This was the topic discussed at the scientific conference themed "Strengthening advisory work on family building in the new situation," held this morning, July 30, 2026, at the University of Social Sciences and Humanities, Vietnam National University, Hanoi.

The workshop was co-organized by the Central Propaganda and Mass Mobilization Department; the Ministry of Culture, Sports and Tourism; and the University of Social Sciences and Humanities, Vietnam National University, Hanoi.

Attending the workshop were leaders and scientists from the Central Propaganda and Mass Mobilization Department; the Ministry of Culture, Sports and Tourism; the Ministry of Health; the Ministry of Education and Training; the Ministry of Public Security; the National Assembly's Committee on Culture and Society; the General Political Department; the Central Committee of the Vietnam Women's Union; the Central Policy and Strategy Board; the Vietnam Academy of Social Sciences; the Ho Chi Minh National Academy of Politics; the University of Social Sciences and Humanities; and representatives from Hanoi, Gia Lai, Quang Ninh, Ninh Binh, Bac Ninh, Nghe An, and other localities.

The Party's overarching ideology on family building in the new situation.

The scientific conference on the theme "Strengthening advisory work on family building in the new situation" is a significant scientific event, organized to implement the Party's guidelines and policies, the Resolution of the 14th Party Congress on family work, and to review the five-year implementation of Directive No. 06-CT/TW of the Party Central Committee on strengthening the Party's leadership over family building in the new situation. The conference also provides a forum for exchanging and discussing theoretical and practical issues, and proposing solutions to improve the quality of advisory work on family matters in the new development stage of the country.

The family is a special social institution where people are born, nurtured, educated, protected, and where the fundamental values of the nation are passed on. Throughout the revolutionary leadership process, the Vietnamese Communist Party's views on the family have been continuously supplemented and developed: from liberating individuals within family relationships, promoting the family as a rear base and economic unit, to establishing the family as the direct environment for personality formation, the foundation of culture, an endogenous resource, the subject, and the measure of development. From Ho Chi Minh's thought to the Party's documents, with a focus on the documents of the 14th National Congress and Resolution No. 80-NQ/TW of the Politburo on the development of Vietnamese culture, the Party has made new strides in its thinking on building the Vietnamese family.

Entering a new era of development, Vietnam is facing immense opportunities for rapid and sustainable growth, while also confronting unprecedented challenges. The processes of industrialization, modernization, urbanization, digital transformation, international integration, population aging, climate change, and the rapid development of artificial intelligence and digital platforms are creating profound changes in the structure, function, and relationships within Vietnamese families.

In his letter commemorating the 25th anniversary of "Vietnamese Family Day" (June 28, 2001 - June 28, 2026), General Secretary and President To Lam affirmed that "Preserving the family means preserving family traditions, preserving culture, and preserving the enduring strength of the nation." Throughout the revolutionary process, the Party and State of Vietnam have always identified building prosperous, progressive, happy, and civilized families as one of the central tasks of the Vietnamese human development strategy; and at the same time, consider the family as an important foundation for building a sustainably developed society.

New issues impacting the development of Vietnamese families in the context of digital transformation and international integration.

The workshop received 24 papers from managers and scientists, focusing on exchanging and discussing ideas, contributing to clarifying many new issues facing family building in the context of the country entering a new era of development.

First and foremost, the conference further deepened the understanding of the position and role of the Vietnamese family in the new stage of national development. The presentations and discussions unanimously affirmed that the family is not only the cell of society or the first environment for shaping human personality, but also a special cultural institution, a place for preserving, transmitting, and promoting national cultural values; and at the same time, an important subject in the development process, contributing to building human resources, strengthening internal power, and enhancing national competitiveness in the context of increasingly deep international integration.

Comrade Khuat Van Quy - Deputy Director of the Department of Grassroots Culture, Family and Libraries, Ministry of Culture, Sports and Tourism, presented a paper entitled: "Building Vietnamese Families in the Spirit of Directive No. 06-CT/TW: Current Situation and Solutions for Family Development in the New Context"

Comrade Do Xuan Tuyen - Deputy Minister of Health, presented a paper at the conference.

Analyses of the impacts of digital transformation, artificial intelligence, population aging, changes in family structure, the need for high-quality human resource development, and international integration have shown that family affairs are facing unprecedented opportunities and challenges. This requires a more radical shift in advisory thinking, a more comprehensive, interdisciplinary, and strategic approach.

From various perspectives, the Workshop reached a consensus on several key insights that will guide future advisory work. These include shifting from viewing the family primarily as the object of policy to viewing it as the subject of development; moving from approaching family affairs as a separate area of socio-cultural development to viewing the family within the overall strategy for human development, cultural development, and sustainable national development; and moving from addressing immediate problems to building the long-term development capacity of Vietnamese families.

The results of the Conference not only supplement the scientific and practical basis for research on the family, but also provide important arguments to serve advisory work, contributing to the improvement of the Party and State's guidelines and policies on family building in the new situation.

Colonel, Dr. Trinh Khac Cuong - Deputy Director of the Department of Internal Political Security, Ministry of Public Security, presented a paper entitled "New Issues Affecting the Development of Vietnamese Families in the Context of Digital Transformation and International Integration".

Dr. Nguyen Thanh Giang - Senior Lecturer, Institute of Leadership Studies and Public Administration, Ho Chi Minh National Academy of Politics, presented the topic: "Leadership capacity in implementing family work at the grassroots level from the spirit of Directive No. 06-CT/TW".

The university's contribution to research and policy advice on family development.

As a key national university in social sciences and humanities, the University of Social Sciences and Humanities, Vietnam National University, Hanoi, has always identified research on family as one of its core areas of focus.

Over the years, the University's scientists have conducted numerous studies on Vietnamese families across various fields including sociology, psychology, anthropology, social work, demography, gender and development, public policy, culture, and many other interdisciplinary areas. These research results not only contribute to the development of social sciences but are also transformed into scientific arguments serving the policy-making process of the Party and the State.

As a co-organizer of the conference, the University of Social Sciences and Humanities mobilized scientists from various specialized units to prepare papers focusing on many important topics, contributing scientific, objective, and interdisciplinary perspectives to the conference. Among them, Professor Hoang Anh Tuan and Professor Nguyen Tuan Anh, with their paper "Innovating the construction, sharing, and exploitation of data to serve policy advice on family matters," emphasized the role of interconnected, up-to-date, and analytical data in the policy-making process. Associate Professor Nguyen Truong Giang, with his paper "Theoretical and practical basis of advising on building Vietnamese families in the new situation and the results of 5 years of implementing Directive No. 06-CT/TW, issues arising in advising on family building," proposed shifting from administrative advice to strategic advice based on data, evidence, and predictive capabilities.

Prof. Dr. Nguyen Tuan Anh - Editor-in-Chief of the Journal of Social Sciences and Humanities, University of Social Sciences and Humanities, presented a paper entitled "Innovating the construction, sharing, and exploitation of data to serve policy advice on family matters".

In addition, Associate Professor Dr. Trinh Thi Linh, with her presentation "Preventing and Responding to Social Issues in the Family: From Handling Consequences to Risk Management," focused on analyzing the risks of relationship breakdown, emotional violence, and psychological trauma in modern families. Author Dinh Phuong Linh, in her presentation "Promoting Vietnamese Family Values in Building a Well-Rounded Vietnamese Person," clarified the meaning of values such as prosperity, happiness, progress, and civilization, and emphasized the need to translate these values into specific behavioral norms. Dr. Pham Dieu Linh, in her presentation "Building Vietnamese Families in the Context of Digital Transformation: Opportunities, Challenges, and Policy Implications," analyzed the multifaceted impacts of digital technology on communication, education, and family cohesion. In her presentation "Changes in the Vietnamese Family and the Need for Innovation in Family Planning in the New Development Era," Dr. Nguyen Thi Tuyet Nga pointed out changes in structure, function, and generational relationships, and highlighted the need for innovation in thinking and methods of policy advice.

The presentations offered an interdisciplinary perspective, encompassing data, policy, psychology, sociology, and digital transformation, thereby providing further scientific arguments for building prosperous, progressive, happy, and civilized Vietnamese families.
