- Dear officials, staff, lecturers, students, trainees, and doctoral candidates of the University!
1. First of all, I would like to thank the Party Committee, the Board of Directors of Hanoi National University, and the Party Committee and Board of Directors of the University of Social Sciences and Humanities for solemnly organizing this ceremony to announce the appointment of the Rector of the University. I believe this is a joyous occasion for over 500 staff members and nearly 10,000 students of the University, of whom I am just one representative. On this occasion, allow me to express my most sincere gratitude to all staff, faculty, and students of the University who have placed their trust in me, to domestic and international partner organizations that have always cooperated, and to my relatives, friends, and family who have always supported and encouraged me. In particular, I would like to express my gratitude to the former Rectors, Professor Phung Huu Phu, Associate Professor Pham Quang Long, Associate Professor Pham Xuan Hang, and Professor... Nguyen Van Khanh, the teachers who have taught me, the state scholarship-granting agencies and organizations such as OSW, DAAD, and the schools where I have studied such as the History Department of Hanoi University, the Russian Student Department of Hanoi University of Foreign Languages, the Preparatory Department of Moscow University, Kuban University (Russian Federation), Passau University and Humboldt University (Germany).
I feel a great honor, but also recognize the heavy responsibility, upon being entrusted by the university staff and appointed by the Director of Hanoi National University as the rector of one of the most prestigious universities in Vietnam.

2. On this momentous occasion, I have countless thoughts, but allow me to share only the following three:
2.1. I've always pondered one thing and envisioned what this school will be like in the next five years and beyond. The vision I've set for myself is:The University of Social Sciences and Humanities must become a leading research university among the top 100 universities in Asia, taking...liberal philosophy"As a core value, we prioritize creating a democratic, friendly, dialogue-based, constructive, and integrated environment, aiming to maximize the creativity and capabilities of all members."I am absolutely confident that we can achieve this goal because we possess an invaluable asset and a precious legacy built over 70 years of tradition.
2.2. However, that asset is insufficient and will fade away if we are not dynamic and creative. The context of globalization, regionalization, and comprehensive integration, especially the formation of the ASEAN Community on December 31, 2015, is forcing all universities to open their doors to the outside world beyond their four academic walls, linking training and research with the vibrant realities of the country and the world.
2.3. The key tasks we must undertake in the coming period are to continue building and perfecting a suitable research university model, focusing on developing the staff, especially young staff, concentrating on postgraduate training, creating top-tier products in scientific research, and utilizing all financial resources appropriately. Among all these tasks, the breakthrough task is to...To build a professional, open, friendly, and fair university governance environment.In such an environment, every staff member and student must truly be the owner. With such an environment, resources will be unleashed, everyone will voluntarily and enthusiastically contribute, attracting talented individuals and excellent students, and becoming a reliable and attractive destination for domestic and international partners.

3. Finally, I pledge to dedicate all my abilities and efforts, together with the esteemed professors, to building our common home - the University of Social Sciences and Humanities - to achieve an increasingly higher scientific standing both domestically and internationally. I also hope to receive the unanimous support of all staff, faculty, and students throughout the university.It requires a sense of responsibility, contribution, and cooperation from faculty and students.), the attention of leaders at all levels, and the support and cooperation of all domestic and foreign partners.
