Assoc. Prof. Dr. Dang Thi Thu Huong - Vice Rector of the University of Social Sciences and Humanities, VNU Hanoi, delivered the opening remarks at the conference.
The introductory report, presented by Dr. Cam Anh Tuan (Head of the Department of Archival Studies and Office Management, Faculty of Social Sciences and Humanities, Vietnam National University, Hanoi), emphasized many theoretical and practical aspects of data management, particularly the necessity of a scientific approach to digital archival data, the role of technology companies, and the need to train high-quality human resources to serve this process.
Within the framework of the conference, researchers, organizations, and businesses exchanged views on many currently pressing issues, such as theoretical and practical issues of digital data governance in the context of current digital transformation; the characteristics and opportunities of data governance in the context of building a digital government; digital transformation in Party agencies; and solutions for digitization and document management software. In addition, issues related to the application of Artificial Intelligence in data governance and digital archiving to serve the digital government in Vietnam, the difficulties of digital data governance in the context of building and developing e-government and digital government; and the innovation of archiving training programs to meet the requirements of digital transformation… were also discussed at the conference.

The Organizing Committee received nearly 50 scientific papers from researchers at educational institutions, management agencies, organizations, and businesses nationwide. These papers were selected and compiled into a nearly 600-page conference proceedings, reflecting a multi-faceted research ecosystem on data and archival management in Vietnam's digital transformation process. The papers are divided into five main research areas. Besides issues concerning the theoretical and legal overview of data and archival management in digital government, the papers also address the improvement of processes.
In addition to professional practices, operational solutions, and information security assurance, the workshop also addressed the application of digital technology in data and archival management; the practical implementation of data and archival management in localities, agencies, and specialized fields; and the development of human resources and digital capabilities for archival work in the digital government.
Through organizing the conference and publishing the proceedings, scientists have begun to systematize the theoretical and practical issues facing data and archival management, contributing to the improvement of policies, updating training content, and guiding further research in this new and challenging field.

Major General Nguyen Ngoc Cuong - Director of the National Data Center, Executive Vice President of the National Data Association (DNA) - spoke at the conference.
Affirming the role of universities in research, training, and practical application.From an archival theory perspective, many issues concerning the management, analysis, processing, and use of digital archival data and documents need to be approached and explained scientifically and convincingly to facilitate the implementation of enacted legal regulations, especially for new stakeholders emerging in the digital archiving context such as IT companies and digital archiving service providers. On the other hand, only when the theoretical issues of managing digital archival data and documents are thoroughly addressed will the training of personnel involved in this work – one of the most important resources – meet the demands of practice.
As pioneering and leading units in research and training in Archival Studies, the Departments of Archival Studies and Office Management at two major universities in the country – the University of Social Sciences and Humanities under the Vietnam National University, Hanoi and the Vietnam National University, Ho Chi Minh City – have conducted numerous studies and implemented teaching on electronic and digital archival document management, while also transferring knowledge of modern archiving to several agencies and organizations. While the results achieved are significant, many theoretical and practical issues remain that require further discussion and sharing to further promote research, training, and the application of theory to practice.
Dr. Do Van Thang (Faculty of Social Sciences and Humanities, Vietnam National University Ho Chi Minh City) shared some theoretical and practical issues on digital data management in the context of current digital transformation requirements.
Mr. Bui Cong Cuong, M.Sc., from the Archives Department of the Central Party Office, presented a paper on digital transformation in Party agencies.
Dr. Nguyen Tuan Hoa, Scientific Advisor, FSI Investment, Trading and Technology Development Joint Stock Company, presented a paper on the topic of Data Governance in the Context of Building a Digital Government – Characteristics and Opportunities.
The workshop "Data and Archival Management in the Context of Digital Government Development in Vietnam" is a tripartite forum between scientists, practitioners, and technology companies to share research results and new technological platforms in organizing and managing databases and archival information in the digital environment, as well as the opportunities and challenges in management to meet the requirements of digital government.
This also presents an opportunity to promote cooperation between research and training institutions, management agencies, and technology companies in the field of data management and archiving, creating synergy and contributing to the provision of crucial data resources to serve the development of digital government in Vietnam.
