Implementing the Law on Health Insurance No. 25/2008/QH12 dated November 14, 2008 and documents guiding the implementation of health insurance; In order to ensure the rights and quality of health insurance examination and treatment, based on the reality on the table of the Capital and the roadmap for initial health insurance registration at lower levels, to avoid overloading the upper levels, while waiting for the Department of Health to announce the number of registration cards that can be received at health insurance examination and treatment facilities, Hanoi Social Insurance temporarily announces the list of medical examination and treatment facilities accepting initial health insurance examination and treatment registration in 2012 for subjects with health insurance cards issued by Hanoi Social Insurance as follows: 1- Principles for initial health insurance examination and treatment registration: - Implement the roadmap to increase health insurance cards for initial health insurance examination and treatment registration at commune-level and district-level health insurance examination and treatment facilities (grade III) and equivalent, gradually reduce the number of initial health insurance examination and treatment registration cards at provincial and central health insurance examination and treatment facilities, people with health insurance cards residing or working in districts and towns can choose to register for initial health insurance examination and treatment at commune-level and district-level facilities and equivalent in that district and town. - Health insurance participants with medical examination books issued by the Friendship Hospital, the City Cadre Health Care Protection Board, people with revolutionary contributions, people aged 85 and over, children under 6 years old who have needs can choose to register for initial medical examination and treatment at provincial-level medical examination and treatment facilities or equivalent or higher, suitable for their place of residence or workplace, for convenience in medical examination and treatment according to regulations. - Students register for initial medical examination and treatment according to the instructions in Official Dispatch No. 1046/BHXH-GDTTDT dated August 24, 2011 announcing the list of medical examination and treatment facilities accepting initial medical examination and treatment registration for students in the 2011-2012 school year. - The number of health insurance cards registered for initial medical examination and treatment at medical examination and treatment facilities in Appendix 2 shall not exceed the number of health insurance cards initially registered in 2011. 2- List of facilities accepting initial medical examination and treatment registration: - List of medical facilities accepting initial medical examination and treatment registration for all subjects (Appendix 1). Note that medical facilities are not capable of receiving medical examination and treatment for children under 6 years old or are only capable of receiving medical examination and treatment for subjects over 15 years old. - List of hospitals at the city level and above (Appendix 2): accepting initial medical examination and treatment registration for subjects participating in health insurance with medical examination books issued by Friendship Hospital, City Cadre Health Management Department, meritorious people, people aged 85 and over, children under 6 years old, National Assembly Deputies, People's Council Deputies, retirees, social protection. - List of health clinics for cadres under the management of Hanoi City (Appendix 3): Receive initial health examination and treatment registration for subjects participating in health insurance who meet the criteria according to Instruction No. 52/HD/BTCTW dated December 2, 2005 of the Central Party Organization Committee on adjusting and supplementing subjects for medical examination and treatment at a number of Central medical facilities and Instruction No. 161-HD/BTCTU dated December 7, 2007 of the Hanoi Party Committee Organization Committee. Subjects must have a medical examination book issued by the Hanoi City Department of Health Management for Cadres, and register at cadre health clinics according to the locality. - List of medical agencies and school medical agencies (Appendix 4): Receive initial health examination and treatment registration for subjects under the management unit. 3- Implementation: - Social insurance agencies of districts, towns and functional departments guide employers and health insurance card holders to choose to register for initial medical examination and treatment in accordance with the above principles and the list of announcements attached to the official dispatch, ensuring a 20% reduction in the total number of initial medical examination and treatment registration cards from medical examination and treatment facilities at the city level and above compared to 2011 (Appendix 2). - The Card Issuance Department synthesizes the number of health insurance cards issued for initial medical examination and treatment registration at medical examination and treatment facilities based on data from social insurance agencies of districts, towns and functional departments and transfers them to the Multi-level Appraisal and Payment Department before the 5th of each month. It is recommended that Social insurance agencies of districts, towns and functional departments organize the implementation to ensure the rights of health insurance participants, and be responsible for checking and supervising to issue health insurance cards accurately according to the list of health insurance treatment facilities announced. During the implementation process, if there are any problems or new units are added, timely notification must be sent to the Multi-line Appraisal and Payment Department to submit to the leaders of Hanoi City Social Insurance for consideration and resolution.
