The website of the University of Social Sciences and Humanities, VNU would like to respectfully introduce the speech of Prof. Dr. People's Teacher Nguyen Van Khanh - former Rector and Party Secretary of the University - at the ceremony announcing the decision to appoint the Rector of the University of Social Sciences and Humanities for the 2016-2020 term. The speech reviewed the past development of the University associated with the contributions and marks of Prof. Dr. People's Teacher Nguyen Van Khanh in the position of the highest leader; at the same time, shared his thoughts, feelings of attachment and expectations about the future development of the University of Social Sciences and Humanities, VNU.

Dear students,

First of all, please allow me to sincerely send to the leaders, distinguished guests, teachers and students of the school the best wishes on the occasion of the New Year 2016. In particular, I would like to congratulate Associate Professor Dr. Pham Quang Minh on being trusted by the collective and trusted by the leaders of Hanoi National University to be appointed as the Rector of the University of Social Sciences and Humanities for the 2016-2020 term. I wish you good health, courage and confidence, steadfastness and creativity to successfully fulfill the assigned responsibilities.

Prof. Dr. People's Teacher Nguyen Van Khanh has had two successful terms as Principal and Party Secretary of the School.

Dear leaders, teachers and everyone,

In 1995, I started participating in the Board of Directors of the Faculty of History. Since then, I have had more than 20 years of management work, including 10 years as Principal, 12 years as Secretary of the School Party Committee; in addition, 15 years as a Party Committee member of the Vietnam National University, Hanoi, including 5 years as a member of the Standing Committee of the Party Committee. During that time, on average, I had about 8-10 meetings per month, including Party cell meetings, Party Committee Standing Committee meetings, School Party Committee meetings; Rector meetings, school-wide meetings; VNU Party Committee Standing Committee meetings, VNU Hanoi meetings, etc., not to mention working meetings with units, work deployment meetings, meetings with organizations, ad hoc meetings, meetings with agencies outside the school. Thus, it is estimated that on average, I have about 100 meetings per year. In total, over the past 10 years, I have had about 1,000 large and small meetings. In most of those meetings, I mainly talked about the school or about general work. There were some meetings where I talked about myself, but they were all year-end review meetings of the Party cell, the Standing Committee of the Party Committee - Board of Directors of the School or the Standing Committee of the Party Committee - Board of Directors of VNU. Today, in this special meeting of the school, please allow me to say a few words about myself, about the important work that I have done in the past time.

Dear teachers, brothers and sisters and everyone,I am not a person who is interested in power, but when assigned by superiors and accepted the task, I voluntarily devoted myself, constantly learned, and tried my best to complete the assigned tasks well.

To lead and develop the School in the past two terms, I, together with the Party Committee and the Board of Directors, have gradually built and implemented 5 major policy axes targeting 5 basic areas of operation of the School, specifically:

1/ Carry out the improvement of the organizational structure of faculties, departments, and centers; pilot the construction of a model combining training, research, and services in the form of an Institute or a Service and Tourism company; promote the development of training professions to perfect the school's professional structure, while meeting the requirements of the country's socio-economic development and international integration. According to that orientation, from 2005 to present, many new majors and majors have been recruited for training such as Social Work, Anthropology, Vietnamese Studies, Hotel Management, Religious Studies, Organizational and Business Management, Development Psychology, Journalism and Media Management, etc. In addition, the School has also integrated and established many new units such as the Faculty of Political Science, the Faculty of Anthropology, and a number of applied research centers.

In 2013, the School established the Institute of Policy and Management - the first university-based research institute model in Vietnam.

2/ In scientific research, I, together with the Board of Directors, have directed the implementation of many policies to encourage lecturers and staff to proactively seek and successfully bid for many project topics. Thanks to that, from 2006 to present, the school's staff have presided over the implementation of 27 state-level topics, a 10-fold increase compared to previous years. In addition, the school also regulates the reward regime for staff whose articles are published internationally. Staff who have many high-quality published works in the country are also promptly rewarded... Notably, in June 2015, after decades of waiting, the school opened the Journal of Social Sciences and Humanities - this is the official academic forum of the school and the social sciences and humanities community in our country.

Prof. Dr. Ha Minh Duc - one of the outstanding teachers of the School - was awarded the State Prize for Science and Technology in 2000 for his works on Modern Vietnamese Literature and Literary Theory; and the Ho Chi Minh Prize for Science and Technology in 2010 for his works on Ho Chi Minh's literary career, journalism, and a number of theoretical and practical issues of Vietnamese culture and arts.

3/ In international cooperation, the School Board of Directors is very interested in developing new partners across continents, especially with universities ranked high in the world to learn and enhance prestige, while continuing to maintain and expand cooperative relations with universities with potential and practical needs to cooperate in training and scientific research, and coordinate the organization of international conferences. Thanks to that, up to now, the number of partners of the School has increased many times compared to 2005. The number of international students studying at the School has also increased rapidly and is regularly maintained at around 500 - 600 people/year. This is the largest number of international students compared to all other universities in Hanoi. International cooperation activities in recent times have not only contributed to expanding and enhancing the international prestige of the School, but also brought in a significant additional source of income to the School's general revenue.

The University of Social Sciences and Humanities is increasingly affirming its position and prestige in the region and internationally, becoming the destination of many heads of state and famous scientists.

4/ Regarding facilities and finance, in recent years, the Board of Directors has focused on investing in expanding the working and studying area, and modernizing equipment to serve the teaching and learning of staff and students. In particular, with the efforts of the School and the support of VNU, in the coming time, the School will expand the usable area to the entire E building after transferring M building to the VNU Information and Communication Center. The School's funding sources are used economically and effectively. In addition to the purpose of investing in renovating and expanding the area and purchasing working equipment and machinery, the School also saves on expenses to increase the salary fund and the additional income fund. Thanks to that, the average income of lecturers and staff has continuously increased. Currently, the average income of the School's staff has increased 3 times compared to 2005. This is a great effort of a basic science school in ensuring the lives of staff, creating conditions for staff to actively work and complete assigned tasks well.

5/ To improve the quality of training and international integration, the School's Board of Directors pays special attention to personnel work, considering the building of a qualified staff team as the key and most important step to successfully carry out the assigned tasks. In particular, due to the awareness of the characteristics of the School, most of the lecturers (about 60%) are young (under 40) and are in the process of training. Therefore, in addition to paying attention to the use of highly qualified lecturers who are professors and associate professors, the Board of Directors also implements many preferential policies for young staff such as: sending staff for training abroad; supporting funding for staff to attend scientific conferences at home and abroad; For cadres who study for a master's degree or doctoral degree in the country, they are considered to have their service hours reduced by 50%, and are exempted from 100% of tuition fees, have their seniority coefficient adjusted up, and are entitled to teaching seniority benefits even if they have not taught for 5 years as prescribed; in addition, doctoral students and students are also supported with additional funds to do research and write theses and dissertations. If they graduate ahead of schedule or on time with excellent grades, they will be rewarded, given priority in competition consideration or considered for an early salary increase. These policies have made a very important contribution to encouraging and creating conditions for young cadres to actively study to improve their qualifications and achieve academic qualifications. Thanks to that, up to now, 52% of the school's lecturers have achieved doctoral degrees, 28% have held the titles of Professor and Associate Professor, and many lecturers have been appointed to the title of Associate Professor at the age of around 35.

In recognition of the outstanding achievements of generations of staff and students of the School, over the past 10 years, the Party and the State have successively awarded the School with noble awards: the title of Hero of Labor (2005) and the Ho Chi Minh Medal in 2010, the Second First Class Labor Medal (2015).

The University of Social Sciences and Humanities was honored to receive the First Class Labor Medal for the second time in the celebration of the 70th anniversary of the University of Social Sciences and Humanities and the 20th anniversary of the University's establishment (October 2015)

The above successes are first of all thanks to the close direction of the Party organization and government at all levels; the hard work and dedication of the teaching staff; the encouragement and support of agencies, units and partners at home and abroad.

On this occasion, please allow me to express my most sincere thanks to the Party and Government agencies, the Ministry of Education and Training, the Ministry of Science and Technology, the Ministry of Foreign Affairs, the Ministry of Public Security and other central agencies, and to the Hanoi Party Committee, especially the Board of Directors of the Vietnam National University, Hanoi, for their attention, direction and creation of favorable conditions for the development of the University of Social Sciences and Humanities, and for helping me and the Board of Directors to successfully fulfill our assigned responsibilities.

I would like to thank the groups and individuals, embassies, international organizations in Vietnam; thank the universities, research institutes, scholarship funds, partners and close friends both domestically and internationally who have regularly cared, helped and supported me personally and the school in training activities, academic exchanges, contributing to the success of the school today and leaving sincere and deep marks of brotherly affection on the path of expanding international relations, promoting integration and development of the school.

I would like to thank the management staff of departments, divisions, faculties, and centers; leaders of organizations and units under the school; especially the comrades in the Party Committee and the School Board from Mr. Pham Gia Lam, Lam Ba Nam, Vu Duc Nghieu to the vice principals of the following terms such as Mr. Nguyen Kim Son, Nguyen Van Kim, Pham Quang Minh, Ms. Tran Thi Minh Hoa who considered each other as brothers and sisters of the same family, always standing side by side with me, sharing difficulties with me, working wholeheartedly, ready to undertake and complete well the assigned tasks. In particular, I would like to thank the former principals of the school such as Prof. Phung Huu Phu, Assoc. Prof. Pham Xuan Hang, Assoc. Prof. Pham Quang Long, although they are no longer in charge of the school's management positions, because of their affection and responsibility for the school and me personally, they still regularly pay attention to and learn about the school's situation and have given many valuable comments, contributing significantly to the school's development in the past terms.

Prof. Dr. People's Teacher Nguyen Van Khanh received many awards for his outstanding contributions in the fields of science, training, management and social activities.

But above all, no matter how hard I tried, I could not have fulfilled the responsibility assigned to me over the past ten years without the consensus, trust, support and help of all the cadres, lecturers and staff of the whole school. On the occasion of today's ceremony, please allow me to express my most sincere and deepest gratitude to all the teachers, staff, civil servants; my brothers, sisters, friends, colleagues, cadres, lecturers; specialists; service staff, drivers, security guards, and students who have worked and studied at the school for their close attachment, especially for sharing difficulties with me, sharing joys and sorrows, wholeheartedly supporting, encouraging and helping me in my work and fulfilling my responsibilities over the past years.

Since my first appointment as Vice Principal in 1999 until the end of last year, I have been a member of the Board of Directors for more than 16 years. During that time, I have constantly tried my best, worked with all my might, always sought advice, sincerely listened to everyone's opinions; handled and resolved work with a sense of responsibility, objectivity, impartiality and humanity, all for the benefit of staff, students and the overall development of the school. What I can do, I have tried my best. What I have not done, is mainly due to my limited personal capacity. If there is anything that I have said wrongly or done that has not been as expected, I sincerely hope that teachers, seniors and friends will sympathize and forgive me!

Dear distinguished guests, teachers, staff, and students,,

Over the past 20 years, through 4 terms as rector, the University of Social Sciences and Humanities has made impressive strides. In the coming period, especially during the 2016-2020 term of rector, our University is facing many advantages, but will also encounter many difficulties and challenges, especially the increasingly fierce competition of higher education in the context of international integration. But I hope and believe that, inheriting the achievements of 70 years of tradition and 20 years of construction, promoting the tradition of solidarity and strength of the whole University, taking advantage of and attracting the support and assistance of groups and individuals inside and outside the University, of Vietnam and international friends, the University of Social Sciences and Humanities will certainly continue to develop strongly to maintain its leading position in the country in training and research on social sciences and humanities and soon stand shoulder to shoulder with leading universities in the region and the world. From the bottom of my heart, I sincerely wish our School, the school that Uncle Ho decided to establish, to be forever peaceful and constantly develop.

Once again, I would like to wish all distinguished guests, teachers and everyone a happy new year and a Binh Than Tet 2016 with good health, lots of joy and happiness!
