The conference was attended by Assoc. Prof. Dr. Bui The Duy - Alternate Member of the Central Committee of the Communist Party of Vietnam, Director of Hanoi National University; the Deputy Directors of Hanoi National University; leaders of functional departments; and leaders, lecturers, and scientists from units under Hanoi National University.
The conference heard presentations on the orientations for developing the science, technology, innovation, and digital transformation plan for 2027, and regulations for managing professional tasks using the State budget at Vietnam National University, Hanoi.
In his opening remarks at the conference, Director Bui The Duy emphasized that the goal of Hanoi National University by 2030 is to have concrete products, focusing on four strategic technology sectors: Biomedical Sciences, Semiconductor Chips, Artificial Intelligence (AI), UAVs, and Robotics. Science and technology tasks must revolve around practical problems facing the nation, industries, and businesses. Research groups need to be oriented towards output goals, mastering 100% of the technology, not just producing scientific papers, and standardizing criteria for the explanation of science and technology task plans. Director Bui The Duy expects the five major research groups of Hanoi National University to create concrete products in the next five years.

The Director of Vietnam National University, Hanoi also directed several aspects of restructuring the organizational structure and the organization of science and technology projects. Specifically, Vietnam National University, Hanoi will restructure three key research centers: the Center for Strategic Technology Research, the Center for Social Sciences and Humanities Research, and the Center for Excellence in Basic Research in Natural Sciences. In addition, the Hoa Lac and High-Tech Park planning will be implemented with the function of developing research and experimental centers and commercializing science and technology products to businesses.
At the conference, Director Bui The Duy discussed with scientists and lecturers from across Hanoi National University issues related to policies supporting scientists in implementing key science and technology tasks, tax policies, and policies supporting and collaborating with scientists by businesses. Hanoi National University will continue to address obstacles regarding financial mechanisms, remuneration, and autonomy for scientists in the process of implementing science and technology tasks, and establish a direct and regular communication channel between the Director, the Science and Technology Department, and scientists of Hanoi National University.
The conference affirmed that Hanoi National University will shift strongly from "organizing implementation and reporting results" to "creating concrete products, real value, and measurable contributions to the socio-economic development of the country." This is a mandatory requirement for the 2025-2030 period to implement the spirit of Resolution 57-NQ/TW and Resolution 71-NQ/TW of the Politburo.
Associate Professor Pham Bao Son - Vice Director of Vietnam National University, Hanoi, delivered a speech at the conference.
Prof. Dr. Tran Thi Thanh Tu - Head of the Science and Innovation Committee, Vietnam National University, Hanoi, presented a paper on the orientation for developing the science, technology, innovation and digital transformation plan for 2027.
Dr. Le Xuan Tinh, Head of the Finance and Investment Department, Vietnam National University, Hanoi, presented on the Regulations on managing professional tasks using State Budget funds at Vietnam National University, Hanoi.
The conference received numerous contributions and exchanges of ideas from lecturers and scientists from units under the Vietnam National University, Hanoi.
