View the list of primary healthcare facilities here.Implementing the Health Insurance Law No. 25/2008/QH12 dated November 14, 2008, and guiding documents on the organization and implementation of health insurance; To ensure the rights and quality of health insurance-covered medical examinations and treatments, based on the current situation in Hanoi and the initial registration process at lower-level facilities to avoid overloading higher-level facilities, while awaiting the Department of Health's announcement of the number of health insurance cards that can be accepted at health insurance-covered medical facilities, the Hanoi Social Insurance temporarily announces the following list of medical facilities accepting initial registration for medical examinations and treatments in 2012 for individuals with health insurance cards issued by the Hanoi Social Insurance: 1- Principles of initial registration for medical examinations and treatments: - Implementing a roadmap to increase the number of health insurance cards registered for initial medical examinations and treatments at commune-level and district-level (Category III) and equivalent medical facilities, gradually reducing the number of cards registered for initial medical examinations and treatments at provincial and central-level medical facilities. Individuals with health insurance cards residing or working in a district or county may choose to register for initial medical examinations and treatments at commune-level and district-level and equivalent facilities within that district or county. - Individuals participating in health insurance with medical records issued by Friendship Hospital, the City's Committee for the Protection and Care of Cadre Health, those with meritorious service to the revolution, those aged 85 and above, and children under 6 years old who need it may choose to register for initial medical examination and treatment at a provincial-level or equivalent medical facility or higher, suitable to their place of residence or work, for convenient access to medical care as prescribed. - Students register for initial medical examination and treatment according to the instructions in Official Letter No. 1046/BHXH-GĐTTĐT dated August 24, 2011, announcing the list of medical facilities accepting initial registration for students in the 2011-2012 academic year. - The number of health insurance cards registered for initial medical examination and treatment at the medical facilities listed in Appendix 2 shall not exceed the number of health insurance cards initially registered in 2011. 2- List of facilities accepting initial medical examination and treatment registration: - List of medical facilities accepting initial medical examination and treatment registration for all subjects (Appendix 1). Note that these medical facilities are not capable of providing medical examination and treatment for children under 6 years old or are only capable of providing medical examination and treatment for subjects over 15 years old. - List of hospitals at the city level and above (Appendix 2): accepting initial medical examination and treatment registration for subjects participating in health insurance with medical records issued by Friendship Hospital, City Cadre Health Management Department, war veterans, people aged 85 and above, children under 6 years old, National Assembly representatives, People's Council representatives, retirees, and social welfare beneficiaries. - List of health clinics for officials under the management of Hanoi City (Appendix 3): Accepts initial registration for health insurance beneficiaries who meet the criteria according to Guidance No. 52/HD/BTCTW dated December 2, 2005, of the Central Party Organization Committee on adjusting and supplementing the scope of medical examination and treatment at some central medical facilities and Guidance No. 161-HD/BTCTU dated December 7, 2007, of the Hanoi City Party Organization Committee. Beneficiaries must have a medical record book issued by the Hanoi City Department of Health Management for Officials and register at the health clinics for officials in their respective areas. - List of agency and school health facilities (Appendix 4): Accepts initial registration for medical examination and treatment beneficiaries under their management. 3. Implementation: - Social Insurance agencies in districts, towns, and cities, and their professional departments will guide employers and health insurance cardholders in selecting and registering for initial medical examination and treatment according to the principles mentioned above and the list attached to the official letter, ensuring a 20% reduction in the total number of initial medical examination and treatment registrations from medical facilities at the city level and above compared to 2011 (Appendix 2). - The Card Issuance Department will compile the number of health insurance cards issued for initial medical examination and treatment registration at medical facilities based on data from Social Insurance agencies in districts, towns, and cities, and forward this information to the Multi-level Assessment and Payment Department before the 5th of each month. Social Insurance agencies in districts, towns, and cities, and their professional departments are requested to organize the implementation to ensure the rights of health insurance participants, and to be responsible for checking and supervising the issuance of health insurance cards accurately according to the list of health insurance medical facilities that have been announced. During the implementation process, if any difficulties arise or new units need to be added, timely notification must be given to the Multi-Route Assessment and Payment Department for submission to the leadership of the Hanoi City Social Insurance Agency for consideration and resolution.
