates such as IELTS and equivalent), and admission based on the results of the high school student competency assessment test (organized by VNU).
In addition, VNU Hanoi continues to expand and adjust the criteria for direct admission to students who achieve excellent results in provincial-level excellent student competitions, and candidates from specialized high schools outside VNU Hanoi with excellent academic results and high school graduation exam results meeting the quality assurance threshold for the major.
In the coming period, Vietnam National University, Hanoi (VNU) will continue to build on its strengths, incorporate feedback from experts, educators, candidates, and society, and learn from the 2020 admissions process to improve quality assurance conditions, admission methods, and enrollment timelines to be more convenient for students. From 2021, the Ministry of Education and Training will assign university admissions to universities based on the implementation of the new general education curriculum. VNU has been preparing the necessary infrastructure and capacity to develop a roadmap for organizing the National Competency Assessment Exam for high school students to serve the admissions process (as one of the university admissions methods) in the future.
 

Ms. Vo Thi Minh Trang, Vice Head of the Training Department of Vietnam National University, Hanoi, presented a report on postgraduate admissions in 2020 and the direction for admissions in 2021.

Regarding postgraduate admissions, the 2020 admissions process was conducted safely and seriously, in accordance with the Provisional Regulations on Postgraduate Admissions at Vietnam National University, Hanoi (VNU) and other relevant regulations of VNU. According to statistics, the number of successful candidates for master's programs increased by 23.5%, and the number of successful candidates for doctoral programs increased by 33.8% compared to 2019.
 
 Rector of the University of Natural Sciences Vu Hoang Linh delivered a speech at the conference.
 
The admission process, both through competency assessment and selection methods, continued to expand. The competency assessment method was applied to 81 training programs, while the selection method was applied to 16 programs. The postgraduate admissions councils meticulously prepared the examination conditions, providing guidance and training to invigilators to ensure they were proficient in their duties and responsibilities. Invigilators and support staff successfully completed their assigned tasks. The University of Social Sciences and Humanities organized three additional examination centers in the local area. Thanks to thorough preparation, the examination proceeded safely and in accordance with regulations. The postgraduate admissions councils carried out the grading, scoring, and announcement of results in accordance with regulations and on schedule. Several technical issues were resolved promptly and within the proper authority, in accordance with the regulations and current rules, ensuring the rights of the candidates.
 
The Rector of the University of Education, Nguyen Quy Thanh, shared information about the allocation of enrollment quotas for various majors.
 
The 2021 postgraduate entrance examination is expected to be divided into two phases: Phase 1 will be held on April 17th and 18th, 2021; Phase 2 will be held on September 11th and 12th, 2021. 
According to the 2021 admissions guidelines report of the Steering Committee for Postgraduate Admissions, the admissions councils for master's and doctoral programs will basically remain stable as in 2020, expanding the scope of priority admissions and direct admission for candidates who have graduated from regular university programs in relevant fields under talent-based, international standard, and high-quality training programs… (for master's programs) and candidates with academic and scientific research achievements at the undergraduate and master's levels and with scientific articles published in ISI/Scopus journals… (for doctoral programs).
 
Nguyen Tien Thao, Director of the Testing Center and Deputy Head of the Training Department of Vietnam National University, Hanoi, presented the draft plan for the assessment of high school students' competency.

Also at the conference, delegates listened to and discussed the draft plan for the high school student competency assessment exam. Accordingly, the plan is built on the practical basis of reforming the general education curriculum in particular and higher education in general. Similar to the competency assessment exams of 2015 and 2016, candidates will complete the competency assessment exam in one session for each exam period. Exam results will be announced immediately after candidates complete the exam. Certificates of exam results will be sent to candidates three weeks after the exam date.
In 2021, the National Competency Assessment Exam (ĐGNL) is expected to be held at the VNU Testing Center with approximately 10,000 candidates, in 4-5 sessions from May to October, with each session having about 1,000-2,000 candidates. VNU may expand the scale by leveraging the resources and facilities of its member units, affiliated units, or partners.
 
Deputy Director and Head of the Admissions Steering Committee of Vietnam National University, Hanoi, Nguyen Hoang Hai, delivered a speech at the conference.

Speaking at the conference, Vice Director of Vietnam National University, Hanoi (VNU) Nguyen Hoang Hai, Head of the VNU Admissions Steering Committee, stated that in 2021 and subsequent years, training units need to review their training scale to determine enrollment targets and improve training quality. Along with this, they must improve learning conditions, develop infrastructure, and other quality assurance conditions, recognizing quality as the most important factor in attracting students to VNU. Regarding postgraduate admissions, the Head of the Admissions Steering Committee requested continued diversification of admission methods, expansion of direct admission criteria, and priority admission. Simultaneously, surveys should be conducted to assess the quality of students enrolled in postgraduate programs with majors that are directly related or closely aligned with undergraduate programs.

Concluding the conference, the Director of Vietnam National University, Hanoi, Nguyen Kim Son acknowledged and commended the efforts of the staff and departments involved in the admissions process. The Director assessed that Vietnam National University, Hanoi, had successfully conducted undergraduate and postgraduate admissions, achieving the set objectives: safety, quality, seriousness, adherence to plan and regulations, and creating consensus and support throughout the university.
 
Director Nguyen Kim Son stated that the enrollment results from the past year showed a clear stratification among the departments of Vietnam National University, Hanoi, and the attractiveness of training programs based on social needs. Therefore, appropriate support and adjustment policies are needed.
 
In 2021, the Vietnam National University, Hanoi (VNU) essentially maintained its overall training scale, enrollment quotas, and admission methods. Training units need to consider adjusting the quotas for each major/program to suit the scale and training capacity of their respective units. Regarding the form and policies of admissions, VNU will continue to combine stable admission methods as applied in 2020 and will continue to research and flexibly apply the experience of organizing the National Competency Assessment Exam, developing the necessary infrastructure to organize the National Competency Assessment Exam in the following years. Director Nguyen Kim Son emphasized, “In 2021, VNU will organize the National Competency Assessment Exam for high school students. This is a multi-purpose exam, in which VNU's training institutions can use the results as a method for university admission.” Training units need to consider and clearly define the percentage of university admission quotas for candidates using the National Competency Assessment Exam results.
 
Regarding postgraduate admissions, the Director of VNU emphasized that, in the coming period, the central task will be to improve the scale and quality of doctoral admissions. VNU will continue to develop pre-doctoral programs and scholarship funds for doctoral students from various sources to provide maximum support for doctoral students during their training.
 
Expected admission methods to Vietnam National University, Hanoi in 2021:

1. Direct admission and priority admission:
The Admissions Councils of training units shall develop specific regulations on the criteria for direct admission and priority admission, and publicly announce them on the training unit's website, the VNU website, the Ministry of Education and Training's admissions information page, and other mass media. The Admissions Councils of training units shall receive applications for direct admission and organize the direct admission process according to the plan of the Ministry of Education and Training and the guidance of VNU.
2. Selection process:
- Admission is based on the results of the 2021 high school graduation exam.
- Students who have graduated from high school or equivalent and have SAT or ACT scores as required by VNU Hanoi;
- Candidates must have graduated from high school and possess an A-Level international certificate as stipulated by Vietnam National University, Hanoi.
- Candidates who have graduated from high school and possess an international English certificate (IELTS, TOEFL, etc.), combined with the scores of two subjects in the admission test combination for the major/program (which must include either Mathematics or Literature).
- Candidates who have achieved the required entrance quality standards for the major/program based on their high school student competency assessment test organized by Vietnam National University, Hanoi;
- Candidates who are foreign nationals or Vietnamese citizens studying high school abroad (admission is subject to the separate regulations of VNU regarding the admission of foreign nationals).
