Dear guests, delegates,

Dear students,           

Today, we are very pleased to attend the 70th anniversary of the tradition of the University of Social Sciences and Humanities, Vietnam National University, Hanoi - one of the leading training and research centers in the country. On behalf of the Government, I would like to send my best wishes to all teachers, scientists, officials, civil servants, postgraduates, students of the University, as well as all delegates and distinguished guests.

Dear teachers, comrades and friends,

70 years ago, on October 10, 1945, just over a month after reading the Declaration of Independence, giving birth to the Democratic Republic of Vietnam, amid the myriad of difficulties of a young revolutionary government, President Ho Chi Minh signed Decree No. 45 establishing the University of Literature. The Decree demonstrated the strategic vision of a genius leader, an outstanding cultural figure on the role and mission of Social Sciences and Humanities for the revolutionary cause. That historic Decree marked the birth of one of the first higher education institutions of the Vietnamese revolutionary education system with the mission of raising people's knowledge, promoting cultural traditions, arousing national pride and Vietnamese patriotism so that our country "keep up with the world”.

The decree has brought scientists, educators, social activists, and intellectuals confidence in the development thinking and humanistic spirit of the new regime and opened a new stage of development for the research and training of social sciences and humanities in Vietnam. Over the past 70 years, the University of Letters and later the University of Social Sciences and Humanities have constantly strived to become a leading research and training center in the country in the fields of social sciences and humanities. From this school, over 50,000 bachelors, thousands of masters, and doctors have been trained, worked, contributed, and sacrificed for the cause of national unification and independence and freedom. Among the students and teachers who have studied and worked at the school, many have become famous scientists, teachers, socio-political activists, and managers, making important contributions to the people and the country.

Many research works of experts and scientists of the School have aroused the tradition of ardent patriotism, the spirit of heroic struggle, clarified and enriched the origin and cultural identity of the nation; provided authentic scientific bases for national territorial sovereignty; explained the position of the country and its relations with countries, regional and international organizations; contributed to the development of social sciences and humanities in particular as well as science, education, the cause of building and defending the Fatherland in general. The academic level and training quality of the School are admired by society and highly appreciated internationally.

I would like to warmly commend and congratulate the outstanding achievements that generations of teachers, scientists, cadres, civil servants, researchers, students and pupils of the School have achieved during that difficult, challenging but also glorious and proud development journey.

Human history has proven and affirmed that the vitality and future strength of a country and a nation not only rely on economic potential but also, more deeply, come from cultural traditions and human factors. Social sciences and humanities study and summarize the laws of motion, social relationships and structures, human issues and directly contribute to the promotion and development of culture and people. One of the characteristics and also the strength of Social Sciences and Humanities is that it always accompanies and is closely associated with social life and the destiny of the nation and people. In the history of thousands of years of building and defending the country and the cultural traditions of our Vietnamese people, Social Sciences and Humanities, represented by wise Confucian scholars and patriotic intellectuals, have made great contributions, leaving behind achievements and a good reputation for generations to come.

Today, our country is facing great opportunities and fortunes, but also intertwined with many challenges and difficulties. We need to maintain a peaceful and stable environment for faster and more sustainable development, while firmly protecting the country's independence and sovereignty is a strategic goal. To successfully achieve that goal, it is necessary to fully and effectively promote the endogenous strength of the entire nation combined with the strength of the times. Teachers, scientists, and social and humanities students have the mission of being pioneers in motivating the young generation and the whole society to promote good cultural values, foster patriotism, arouse national pride, fan the flames of aspiration, determination to join hands and unite to build the country stronger and stronger in all aspects.

Teachers, scientists, social and humanities students also have an important mission to contribute to the world's better understanding of the country and people of Vietnam, so that the cultural values ​​of a heroic Vietnamese nation and the cultural traditions of a peaceful nation, passionately loving peace and justice, always striving for peace, prosperity, and the common good will forever shine in the flow of human civilization.

One of the responsibilities of Social Sciences and Humanities is to contribute scientific arguments for the Party and State to build and continuously improve guidelines, policies and strategies. After nearly 30 years of implementing the Doi Moi process, our country has emerged from underdevelopment and become a middle-income developing country. However, the development gap compared to other countries in the region and the world is still very large. In addition to many economic and social weaknesses and shortcomings that need to be quickly overcome, practical life is also posing many theoretical issues that need to be recognized and properly oriented in terms of development philosophy, institutions, leadership methods as well as management and administration. Political and ideological steadfastness on the basis of true science and civic duty and social responsibility is the factor that ensures the creative value and effective contribution of Social Sciences and Humanities to solving urgent needs as well as fundamental and long-term tasks.

One of the primary functions of teachers, scientists and social and humanities students is to directly contribute to the building and development of Vietnamese culture through teaching, research and setting an example in life. It is necessary to make cultural values ​​deeply permeate and spread widely in all areas of life, in all social relationships; so that everyone, each person appreciates and always strives to reach the values ​​of truth, goodness and beauty, always struggles to overcome and defeat evil, badness and wrongdoing; to successfully build and defend the Vietnamese Fatherland of peace, independence, unity, a rich people, a strong country, democracy, fairness and civilization. To do so, it is necessary to build Vietnamese people who are intelligent, humane, have national pride and global citizenship awareness.

The University of Social Sciences and Humanities and other research and training institutions in Social Sciences and Humanities nationwide need to be bright spots to build Vietnamese people in studying and following the moral example of President Ho Chi Minh, in thoroughly grasping, creatively applying and effectively implementing the Party and State's guidelines and policies to build a truly cultural and humane working environment. There, all talents and creative ideas are cherished, respected and given the best conditions to flourish. That mission and responsibility is very glorious, very heavy and requires close cooperation and more effective coordination between major scientific agencies of the country such as the Vietnam Academy of Social Sciences, the Vietnam Academy of Science and Technology, prestigious universities and research institutes, first of all in improving the quality of training and research and in proposing strategic orientations and in-depth research orientations.

The Ministry of Science and Technology, the Ministry of Education and Training and relevant ministries and sectors also need to coordinate more closely to develop and promulgate appropriate mechanisms and policies to form and develop a creative system, further promoting the enormous intellectual resources of universities and the country's social sciences and humanities.

With a truly profound awareness of the role and vital importance of science and technology, especially Social Sciences and Humanities, it is also necessary for the State to have specific policies on mechanisms and resource allocation so that the University of Social Sciences and Humanities as well as the research and training system on Social Sciences and Humanities can have the necessary conditions to fulfill its mission.

Dear teachers, comrades and friends,

On this happy and meaningful day, on behalf of the Government, I would like to express my gratitude to the generations of teachers, scientists, managers, and civil servants working in the education sector, in the fields of social sciences and humanities who have contributed their efforts and intelligence to the development of Vietnamese science; arousing resources and multiplying Vietnamese humanistic values, making an important contribution to the cause of national liberation struggle, national construction and development. We firmly believe that, with the great achievements of 70 years of striving and growing, the University of Social Sciences and Humanities, VNU, will certainly develop strongly, becoming a leading high-quality research university of the country and having an increasingly high position in the regional and world university system.

I wish all teachers, comrades, and students good health, happiness, and success. I wish the University of Social Sciences and Humanities, VNU, to continue to achieve even greater achievements.
