Today, we are delighted to celebrate the 70th anniversary of the founding of the University of Social Sciences and Humanities, Vietnam National University, Hanoi - one of the leading training and research centers in the country. On behalf of the Government, I would like to extend my best wishes to the entire faculty, scientists, staff, researchers, students, and all distinguished guests of the University.

Seventy years ago, on October 10, 1945, just over a month after the Declaration of Independence was read, giving birth to the Democratic Republic of Vietnam, amidst the countless difficulties of a fledgling revolutionary government, President Ho Chi Minh signed Decree No. 45 establishing the Faculty of Literature. This decree reflects the strategic vision of a brilliant leader and outstanding cultural figure regarding the role and mission of social sciences and humanities in the revolutionary cause. This historic decree marked the birth of one of the first higher education institutions in Vietnam's revolutionary education system, with the mission of raising the intellectual level of the people, promoting cultural traditions, and arousing national pride and Vietnamese patriotism so that our country could...to keep up with other countries around the world"
The decree instilled in scientists, educators, social activists, and intellectuals faith in the developmental thinking and humanistic spirit of the new regime, opening a new phase of development for research and training in Vietnamese social sciences and humanities. For the past 70 years, the Faculty of Literature, and later the University of General Studies, the University of Social Sciences and Humanities, has continuously strived to become a leading research and training center in the country in the fields of social sciences and humanities. From this institution, over 50,000 graduates and thousands of masters and doctoral degree holders have been trained, working, contributing, and sacrificing for the cause of national reunification and independence. Among the students and teachers who studied and worked at the University, many have become renowned scientists, educators, socio-political activists, and administrators, making significant contributions to the people and the country.
Many research works by experts and scientists of the University have rekindled the fervent patriotic tradition and the heroic fighting spirit, clarifying and enriching the origins and cultural identity of the nation; providing authentic scientific evidence on national territorial sovereignty; interpreting the country's position and its relations with other countries, regional and international organizations; and contributing to the development of social sciences and humanities in particular, as well as science, education, and the cause of national construction and defense in general. The academic level and quality of training of the University are admired by society and highly valued internationally.
I would like to wholeheartedly commend and congratulate the outstanding achievements that generations of teachers, scientists, staff, researchers, trainees, and students of the University have attained throughout its challenging yet glorious and proud journey of development.

Human history has proven and affirmed that the vitality and future strength of a nation and its people depend not only on economic potential but, more profoundly, on cultural traditions and human factors. Social sciences and humanities study and synthesize the laws of motion, relationships, and structures of society, as well as human issues, and directly contribute to the promotion and development of culture and human beings. One of the characteristics and strengths of social sciences and humanities is their close connection to social life and the destiny of the nation and its people. Throughout the thousands of years of Vietnam's glorious history of nation-building, defense, and cultural traditions, social sciences and humanities, represented by exemplary scholars and patriotic intellectuals, have made immense contributions, leaving behind lasting achievements and a legacy for generations to come.
Today, our country faces tremendous opportunities and advantages, but also many challenges and difficulties. We need to maintain a peaceful and stable environment for faster and more sustainable development, while firmly protecting our national independence and sovereignty is a strategic goal. To successfully achieve this goal, we must fully and effectively utilize the inherent strength of the entire nation combined with the strength of the times. Teachers, scientists, and students of social sciences and humanities have the mission of being pioneers in motivating the younger generation and the entire society to promote positive cultural values, cultivate patriotism, awaken national pride, and ignite the flame of aspiration and determination to work together to build a stronger nation in all aspects.
Teachers, scientists, and students of social sciences and humanities also have an important mission to contribute to a better understanding of Vietnam and its people, so that the cultural values of a heroic Vietnamese nation and the civilizational traditions of a peaceful, peace-loving, and justice-seeking people, always striving for peace, prosperity, and the common good, will forever shine brightly in the flow of human civilization.
One of the key responsibilities of the social sciences and humanities is to contribute scientific arguments to the Party and State in building and continuously improving their guidelines, policies, and strategies. After nearly 30 years of implementing the Doi Moi (Renovation) policy, our country has emerged from underdevelopment and become a middle-income developing country. However, the development gap with other countries in the region and the world remains very large. Besides numerous weaknesses and shortcomings in socio-economic development that need to be quickly addressed, real-life situations also present many theoretical issues that require correct understanding and orientation in terms of development philosophy, institutions, leadership methods, and management. Firm political and ideological steadfastness, based on genuine science and civic duty and social responsibility, is the key factor ensuring the creative value and effective contribution of the social sciences and humanities to addressing these pressing needs and fundamental, long-term tasks.
One of the primary functions of educators, scientists, and even students of social sciences and humanities is to directly contribute to the building and development of Vietnamese culture through teaching, research, and setting a good example in life. It is necessary to ensure that cultural values permeate and spread throughout all aspects of life and all social relationships; so that everyone cherishes and strives for true, good, and beautiful values, always fighting to overcome and triumph over evil, wrongdoing, and injustice; to successfully build and protect a peaceful, independent, unified, prosperous, strong, democratic, just, and civilized Vietnam. To achieve this, it is essential to cultivate Vietnamese people who are intelligent, compassionate, possess national pride, and have a global citizenship consciousness.
The University of Social Sciences and Humanities, along with other research and training institutions in social sciences and humanities nationwide, should be shining examples in building Vietnamese people by studying and following the moral example of President Ho Chi Minh, deeply understanding, creatively applying, and effectively implementing the Party and State's guidelines and policies to create a truly cultured and humane working environment. In this environment, all talents and creative ideas are nurtured, respected, and given the best conditions to flourish. This mission and responsibility is very glorious, very heavy, and requires close cooperation and more effective coordination among major scientific institutions of the country such as the Vietnam Academy of Social Sciences, the Vietnam Academy of Science and Technology, universities, and reputable research institutes, primarily in improving the quality of training and research and in proposing strategic directions and in-depth research orientations.
The Ministry of Science and Technology, the Ministry of Education and Training, and other relevant ministries and agencies also need to coordinate more closely to develop and promulgate appropriate mechanisms and policies to form and develop an innovation system, and to further promote the enormous intellectual resources of universities and the country's social sciences and humanities.
With a truly profound understanding of the vital role and importance of science and technology, especially the social sciences and humanities, there is also a great need for specific policies from the State regarding mechanisms and resource allocation so that the University of Social Sciences and Humanities, as well as the research and training system in social sciences and humanities, can have the necessary conditions to fulfill its mission.
Dear teachers, colleagues, and friends,
On this joyous and meaningful occasion, on behalf of the Government, I would like to express my gratitude to the generations of teachers, scientists, administrators, and officials working in the education sector and in the fields of social sciences and humanities who have contributed their efforts and intellect to the development of Vietnamese science; to unleash resources and multiply Vietnamese humanistic values, making important contributions to the cause of national liberation, national construction, and development. We firmly believe that, with the great achievements of 70 years of striving and growth, the University of Social Sciences and Humanities, Vietnam National University, Hanoi, will certainly develop strongly, becoming a leading high-quality research university in the country and gaining an increasingly high position in the regional and global university system.
