To meet the requirements of operating a two-tiered government and building a modern, flexible administration based on information technology applications, the Party Committee, People's Council, and People's Committee of Ky Lua Ward, Lang Son Province (with the Political Center as the coordinating body) collaborated with the University of Social Sciences and Humanities, Vietnam National University, Hanoi (with the Faculty of Political Science as the coordinating body) to organize a training course on "Knowledge Enhancement in Science and Technology, Innovation, and Digital Transformation" for 200 officials and civil servants in 9 communes/wards of Lang Son Province.

On the morning of January 29, 2026, in Ky Lua ward, the University of Social Sciences and Humanities, Vietnam National University, Hanoi, in collaboration with the Ky Lua Ward Political Training Center, organized a training course on science and technology, innovation, digital transformation, and digital technology in 2026. Attending the opening ceremony were Professor Hoang Anh Tuan, Rector of the University of Social Sciences and Humanities, Vietnam National University, Hanoi, and leaders from Ky Lua ward, Lang Son province.
Professor Hoang Anh Tuan – Rector of the University of Social Sciences and Humanities, delivered the opening speech at the training course.
The requirement to build a professional, modern, effective, and efficient administrative system that serves the people places a crucial task on promoting the application of information technology and the digital transformation of public service activities. In particular, with the two-tiered local government structure, the functions and responsibilities of the ward level have increased significantly, both in the number of administrative procedures and the quality of service provided to citizens and businesses. This places a great demand on ward officials and civil servants to improve their professional capacity, public service skills, and efficiency in handling work. Therefore, building a culture of lifelong, continuous, and regular learning for ward officials and civil servants is identified as a key and urgent task in the coming period.

The purpose of the "Training Course on Science and Technology, Innovation and Digital Transformation" is to gradually raise awareness, equip and update knowledge and skills in science and technology, innovation, digital transformation, and the application of information technology in management, administration, and public service; contributing to promoting administrative reform, improving work efficiency, and enhancing the quality of service to citizens and businesses in the locality. During this training course, lecturers from the University of Social Sciences and Humanities delivered lectures focusing on the following key areas: Understanding digital transformation and innovation in grassroots administration; shifting processes and methods from manual to digital and intelligent; applying artificial intelligence in administrative work; and developing a digital mindset and practical application of technology mastery.

According to the joint cooperation program, in the coming time, the University of Social Sciences and Humanities, Vietnam National University, Hanoi, will continue to implement scientific research, policy consulting, and training activities for Lang Son province in general and Ky Lua ward in particular in the University's areas of strength such as: training and developing high-quality human resources, administrative reform, local development management, urban development management, cultural and tourism development, and ethnic and religious affairs. On this occasion, the University of Social Sciences and Humanities, Vietnam National University, Hanoi, presented meaningful gifts to disadvantaged families in Ky Lua ward in celebration of the Lunar New Year 2026 (Year of the Horse), with a total value of 50 million VND. This is a meaningful and practical activity, not only significant in terms of material support but also a profound source of spiritual encouragement, further strengthening the cooperative relationship between the school and the Party Committee and government of Ky Lua ward, working together towards the goals of social welfare and sustainable development.
